I went on a weekday around lunch time and it was basically dead in the mall and definitely in the food court. I did see lots of empty storefronts as well, which seems to be a sign of the time for malls these days. With the expansive exchange rate it's hard to buy things on the US side for Canadians.

Besides the 2 phone stores in the mall, a smallish Winners and Peoples Jeweler there really isn't anything else in this mall that isn't tacky or a ghetto version of a chain store. The manager came over and called the support team immediately to try and solve the issue. It took a while and the answer was never solved while there. I did have to cash out again, but she gave me information in case I was charged twice so I could be reimbursed with her name and store info on it. I noticed a few days later I was charged twice.
