Nobody likes to pay to drive on the roads...but it is obviously necessary whenever driving in Illinois. When I go back and forth to my daughter's house in DeKalb, I'm use to stopping 4-5 times and forking out my 80 cents each time...in each direction. Yesterday, since we were returning to Indianapolis from Chicago, we were on different toll roads...I 90 I believe. WHAT A RIP OFF!!!! First stop...$3. Second stop $1.50. Then a ridiculous 60 cent charge to go around a cloverleaf to get onto I 65. Even more annoying than the tolls...NOT having the cost of the toll posted BEFORE you arrive at the toll booth. Really?! You can't post a sign to let non-Illinois travelers know how much money they need at each stop? At least on I 88 you KNOW it is 80 cents each time. I rented a car at Ohare. I entered the plate and vehicle information onto my I pass pay by plate account. I have a screen shot showing the plate was added, and I have emails confirming this. A month later I received a bill with Toll and Citation charges from the rental car company. I phone I Pass customer service and they basically told me their system must have failed, and there is nothing they can do. Lesson learned. Lived in Chicago for 20 years. Moved back in 2009 to WI. It was always wonderful to leave WI to Illinois tollway to pay for the privilege of instantly crappy Interstate that's got more holes than a minefield. Always paid tolls at booths. Drove out on 6/4 to fly out to DC for 80th anniversary of D-Day with my son, and back again. No toll booths anywhere to be seen. No idea what happened though we did see the exit booths, which were always there. Driving at 70 mph and living out of state, as I tried to explain to the useless and lying 3rd party agent hired by IDOT to b.s. people, not really down with pulling out and reading the fine print on the nifty new system at 70 mph. Today received an "Invoice for Unpaid Toll," which includes the swell "invoice fee(s) of $3 PER SUPPOSEDLY MISSED TOLLS! Supposedly we owe $16 in tolls (we had no way to pay and knew nothing about as we do not live in Illinois and wouldn't know to do the swell I-Pass registration/pay b.s. Shocking), but the $24 in "invoice fees" is extortionate and insane. Insane. I said there must be a ton of people similarly non-plussed by this, the agent lied through her scummy teeth and said "actually, you're the first I've heard." Wish there was a "no star" option for this. The Illinois tollway is horrible and they need to update their website so that people can actually log onto their accounts. After going through Illinois, we tried to pay for the toll online, as we did the year before - where the toll fees were listed and we were able to make the payment. However, this year, I wasn't even able to log onto the site using my user and PW. We had to create a new account to get on. When we did, the fees were not listed. We checked several times throughout that month, but could not find the toll fees listed on their site. We eventually received a physical invoice through the mail, with all the toll fees on top of other fees. I called and talked to a lady, to share our experience. In the middle of our conversation, she hung up. I called again and talked to a second lady, and shared the story again. According to her, we were supposed to leave our payment info and when the Tollway was ready, they would just pull the money out. However, since we were unable to pay for the toll (because they weren't listed), we couldn't get to the point of putting in our payment information. She sounded annoyed and called me "son," which was totally unprofessional. I could have returned the favor, but I did my best to be polite. Funny, it worked in the morning when I drove through but when I crawled through in rush hour traffic it didnt work. Same car, it was not moved and is mounted properly. You also cannot go home and see if it even did work on your account because tolls dont post for 10 days! So by that point, you have already racked up tons of fines and you cant do anything about it because they are scum and wont help you even if you call. The toll collection company looks fraudulent. I paid by credit card and the bar was lifted. I believed I paid correctly, Later, they billed the toll plus significant fees because I did not pay. I checked my credit card transactions and found the fee was not charged. I believe this company intentionally did not charge on the credit card at the gate to bill more than toll amount! later! Used to be, if you were an ipass holder and your balance went below zero, you could replenish the account and the negative balance would simply be taken out of your new balance. NOW, you will be fined for any missed tolls with no consideration for the fact that you've been a paying ipass customer for over 25 years. What a racket! Also, while the old fine was $20, you could easily call and have that waived. Not possible anymore. So basically the Illinois Tollway is netting 3X more for each toll than the posted price. One star is too high... (-100 on a 1 to 5 scale is being generous) At one time they were easy to deal with. They used to be friendly & efficient. Early in 2024, I had updated my credit card information on my automatic replenishment. Do to a marital separation, I was not receiving toll violations, although the original tolls should have been taken care of through the auto payment method Ip had provided. I was unable to access the website for quite some time as well. Having been dealing with several injuries do to a work related accident further complicated the situation. I have been trying to resolve the dispute with them for a long, long time. Most of the time I have been left on hold (over 1 hour & 7 minutes, as i have been typing this) for so long that I was forced to hang up. The times that I was able to speak with someone, I was given instructions to go to a website or other manner to file my issue. However, the dispute I have is not listed, so I had attempted again & again to speak to a human with the authority to actually work with me... apparently there is no one that can help with a resolution that doesn't cost 30x the actual tolls... I have paid the same invoice twice. I added A New plate 09/23 and they keep saying it's not in their system. Yet I have the emails of the updates done. I am being called a liar. They will not remove this invoice yet my account is on auto replenished . I have asked for a manager to call me and never has. RIP OFF! No one to collect tolls, and the website said that my license plate didn't exist, but for a $3.10 toll, they sent me a bill for $14.10 months later. When I disputed the extra $9.00, they wrote a letter back to me stating that they found my plate and weren't going to back down on the extra fees. I was driving through the Chicago area on a road trip to drop off a friend. There were many different toll payment options and construction everywhere. Some we waited in a long line and paid in person and some were drive through pay by plate. A month later I get a bill for the tolls and the total for a 11.70 in tolls is now 26.70 because of added fees for not paying within 2 weeks. And after the 2 weeks you can't dispute the tolls or the fees. WHAT A SCAM! In the Illinois pay by plate scam the driver is obligated to go to the website after the trip and find how much they owe and pay that way...instead of the much easier paying in person while on the road. And the only way you'd know you had a toll was by a sign you drove under. What a stupid system obviously set up so that people will not pay the tolls on time and they can scam you for exorbitant fees. Why would any state set up a payment system like this as opposed to a pay in person on site unless they wanted to hang the driver with extra fees for not paying on time? Imagine if all tolls across the country were set up this way? You'd have to keep track of every sign you went under during a road trip and go to a different website to pay all the racked up tolls for each. It's very convenient for the highway robbers that can just force someone to pay whatever tolls and fees. And what's to stop them from just making up extra tolls and fees? Would I be able to keep track of this on a road trip across country? You should pay for something when you incur the charge, especially for such small amounts that are so easy to pay on site. It's wasting my time to have to get online and follow up, and it's literally impossible to keep track of, when you should have your eyes on the road, but it sure saves them having to set up legitimate toll stations and pay attendants to collect the tolls. And it sure gives them the corrupt system to be able to scam people out of more money. I looked it up and called to confirm and Illinois Tollway is not a government entity but a private company that is hired by the government to collect tolls. They have a .com website, not a .gov (ah, the miracle and incredible corruption of the privatization of government, the same scam that brought you no-bid government contracts) This makes them even shadier because they can use the authority of the government as a way to extort fees from consumers. Illinois Tollway needs to be investigated by the SEC because they are corrupt. When I have had toll by plate in other states, there are no fees. You are just sent a notice in the mail and you can pay that when you get it. You know what you owe and are given the chance to respond without exorbitant fees (apparently the fees were even higher before the government passed legislation to lower them from $20/toll!!!!!!!!!!!!!!!!! to $3, someone was getting some kickbacks). With Illinois Tollway, you are expected to pay, even though you might not have seen the sign because you were concentrating on driving and it was in no way indicated that you had to find your way online and pay the toll. read more

The roads are not kept up. The toll collection system is a rip off. our company has a valid credit card on file. We have long haul semis, so we are gone most of the time. We noticed we had some statements that had outrageous fines. We disputed one of the invoices and paid the rest. We were lied to about our dispute on more than one occasion. When I called in to get 2 needed documents, Minerva told me our dispute found us not liable, so the documents were not needed for both Indiana plates. I called later to confirm and see if I still needed those two documents, and Janice told me that our dispute was never received. I found out later, both of these statements were lies to not supply the documents and have bigger fines. read more

After being critical of the tollway system, I need to update and say a tollway manager called several times, emailed me and corrected the error after I emailed her necessary info. Like many others I have an account. I drove through some tolls on my way through the state like I do often so as soon as I got to where I was going I logged in to my account to pay my tolls. It said I had a balance of zero so I logged off and tried to search by my plate number without being in my account and it still didn't find my bill. After awhile I gave up knowing full well I'd be getting a bill soon with fees costing more than the actual tolls. I logged in again a week later and still nothing showed up. This is the third time this has happened to me! I've definitely had times where they do show up as well though so I feel like it's a big scam to charge you the fees! It's crap and they should be ashamed! And good luck getting ahold of anyone! People just pay it because in the scheme of things it's not a lot but how many people do they do this to on a daily bases?!? They are making bank off of fees when it's their system that is bs. Illinois Tollway Thief. Wished I could rate my experience a zero. First, they ask you to respect their workers who work for the Lighthouse"okay, but the real intent is an excuse to NOT settle legitimate complaints. I have 5 transponders connected to autopay for over 5 years. Suddenly within the last 2 months I have received an email regarding "video tolls" this is their way of charging double for the tolls. After calling and spending more then 2 hrs of wasted time with Charles, and Andri who continued to ignore the fact that the video tolls were only from (1) transponder that could possibly need replacing ( but how would I know or that the toll plaza's cameras weren't working properly. As I was looking for some consideration as I am compliant with the toll road system and am not an individual who has violations. But they were quick to point out the video tolls that I'm unable to see and never address the tolls that were captured within the same time period, nor were they considering refunding the tolls taken as if I don't have 5 transponders along with autopay! I'm disappointed , applaud in the lack of customer service and the fact that they use " our customer service center is operated with the Lighthouse individuals with disabilitiesthis should not be an excuse to not provide a resolve to an legitimate complaint. The Illinois Tollway is a ripoff, thief's using excuses where the consequences are to rip us off because we need to use the tollway snd can't prove a DAM thing, they have all of documentation! I am from MN to Chicago for thanksgiving 2021 vacation I did not miss the Chicago toll fees when i drove to each toll fee collecting money sites while there were no cashier there. Please check your camera recorded. I tried the same day to pay online but data not in your system yet and need to wait. This is the tricky part. Too many happened a day in my mind and can keep in mind to remember this? You win people for additional money fine is here. There is no excuse to waive the fine but you can excuse for the Covid-19 for not providing cashiers on sites. Your system takes advantaged of Covid-19 and not providing cashiers to collect money on site but ask people to do by online or mailing. So people forget or could difficultly access to y our online system and finally get a letter from you to fine 3.00 on each sites and I get 6 sites went through and get 18.00 fine for violation plus 12.00 toll fee. Total i got to pay is 30.00. How many victims got the same fine like me? A lot of people i doubted. This is cheating method exactly applied by the 2021 president election that DEMS took the Covid-19 to isolated and prevent people vote on site rather on mail or on line to easy to cheat the vote counts. Why dont DEMS should lock the business and people now after take over the us government. I strongly advise out-of-state drivers NOT to use the "PAY BY PLATE" option. It's a fraud and a scam. We signed up because we needed temporary access to the toll road system (vastly overpriced, by the way). The "pay by plate" system worked only part of the time. The times it does not work and your plate is not matched the bureaucracy will send you an invoice for unpaid toll violations. I can only think this happens because the system of matching plates is complete crap or that someone is stealing the excess. (It IS Chicago, after all) This "Toll Violation" invoice will include a $3.00 surcharge/fine/fee PER TOLL because they didn't match your plate and a $15.00 "Invoice Fee" What is especially galling is that they KNOW that you have pay by plate account. After logging into our "pay by plate" account to check that our credit card was still valid and that other information was correct, what should appear but a big red pop up on our account stating our license plate has been linked to unpaid toll violations!!!! REALLY!!! They have your plate number and they know who you are and that you have a "pay by plate" account but they choose to charge you far more than the value of the toll you used. Sure, it's not that much money individually, but given the volume of daily traffic on these roads it could amount to substantial money in total. It leads me to wonder if it is not intentional fraud designed to cheat the public out of money, perpetrated by a government agency that apparently is subject to little or no legislative oversight and has little interest in anything beyond collecting money and perpetuating itself. read more

My son and I were passing through the Chicago area on the way to Wisconsin. Tolls were closed bc of covid so we coundn't pay. Weeks later we receive a toll invoice for $13.10. Super frustrated as we would have paid on the road. In addition, we were pulling a small trailer for my son's go-kart. Because we were pulling a trailer the "invoice fee" is $9 instead of $3. We're paying more than a buss would pay. There's no extra expense to send an invoice to someone who's driving a car versus a car with a trailer vs a motorcycle versus a semi. It's all the same and therefore a SCAM. Bottom line is I don't appreciate the hassle nor the ridiculous invoice fee. I spend my money in cities and states that don't scam me. I spend hour each time through there trying to pay my fricken tolls only to find the system is down. I realize if you are a Illinois Toll employee that wasting time is what you do but many American have work to do. Your signage on the roads suck! Signs indicate "Use I-pass lanes and pay on line". Well that works in some booths but others have gates and you don't know until you are in visual range. That is about 5 feet with all the semis in front of you. And Chicago being Chicago you can easily be trapped three lanes away. Yea backing up on the tollway was really fun. This is a throwback to medieval times when robbers would just set up tolls as they choose. It certainly sounds like it would be a great alternative for out of state travelers, but more often than not, ITW ignores the fact that you've signed up to pay the tolls on line and fines your rental company. They in turn will come after you. I thought I was set, but 3 weeks after a visit I started getting fines from my rental company. I talked my way out of one, but they did not budge on 2 others.
