I've lived at Passport for two years and genuinely love the apartment layouts and community spaces,…read morebut the management and service have declined so much that it overshadows everything good about living here. The most persistent issue is the garage, which has been broken for over six months with no permanent fix. I pay for a reserved covered parking space and one night at 11pm with a snowstorm on the way I came home to find someone parked in my spot with nowhere else to go. The leasing office did nothing and when I pushed back they claimed there was no towing enforcement. I called the towing company myself and they confirmed enforcement exists and that the leasing office simply has to make the call. They never did. My neighbor had the exact same issue and the unauthorized car sat there for over a week with no action taken. When we transferred to a new unit in March the apartment was delivered in appalling condition. Painted over hair on the walls, filthy cabinets, clogged sinks and drains, dirty windows and an unadjusted laundry room door. When we raised the issue we were told that is exactly why residents are not allowed to see units before move in, which is honestly not an acceptable response. They eventually offered a gift card but that does not erase the fact that we had to clean and fix someone else's mess ourselves. Having worked in property management myself I was genuinely shocked by what we walked into. To make matters worse the fire alarm goes off frequently in the middle of the night, often around 3am, making it nearly impossible to get any rest. If you have pets this is especially hard on them and it happens often enough that it has become a serious quality of life issue. On top of all this the communication is a real problem. Emails go ignored for weeks even when the issue is urgent like incorrect charges or maintenance reschedules. A newer leasing staff member has an attitude every time I come in and when I asked about reserving a community space three weeks ago I still have not heard back. It is disappointing because this place has so much potential. The spaces are beautiful but the service makes it very hard to recommend.

I left a voicemail & 3 emails with no response. The voice mail recording said they are closed Sunday, when I finally got a return call 24+ hours later I was told they were open Sunday but had no appointments to see me. The staff is either inept and/or rude. I was told I would receive necessary application information and still have not received it. Additionally their AI robot Kendall actually says he can tell you about his experience as he lives there- this is a total fabrication and lie and the Better Business Bureau and State of Virginia should be made aware of this. Clearly, not a place anyone with any sense would live.

Had no problems for several months, but my work takes me out of town a lot so, really just want a secure place to not worry about my stuff while I'm gone. Occasional fire alarms but have lived through them. They have an agreement with Battlefield Towing who patrols their secure parking garage that you will pay extra for to have covered safe parking. I came home to my surprise thinking my vehicle was stolen. I called the number on the wall. They alleged that I was in violation of parking infraction and not properly showing parking tabs while vehicle was stowed. Vehicle is in compliance, insured, and was improperly taken without consent from exclusive possession of garage space, parking and garage addendum Monroe Place Lease Stipulation. Black skid marks show where the vehicle was towed hard and recklessly afterhours to add fees. When I went to pick up the vehicle, the woman at the counter was argumentative. I said that I'm leaving on travel again, would she be towing again since the vehicle is in compliance. She said yes that I would need to print out documentation and have it sitting properly on my dashboard. That's utterly ridiculous, she began to threaten me, I paid for the vehicle, she walked off cussing. The tow truck operators began to haze me, walking back and forth, I didn't know how to get my vehicle and car out of the enclosed garage. I walked and drove. One of the tow truck operators said that I needed to figure it out myself and that the woman is the only person that could let me out. My vehicle was extremely dirty and had a sticker on the window, I began to peel it off and waited. I walked around looking for another exit. Still hearing the woman cussing and saying she was going to beat my ass, I called 911 and told the operator that the tow truck company was not letting me out of the garage and that I did not know what to do. I said they were threatening me, the door flung open and one of the operators was holding her back. I called 911 back and told them that they let me out. They told me that its no longer an emergency and that I would have to file a complaint online. Sheppard Bratten The Point Manager sided with Battlefield Towing for the $298.99 tow including afterhours emergency then I received the 2,196.68 monthly bill that includes the secure safe parking fee - which I do not feel safe or secure at all. So folks if you stay here, they will be in your apt monthly to do some inspection or kill the roaches and they might tow your car when your out of town and give 0 empathy.

They allow dogs but specifically state pit bulls aren't allowed in the lease. There's a resident who ALWAYS walks his pit bull off-leash. I was outside alone one night and the dog growled and lunged toward me. The owner had to restrain the dog by holding its tail. Other residents have complained. The issue was escalated to the Dwoskin corporate office and the Sheriff. Dwoskin refuses to take action against the resident. I guess they are hard up for finding people to rent here. The maintenance man did half the job and then left "for lunch" which meant for a four day weekend. I had to resubmit my maintenance request every day that week. Eventually though, I did have a functioning bathroom. I had difficulty using their app to pay my rent at one point, because the rental office listed one of my children as the primary resident. The rental office also contacted USPS and had me removed as a resident 3 days before Christmas. Nobody was in the office until after Christmas to address this. They are doing some type of work on the apartment above mine at the moment, which means that while I'm at work my apartment floods. One time, it sprayed a mystery white liquid all over my bathroom. I only had to send requests in daily for them to clean that up. They send over maintenance people sometimes to partially fix the flooding, by cleaning the flood using my towels and then tossing them in the bathtub. Just now, I've discovered that the clothes in my closet are wet. From the bathroom above me.

It costs a guest SIX DOLLARS, more than a price of a cup of coffee, to park their car in the garage overnight. Not only is charging visitors a fee to park unfathomable given their rent rates, but in order to avoid a $200 tow truck fee, you have to 1. download an app, 2. scan a QR code in your parking spot, and click through 5 more screens before your parking is confirmed. And the best part? There is no service in the garage or the hallway leading into the building. It is a terrible design for a terrible procedure they have mandated to all guests of their loyal tenants. Hugely disappointing for a building with not much more to offer.
