We were asked to go there to verify identity. Not sure why in 21st century we need to go there in person, particularly when they have reduced staff and closed offices. They told us that appointment cancels 15 minutes after the scheduled time, but they did not tell us that the security at entrance to the building is time consuming. With only one person in front of us in the line, it took us 20 minutes to get processed. So, our appointment was cancelled. They said the security at the door is not IRS, and the security said it is not their problem. This is totally unacceptable and shows their incompetence. I had an appointment at the Oakland IRS office today to get assistance with a form regarding my father's estate. As I was explaining the situation, the male clerk continued to talk over me. I asked him repeatedly to please let me finish and listen to what I have to say first! (That was a red flag there!) Because he was so eager to go to lunch, he gave me "my" paperwork and tried to shoo me out the door. I had to stop and summarize the course of action before I left. As I am on the bus home and about to reach my drop off point, I looked through my envelop of documents I brought essential to the meeting, only to discover that he did not give me my documents but someone else's tax return!!! Some poor soul who saw this clerk before me now has his tax return with confidential info in my hands!! I had to get on another bus and head back to the IRS office. The IRS agent I was assigned after waiting for an hour after my appointment although there was nobody else waiting was worse than incompetent and rude. Mrs. S kept telling me to be quiet and listen to her although I listened to everything and she would not let me even state the purpose of my visit. After telling me to shut up she got up called security and claimed I was causing a disturbance, and they forced me to leave the building. Mrs. S is apparently a very disturbed person who should not be working with the public in any capacity especially not an IRS taxpayer assistance center. Avoid her at all costs. read more

If you go to this location be prepared to be disrespected and have your time WASTED. My appt was at 1230, I patiently waited. Seeing people who came in after me serviced and walking out the door. After 3 hours I asked when I could be seen. They said each agent specializes in different areas and I just have to wait (they also threatened to have me escorted out after asking questions). That means for 3 hours there was no one to help me with my problem. I waited until 4:15 until they decided to say they were closing and could reschedule me. I was standing there in shock, when a lady agent asked me what I was there for, I told her I had come for my appt which was scheduled for 1230 and she cut me off "THATS NOT WHAT I ASKED YOU" I repeated myself as she clearly couldn't wrap her head around the fact that I had been waiting for 4 HOURS. She completely disregarded me and said "OK BYE" Having an appointment doesn't mean anything at this location. I know what it means to serve my community. I work in healthcare and I could NEVER imagine treating my patients the way I was treated today at this office. Just because you sit comfortably behind a plexi glass DOES NOT MEAN you get to belittle hard working taxpayers. You have no idea the things people are carrying with them day to day or what they have to face when they go home. This office should be ashamed of themselves and the people they have employed. If it could be zero, it would. There is a scam going on with payroll taxes from my business. The IRS agent won't call be back. He is supposed to call back within 48 hours. It has been over 10 days and I have left several messages. He claimed that we owed payroll taxes. I contacted my back office and payroll who sent me documents showing they had made the payments. Then someone accessed a CD in our account and sent the same amount the I was informed was paid. It now appears that we have been charged payroll taxes twice, and the agent refuses to return my calls. It's extremely unpleasant talking with IRS people. Today finally a tax payer advocate agent manager returned my call two weeks after getting my message. At the beginning of the call she only stated her name, and then started to ask for my SSN. I can't just give my SSN to someone I can't even confirm who she is, especially her phone number was from Utah while the office I contacted before was in California. So I refused to answer and asked for her position and employee ID number (I believe most of the IRS people will state their name, position and employee ID number clearly at the beginning of phone calls, no matter they can really provide help or not). While this manager seemed to be pissed off by my questions and said "if you don't want to talk to me it's fine have a nice day byebye". Could she be more unprofessional, impatient, rude and arrogant?! I stopped her and explained that I have to know that I give my personal information to the right person. Finally she didn't hung up and explained a little bit to let me confirm her identity, still in a very rude way, kept emphasizing that "you called me and left me a message first, I'm just returning your call". How ridiculous! Returning customers' call is just her job, how can she be so entitled and condescending, like I owe her a million dollars and she was just doing me a favor?! IRS does owe me money okay?! She didn't provide any help or useful information. She just told me that she would ask the agent who handled my case to give me a call back "immediately". While actually that agent called me back about two and a half hours later. So obviously IRS people's concept of time is also different from normal people. The IRS people are the most unprofessional, incompetent, rude and horrible people on this planet. I just wish that I could talk with them as little as possible my whole life. read more

I have been to the IRS office in Oakland twice in the last 6 months. I always go there early so I have to wait until they open. Security makes you stand outside til the office open. Then you need a ID. like you do at the airports. They have metal detector and x-ray machine.They are very cordial. Once inside the IRS office reception is very clear and nice on how they do things. I was helped promptly and given the resources to deal with my issues. They were nice and very pleasant extremely helpful. No more scary monsters or ogre like. Generally, I don't like to give a government agency a bad review since I am a government employee with the State of California. Today I had a day off from my job and decided that my husband and I needed to get the tax forms and instruction booklets from the state and federal offices. I headed to the State Building and he went to the Federal Building, which are right across the street from each other. We had to go back to the Federal Building because hubby picked up the wrong instruction booklet (1040A). Well, there wasn't a single copy of the 1040 instructions on the shelf. My hubby had to wait in a long line, be screened by security and then allowed to enter the IRS office to get the booklet. Meanwhile, I was waiting in the lobby. A Chinese woman was standing around and she needed the 1040 instruction booklet, too. She mentioned to an IRS employee who was leaving to go on her break that there were no 1040 booklets. The employee told her to get in line and wait like everybody else to get in. Seeing that occurring, it's no wonder people complain about the bureaucracy of government agencies. How long would it have taken for the employee to turn around, go back to the office, get a 1040 booklet for the person and replenish the shelf with more 1040 booklets? A sacrifice of a few minutes to go above and beyond the call of duty would be much better than to have a person stand in line waiting for more than 10 minutes to have access to the IRS office. It's a terrible thing to have a civil service employee (city, county, state and/or federal) turn his/her back on the public without being helpful. Maybe there are rules to be followed, but rules can be bent (not broken) to accommodate the public at the discretion of the employee. Fortunately, my hubby was still in line and I asked him to bring out two 1040 instruction booklets - one for us; one for the woman. He told me there weren't any 1040 booklets on the shelf, but he grabbed two of them from the counter. Voila, mission accomplished. She thanked us for helping her. read more

Before she could hand me a little paper handout with the number on there, she told me she the office doesn't answer questions so I need to sit back down and wait for my number to be called. I visited IRS Oakland office to file for ITIN for my wife. We came early on Friday around 9am, our wait time was 10 minutes. The lady who helped us was very meticulous and very helpful. The whole process took 30 minutes. The worst service ever. I never thought people could be so mean. They go above and beyond to be rude and unprofessional. Don't know why no action is taken on this circus. Even when I told the front desk man(an old person with a inferiority complex) that we helped some people who met with an accident and so got delayed by a few minutes, he doesn't even listen. There was no one waiting and still they don't consider your case. No humanity at all. I spoke to his superior one Mr Sheikh, who said that they are not paid any overtime, so they won't take in people who missed their appointments even for genuine reasons. They even asked why I am giving them extra work by coming to Oakland instead of going to San Jose office because I live closer to San Jose. They don't understand that San Jose office did not have open slots. Now I understand why Oakland office is always free. Even without anyone waiting for service, they don't want to help you. The people in this office are very nice, extremely helpful, and do not cop any attitude whatsoever. I owed two years worth of taxes and had procrastinated because I couldn't afford to pay (the self-employment tax kills me). After I got a scary notice in the mail, I tried calling the IRS many times and never even got through. So I looked up the Oakland office, read a review here on Yelp saying the people were nice, and I went on over there. Sure enough, they were great. They gave me an installment plan with a very small monthly payment, showed me how to pay it online, and gave me information and forms for an offer-in-compromise should I decide to go that route in the future. Let's face it, we all want the services our taxes pay for, but few of us want to pay our share in taxes. one of my refunds seems to be lost somewhere, I've waited 2 months for it and it's never taken that long before. Several calls have produced nothing but frustration. They dodged my initial call with an "explanation" that no one is available to answer calls, instead they expect you to put extremely personal information on their website where hackers and scammers can get it. Then when I call back I get a series of annoying voicemail messages that do not address my personal situation...they seem unaware that you can't ask a computer a question. Came in around 12 and by the end of it they give me and another lady ( who was waiting there the exact same time) a paper with the managers number to deal with us and to come tomorrow. If we aren't going to be helped today then tell us upfront to come the next day, not waste our time ( that we barely have) just to sit there for almost 5 hours till you close just to have you tell us " whoops sorry, here's the managers number so they can deal with you". Visited the Oakland IRS office for the first time today, March 31st. I mention that because I assume the closer to April 15th, the longer the wait. I arrived at the Federal building at 8:25, five minutes before it and the IRS office inside open. The was already a line of about 30 people waiting in line for the building to open. The young lady in front of me said that she had come yesterday (Monday) at 11:00, and was told the IRS agents were all booked up for the day, and to try again another day. 11:00 AM (you CAN'T make appointments like the DMV, it's strictly first come, first served)/! When they opened the doors at 8:30, they let in one person at a time for security screening: phones, coins, belts, any metal, and shoes "in the basket." The one-at-a-time screening was slow--it took another 30 minutes before I even got into the building. The doors to the IRS office are right off the security screening. You enter, the receptionist asks for a VERY short explanation why you're there, and gives you a number. You sit in rows of chairs, four wide and maybe 25 rows. On either side of these chairs are rows of IRS agents cubicles with sliding glass doors. They call numbers out loud and on a TV monitor, just like at the DMV. They take people sort of in order, since not everyone is there for the same reason and not all the agents cover the same issues. Bring a book! You can have your cell phone on, but can't make or receive phone calls. I was there two hours--that's two hours after I got into the building. My number was called and I entered the number of the designated "office." My IRS agent was cordial and business whiteout showing much emotion or sympathy; just matter of fact like. I had all the paperwork plus some (I had spent a couple hours on the phone to the IRS the week before (mostly on hold waiting, and mostly a waste of time--that's why I was at the office. My issue was clear and pretty straight forward, so my meeting with the IRS agent took maybe 7 minutes. Overall what was my experience? I think that was a very long wait for a simple problem. If you've been to a DMV office in the last couple years, take that experience and multiply it by at least two. Was it helpful? I got to talk to a real person and ask and get answers to my questions. Did it solve my problem? I have to wait for at least four weeks to see (the IRS agent's estimate), then maybe it will be resolved, maybe not. Would I visit the Oakland IRS office again? Only if I absolutely had too. read more
