I clarified that I was not seeking reimbursement for the tip, only the agreed-upon refund for my purchase. Her tone felt irritated and dismissive throughout the interaction. So it was unexpected to see this dog inside and drinking from a reusable customer water cup provided by Peace on Earth. The inconsistency in enforcing store policies was surprising.
