Important updates: 1. The location of this office moved from The Heights to Bergen-Lafayette (356 Martin Luther King Dr 2nd floor). This is the hood. So, if you feel uncomfortable about that in any way, I suggest trying to do what you need to do online. 2. From my experience living in this neighborhood, you will have a hard time finding parking. 3. The parking permit system changed to being online and, according to a representative at this office, you do not get stickers anymore and it is all "in the system." So, let's hope the meter maids are aware of this. 4. Online parking permits do not have a renewal option, so wait to purchase the permit on the expiration date or you will lose days! 5. There is now a $3 surcharge to order parking permits online. The following is from my original visit to the former Union City location: I've visited the parking permit office here twice and both times the wait was short and the employees were nice. Normally I am in and out in under 20 minutes and the process is easy. I filled out a simple form, update some stuff on the computer, make a copy of my info, print the permit, and all was done. It takes no more than 10 minutes to complete and get your permit in hand once you engage with a representative. The establishment is clean with a few seats in the waiting area. The only task here is finding parking in the area since it is a busy metered street. It is best to park along the avenues to avoid the meters. Overall a positive experience. I will give credit where credit is due: coming into the office for no parking signs was luckily a relatively simple task. I can confirm that they take cards as payment, so no need for money orders....yay, right? Well, maybe, so long as you don't need them to enforce your no parking signs. I had been placed on hold collectively for about 15 minutes, having called from two different telephone numbers. After being hung up on from both lines, I called again and managed to get to someone. Went to the Parking Authority's office three days in a row just to get visitor's parking permits. They were OUT of parking permits and even better the system was down today. The people working at this office have no clue how to do the most basic tasks. No such thing called client service here. Expect the most nasty people and super long wait. A visitor of mine got a ticket for a permit parking violation plus a boot $110 x 2 = $220. Meanwhile the car parked the same time right in front was parked for 2 days and no boot. My son came home no parking on street due to all construction he pulled in the driveway know he was on side walk due to the construction just to get groceries out and they came gave him a ticket without even putting the sound they just gave him a ticket. I lived here for over 35 years and paid a lot of taxes the least they could of done was announce they were there. Now the construction people park on side walks they block the side walks and they get no tickets unviable why because they pay the city. I live on South St in the Heights and there is a serious problem with 15 to 20 of the same people completely blocking the sidewalk with their cars. Not only is this a violation of the ordinance, it is a very serious safety issue because South St is a very narrow one way street that is a clear shot from Summit to Kennedy and from Central to Summit and thus has a lot of speeders. The only way to get the point across to jerks that park on the sidewalk that the SIDEWALK IS FOR PEDESTRIANS and that cars belong in garages or in legal parking spaces is to ticket them. This is the job of the JCPA, and if you live downtown, they will show up within minutes when you call. If you live in the Heights, good luck getting them to do anything. Someone is going to need to get killed first, and then they are going to pretend that this is the first they have heard of the problem. A couple of weeks ago on my way home from shopping I had to step into the street because one of the usual sidewalk blockers had their vehicle on the sidewalk instead of in their garage, and a speeder took out my grocery bag. I could have been killed. Since my calls to The Jersey City Parking Authority never result in any action, yesterday I decided to walk down there with photos of a couple of sidewalk blockers I took on my way to get my nails done. They said they would send someone over. When I was done at the nail salon, I had to walk in the street again on my way home as the vehicles were still blocking the sidewalk. No one had been ticketed. So I call AGAIN, and I am told that "they will send someone when they get a chance". An hour later, same thing. Day turns into night, they still didn't show up. 11:00 pm (almost 9 hours later), still no one could be bothered to show up. Good luck if you live in the Heights.... Without a garage & or driveway you're a sitting duck for parking tickets in this town. Alternative side of the street parking really does $uck. It's almost comical what people in this area can get away with to hold a parking spot. Cars in my neighborhood can block fire hydrants overnight and get away with it. As long that they are gone by 7:00 the next morning. Parking in a bus stop on the weekends can be ok. But definitely not during the week. Just got so tired of moving my car early in the morning, especially on my days off from work. I was talking to my neighbor and asked what she does to avoid this situation. Came up with a decent solution that has been going on for years.There are some businesses that for a somewhat reasonable fee, allow you to park in the lot on a monthly basis. Yes you still have move your car in the morning when they open up. But I find it easier this way and can always find parking right after the street sweeper has passed through. Just ask around. This is one useless department the city should get rid of (not that Jersey is even a decent state to live in if you exclude this one). I recently moved into a new location that needed a Zone 2 permit, and I was on short term rent (AirBnB). So I called up the Parking Authority and asked her what exactly I needed to provide them to get a permit and I was very clearly told just my license and registration even though I explained her the situation. I walked in to the office with the requested documents, the officer at the front desk was polite enough to look at my documents and said it was fine, as long as my registration address was updated in the MVC, which it was. I walk to the counter, a middle aged female comes out, looks at my application and says "We cannot give you a permit, we need a proof of residence". I explained her a situation, and the only thing she kept saying was "I need a PG&E or Lease, nothing else". Now Mrs. Dumb Lady, tell me where the f*** am I supposed to get a PG&E or Lease when I am on AirBnB? Should I park my car in my f***ing room? How dumb are the rules over here??? My situation. I hope this will be informative for some. I gave it 2 stars because the representative was not nice but competent at least. MA driver's license/registration/plate JC/NJ resident NYC employer I just learned that a requirement to obtaining a JC permit/zone parking is if the building in which I live does not offer parking/garage (my building is $250/month). Yes, the Parking Authority requires an official letter stating this. And yes, a change of car registration and plate to NJ is also a requirement. Do not even bother getting the "Emergency No Parking" signs when moving out or into the crap nest they call Jersey City Heights. We paid for Emergency Parking signs from Jersey City Parking Authority and posted them 4 nights before our move. Of course, some of Jersey City's fine citizens cannot seem to comprehend written English so two morons parked where we posted our signs. I called JC Parking Authority to come out and expected them to do their jobs in enforcing the signs. Sure enough, nothing but excuses. Parking Authority gets there and claims we should have posted our signs on top of the city's street cleaning signs, and because we didn't do that they cannot enforce the signs. Oh, and it was our responsibility to magically know that. Really?! So now all of the sudden private citizens are allowed to post Emergency Parking Signs where the city has their precious street cleaning signs?? And I was born yesterday. And enjoy moving your car every other day just so that Master Fulop and his scum city can claim to be cleaning the streets and constantly dish out $50 tickets. Their streets will never be clean, the city will forever be covered in dog poop, and your car will be five blocks away due to parking rules just to make it easier for the car to get broken into by people who are not authorized to work the US legally (yep, thanks JCPD for never catching the people that ripped my tires off and caused $1K in damage). Here are 2 alternate numbers to reach the general Jersey City Parking Authority (201) 538-2525 or (201) 538-3248. The one listed here on yelp and on Jersey City's website does not work. Also, any one looking for the Permits division can reach (917) 226-9929. I've tried all 3 numbers recently and have been able to reach someone (after a few rings). Btw, not the most pleasant people to speak with. With regards to permit renewal, the individual I spoke with said the printer for the renewal application (that usually gets mailed) has been out of service for the past 4 months. Those residents that need a permit renewed will need to mail in the application with the supporting documents and check (should take them 2 weeks to process) or come in person (permit will be provided in the same visit). One winter morning when our dead end street was covered in snow PEO W. SHEEHAN ticketed 8 vehicles including mine for double parking. After which my vehicle was booted and then I was told by officer Sheehan that it could not remain double parked with a boot so a tow truck would have to be called. They sent over one of his violent racist buddy's from King Towing. Upon arrival they bragged about how much it would cost and how he was gonna "f**k me up and then my vehicle by dragging onto the flatbed truck with the boot still on my vehicles wheel" (keep in mind this was all being recorded but the driver did not care even boldly smiled & waved to the camera). My vehicle was towed to the impound and I called king towings office and notified them of the altercation and potential damage being done to my vehicle. My vehicle was paid for and released from another tow yard within an hr. My rack & pinion, engine mounts & control arms were damaged deliberately because a King Tow Truck driver was having a bad day. First let me state today is my birthday, so I'm not going to let this ruin my day. I am however, going to call out PEO E. GRISI who was most likely watching me and didn't have the decency to correct me before issuing me a ticket. I parked at the 800 block of Journal Sq today to go and try out a new nail salon (which ended up being fabulous, BTW). I made sure to grab quarters before I left the house, knowing there is metered parking all along Bergen Ave. I park the car and put $$ in the meter. Unfortunately for me, I put it in the wrong one. I put quarters in the meter toward the back of the car, not the front. Granted, my own stupidity there, but I've been slightly scattered today between all the nice texts, calls and happy birthday messages I was receiving throughout the day. That, and I don't know the Journal Sq area very well so I was listening to GPS trying to find the salon. When I come out of the salon, I go to put more $ in the meter. The girl in the car behind me cries out "Miss, Miss, you're putting money in my meter. But I'm getting ready to go so if you want to back your car up so you don't lose the spot or the $, I'll drive off and you can pull in." To which I look at her a bit perplexed. When I first pulled up, I didn't realize there even was a car behind me, thus thinking the meter belonged to me. Simple mistake. My own stupidity, yes, but it happens in the midst of a happy day of distractions. Of course, when I look on the windshield, I have a ticket. (Everyone who lives or plays in Hudson County, knows the parking authority workers are vultures. Every. Last. One of them.) The time on the ticket was 2:59 PM. I literally pulled up at 2:57 PM for a 3 PM nail appt. I check my cell phone log and it appears I made 2 outgoing calls while standing next to the car, one at 2:58 PM and one at 2:59 PM (both calls went to that person's vmail). The ONLY logical explanation is that PEO. E. GRISI must've seen me pull into the spot AND put money in a meter, knowing full well it was the wrong meter!! He (or she) couldn't have stopped lurking long enough to tell me this? This is taking 'hitting one's quota' a bit too far. WHAT A JERK! Thank you to the nice lady who was trying to save me my quarter and having the decency to help out another human being. Residents in this area come to hate the varying municipal parking groups because of things like this -- this is why stereotypes exist! All PEO E. GRISI needed to do was point out my mistake and allow me to correct it before it was too late. But this is typical behavior for all of those parking nobodys. Give a pathetic person a little bit of power and look out! I may as well have been fighting the TSA at Newark Airport. Have a little decency, JC Parking Authority. Clearly no one is taking a day off work to contest a $35 ticket. And you all know that. Don't even get me started on the crooks at Hoboken's Parking Authority, where I am a resident and pay taxes for their foolishness and outdated systems. But I can almost guarantee I stick out like a sore thumb in Journal Sq compared to the typical passersby on Bergen Ave, so it's highly unlikely GRISI didn't see me. It's just sad that in this modern era in which we all live and breathe the same air, there's still people like this scumbag who couldn't have the common decency to correct my mistake in a mature and reasonable manner (or maybe they don't teach that in grammar school). Outdated, poorly run system for managing parking in a major urban area. There is a half-baked online system but it's almost completely worthless, so you have to show up here. If you call for information (which there is a severe shortage of), they are helpful IF THEY ANSWER; but they are too understaffed and answer maybe 5% of the time. As soon as you walk in the armed police officer greets you in a manner as if you are there to be abusive, with a tone implying you're some kind of a**hole simply for showing up and expecting public service (you know, to avoid being fined simply for living and working in this town). Fill out the form, wait in line and the HUGELY understaffed office will help you if you have everything in order (think the DMV, but again, way understaffed). Most people blame these poor folks but they do their best; they are under payed and understaffed with piss poor out-dated technology and processes. It's a grinding process, the WORST I've seen by far. Once it's over and you get your permit you feel great for enduring such a nightmare, but they expire in ONE YEAR and there is NO renewal process or application - you have to show up in person again for more torture in one year. It seems the woman working at the Jersey City parking authority office thinks she can assume all power when it comes to issues parking passes. I have been there several times before, as well as neighbors, requesting a simple parking pass with the necessary paperwork, and have been denied several times. I have asked her several times in this office as well to speak to someone with more knowledge/authority about this, and she has refused to let me speak to anyone. She is a detriment to Jersey City.   1.)    I needed a temporary parking pass because my car was getting fixed in the shop for a week. I brought a confirmation from my dealership, insurance, and license. Because I was using my MOTHERS CAR, not a RENTAL CAR, I was denied this. Why does this temporary parking pass need to be from a rental company? This makes NO SENSE. Whether a car is borrowed from a relative or borrowed from a rental car company, it is still being "rented" by me. It is not this woman's  business working at the parking authority office to decide whether that is reason enough to give me a temporary parking pass.   2.)    Several times this woman tried to give me trouble for getting a temporary parking pass for the same reason when I actually RENTED A CAR FROM ENTERPRISE. Her reason was that I need to be a "resident". Tell me how bringing my lease and copies of my electric bill does this not prove I am a Jersey City resident? She thinks just because my car is registered under my father's name in New York, that I am not considered a "resident." I paid the $300 non-resident annual parking sticker fine which is bogus enough, so why can't I still be considered a resident for a temporary parking pass? I am 23 years old, I am not re-registering my car because I am renting an apartment that I only plan to live in for 2 years.   3.)    Why, as a paying resident, is the JC Parking Authority making it SO difficult for me to just get a parking sticker to park my car? I have lived in Hoboken for several years and have never, ever had this kind of issue. Residents are even offered free temporary 1-day parking passes for guests. Is the parking authority enforcing the parking permits on cars that don't have a permit. I get home from work and go around the block 3 to 5 times and I see cars with no permits and it's frustrating. On Carlton there are cars from NY and NJ that don't have permits and it's getting annoying because they went crazy about telling everyone to get one to prevent from getting a ticket yet I see cars with no permits or cars out of state still parking. I've had so many bad experiences but this takes the cake. I (white girl) walk in, no one greets me, no big whatever, pfill out my form. Misinformation being given and no qualms about correcting it. Apparently, it's not their responsibility if one of their staff members grants you a temporary pass last month with the credentials you give them, however this month "Our staff member was wrong in giving you the pass and we can't give it to you this time." This after waiting in line for 2 hours because "We only have one person on staff."
