Violations continue and still waiting for corporate to take action to deliver the amenities I agreed to when signing the mutual lease agreement. If you have pride and care about your living surroundings like me this building is not for you. There are many like buildings in the area to consider that aren't NOT FACADES. If not, you'll fit right in. In response to management's response, they know I have reached out many times including sending photos and having several conversations in regards to the blatant IGNORED violations that continue to be allowed. I'm happy to provide documentation to corporate or anyone one else. Revised with frustration growing daily. I moved into the Carson about 2 months ago and wanted to hold off to review my experience. As a premium building demanding upper market rental rates unfortuantely the living experience is drindling daily. Housekeeping keeps everything very clean, maintenance is top notch and nice amenities. Gave 1 star for the following reasons. 1) Office staff are friendly with the exception of Betty that seemed inconvenienced to help me. She was very rude with her breathing sighs and put off by my one minimal request for help as I have a temporary disability from an accident. Everyone else has been very helpful. One bad apple! I think the crossover of having leasing/showing agents crossing over to actual Property Mgmt is problematic. 2) Residents and adjacent building tenants continue to abuse the Carson non-metered GUEST Savier street parking ignoring the signs parking for several hours if not days (even in the FIRE and 5 minute zone). NO monitoring or towing based on sign threats exist! I've never experienced this abuse being allowed in any other complex. It's beyond frustrating when other residents pay $250 for garage parking and don't have guest parking or for deliveries for a limited time. It's one reason I moved here during my recovery. May as well remove the signs as my guests adhere to in fear of towing and usually have to pay meters. I doubt this was the purpose with this rare city-community benefit. It should be available to all paying residents not to be taken advantage of and allowed by management. 3) A huge problem with dogs entering the 9th floor community outdoor deck ignoring door sign as a "PET FREE" zone. I have repeatedly witnessed several pets using it for a dog park and YES relief area. DISGUSTING! After several complaints and photos sent to management the violations continue. Guess I can utilize the outdoor space rather than staying in my unit when they visit. There are also many pet accidents that occur around the building even immediately out the front door almost stepping in it. Keep your eyes open! 4) Cigarette smoking on community terrace. NS building! Again photos sent to management. 5) Anthony and his maintenance team are top notch handling the flawed W&D. Dryer that only works with the timed cycle. Otherwise, clothes take 3 hrs to dry. Forget the delicate cycle. 6) Heavy walking/thumping coming from upper unit continues after politely asking them to be considerate especially early am and late night. Base noise that is hard to identify from what unit. My experience living in many condos/apartments in the area for over 20 yrs is if rules are broken fines and towing usually remedy the problem making a positive living experience for all. Not here!

This is an idyllic apartment complex…read more PRICE: This is my first time living in Portland, and The Carson stood out compared to all the complexes around the city going for around the same price point ($1,500 - $2,000 for a studio). Block 17, NV, and Q21 were also contenders, but the newness of the Carson put it head and shoulders above the rest of the pack. QUALITY: My apartment has never been lived in before. The appliances are brand new. The floors (laminate wood?) are scratch free and unworn. The gym has never been used (and is empty most of the time -- I never have to wait for the Peloton, unlike in New York). There's also a cool latch system app that makes the entire building keyless. I only need my phone to get on everywhere. VIBE: The vibe of the building is also so nice. The wood paneling all over make you feel like you're walking into a rustic cabin on the side of a lake. True Pacific Northwest vibes -- you can only get this here. NEIGHBORHOOD: Originally, I was so close to not moving here because I thought it was in the middle of nowhere (compared to the Pearl District), but now I think Slabtown is great. You are two blocks away from 23rd street, which feels like a Larchmont Village in LA -- just 10 leafy, quiet blocks lined with local restaurants and coffee shops. Six blocks away from a Salt and Straw. Also a 15 minute bike ride to the International Rose Garden and Downtown. New Seasons grocery store steps away outside. PEOPLE: Jolyn, Jesse, and Ryan are great. Ryan was our tour guide and he skipped lunch to give a 45 minute comprehensive tour of the building. Jolyn is all smiles and opens doors when you have groceries in hand. Jesse greets you like you're family. The only complaint I have is that maintenance isn't easy to reach. They have Active Building set up to process requests but it's impossible to talk to a real person -- they usually come in when you're at work, so if the problem isn't fixed, it'll take another 24-48 hour cycle. Would be much better if there was more communication channels open. :)

I was told I could "get out of my lease" due to being harassed by another resident in our building constantly and not have to worry about lease break fees and payback rent. Upon turning in keys they now all of a sudden "unfortunately can't waive the lease break" and charged me $1,800 AFTER I TURNED IN MY KEYS.. so I reached out to the regional Holly Johannessen to complain about the issue and not only was she VERY rude and was zero help, she now is charging me $4,770! This company is so money hungry and will screw you over for every damn penny! So not rent with them, they are nice at first until move out they will try to take you for everything and lie to you.I would have figured out a different situation had I known they would try and screw me over.

Upon move-out, I was charged for "2 days of pro-rated rent" despite vacating the apartment EARLY. This was due to the incompetence of the office staff that neglected to follow-up until 2 days after move-out, so I -confirmed- vacancy 2 days after move-out. Just a heads up that they will scam you for your security deposit.

Leasing agent responded to my rental application NOT via email nor phone...but via hookup app! Julian told me the unit for which I'd applied was posted as available by mistake...but that he was "pulling for" me because he "wouldn't mind seeing your face on the regular!" Implying I should have sex with him in order to get the apartment. When I declined, he told me he wanted the unit for himself and delayed my application by two months even through the housing authority had approved it, resulting in six weeks of homelessness! When I finally moved in, the first weekend a tenant hosted a raging party wherein attendees propped the secured front door open with a traffic cone. They smoked cannabis, spilled alcoholic beverages in the lobby and elevators, and threatened me on camera with a glass bottle. Management unapologetically shrugged. The rooftop amenity has remained unlocked for more than seven years against policy despite scores of exhortations in person and in writing. Lightbulbs have been shattered by drunken revelers and furniture has thrice been destroyed. I've multiple times been threatened by tenants who refused to vacate after hours, even being chased up and down the stairwell by a drunken neighbor. Worst of all, I was forced to surrender my psychiatrist-prescribed emotional support animal because she would defecate and urinate nightly, utterly terrified at the sound of dancing and furniture dragging above us at all hours. Her name was Adèle. Fob reader malfunctions. Ground floor mailroom and fitness room windows allow trespasser access if left unattended despite requests to ameliorate. Loading dock windows and fitness room windows smashed on average once per year or so. Car windows twice smashed while parked outside; multiple garage and bike rooms break-ins: lost TWO bicycles! Ana threatened me and overcharged rent for 8 months. Management and maintenance turnover is high: average less than one year. This means an uncaring employee will not last long...however, a caring employee will also not last long. In seven years only two managers have been honest: Stephanie Gonzalez and the current manager, Alayah--she takes security seriously and even accosted me once while entering the garage to verify that I was a resident! I was not offended and even appreciated her precaution: intruders have literally infiltrated the building, prying open interior doors with a crowbar, necessitating astragals on the door jambs. I have personally encountered trespassers sleeping in the stairwell and found foil and toilet paper-- once a trespasser in the generator room pulled a knife on me.

They're always friendly, greet us with a smile, and make sure packages are safely delivered to the package room. These are all little things that truly make a difference in day-to-day living. Our one-bedroom apartment is cute and spacious, with a view that overlooks Lincoln High School and the West Hills. Watching kids play sports from our windows is really fun, and the views of the hills are amazing. One of my favorite things is how much natural light the apartment gets--my plants, which struggled in our previous place, are absolutely thriving here! The unit itself is thoughtfully designed and surprisingly quiet, with great soundproofing. While the bedroom doesn't have its own AC unit, the ceiling fan and powerful living room AC easily keep the entire space cool in the summer months. We especially appreciate the in-unit washer and dryer, as well as the overall quality of the appliances and finishes. We toured several other modern apartments in the area with similar features, but North Hollow offered the best value by far. While the neighborhood may not be perfect, we're used to urban living and haven't had any issues. Plus, NW 21st and 23rd (amazing restaurant/bar/shops area) are just a 10-minute walk away. The building itself has a great vibe. There's even a vending machine located near the elevators in the lobby for late-night cravings, and the rooftop regularly hosts fun events and gatherings. One of our favorite experiences so far was hanging out on the roof during a Post Malone concert at Providence Park--we met so many friendly neighbors, including one who offered us free food! Since then, we've continued to meet kind, welcoming residents who always say hello in the elevator. There's a real sense of community here that feels rare and genuine. The only downside we've experienced is the garage parking situation. Since there was only one space available when we moved in, my partner had to leave his car at his parents' house while we wait for a two-car spot to open. Hopefully one becomes available soon! Overall, I'd highly recommend North Hollow, especially to young professionals and anyone who wants to live in a modern, friendly building within walking distance to some of Portland's best neighborhoods.

The following is a summary of the issues, which have been thoroughly documented with photographs, videos, and correspondence previously sent Department of Justice and BOLI. Summary of Grievances Our tenancy was marked by three core themes: Prioritizing Cost Over Tenant Health: Management made deliberate decisions to use inadequate solutions for serious issues like mold, directly endangering our health. This included instructing a contractor to not perform necessary work and then terminating them for communicating this to us, which constitutes retaliation. Exploitative and Manipulative Tactics: We were subjected to what can only be described as "colonial slumlord practices," including a lack of transparency in rent charges and a communication system designed to create delays and obstacles at our expense. Disrespectful and Dismissive Communication: The unprofessional and insensitive tone in your team's communications revealed a pattern of disrespect and a dismissive attitude toward our serious concerns. Racial Discrimination An MG Properties employee selectively enforced parking rules, assisting a white tenant with an issue while refusing to provide the same assistance to my husband. Your contracted plumber stated that the management's lack of urgency in addressing unsanitary living conditions is disgusting. The offer of a mere $200 gift card or the "option" to move out in response to a significant mold infestation was insulting and grossly inadequate, reflecting a discriminatory disregard for our health and safety. This is paticularly concerning given the CEO of MG properties list " Mark Gleiberman is the founder and CEO of MG Properties, a leading real estate investment firm that currently owns and operates over 32,000 apartment units totaling over $10 Billion in value across six western states. Over his three decades as CEO of MG Properties, Mr. Gleiberman has built a generational wealth creation strategy and delivered exceptional performance, capital protection, and tax benefits to its investors, wealth managers, and institutional partners." We have reason to believe you are engaging in redlining by offering different rental rates to white tenants versus the inflated price we were charged. Simply based of the land historic systematic racism that has been prevelant in NE portland. During a unexplainable event, police were called and a PPB officer drew a gun on my husband, stating, "is it a black male?" when he opened the door to check what was going on in the halls. This occurred after hours of silence from management and a lack of any information. Negligence and Failure to Maintain Habitable Conditions The property has a chronic management turnover, with five rotations of management in one year, creating a lack of accountability. Mold has re-emerged in the same location, indicating a failure to properly remediate the initial problem. In addition when the intial mold remediation attempt started a contractor told me it is best to remove the island but Ben a representative of Axcess 15 at the time told him no its too expensive. After that contractor was called down to the office he was never seen again, which is retaliation. We experienced multiple severe maintenance failures with no communication from management, including a burst pipe, frequent sewage backups into our kitchen sink, and extended fire alarms. The dangerously tight and poorly designed parking situation remains a daily safety hazard.

The building is well maintained and the staff is friendly. Very convenient location to Tanner Springs park and the streetcar. Turtle Island Development really did a good job on this one. Jen and Harold in the office do a great job. One year they gave a rent refund as they lowered the rents and still gave a great community barbecue. They always seem to advocate for the local businesses in town and often have resident luncheons. Cons: Only one, the waiting list The waiting list is rather lengthy, first time it took two years and the second time two and a half years to get an apartment. The two buildings face a very nice courtyard, we have three parks within 2 blocks (Jameson, Fields Park -with enclosed dog park- and Tanner Springs Park). The management try very hard to answer questions and requests, there are handymen on staff who will repair and/or install in the apartments and pre-Covid the management hosted celebrations off and on throughout the year (Christmas, 4th of July, etc.). I am then told by concierge that she was a temp and they went out to lunch until 2. I advised I had an appointment and she said she could not do anything. Fine, I waited. At 1:55 three members arrived back and I informed the manager I had an appointment to which the manager (Kristen) stated that must've been AI generated and someone would be with me shortly. Daja arrives and says hi Terrence, sorry for the wait. So the fact that she knew my name without me saying it lets me know you did know you had an appointment to see a unit and chose to blow it off. I go on the tour and she had a flat affect, not rude, but certainly not pleasant. I toured the unit only because I waited and paid for parking. It is irritating to deal with unprofessional behavior. If the manager who apparently does not understand how to run the leasing department, she should not be there. And for $3k for an apartment, perhaps be pleasant to a future resident.

Public transportation, parks, farmers markets, restaurants, all walkable directly from the front steps of this apartment building. The staff went above and beyond to not only answer my many questions about the units in a timely fashion but were quick to access and correct any maintenance issues my unit had while I was living there. With concierge & security included, they provided a safe and secure space to have food & packages delivered, along with security 24/7 for when I would come home at any hour of the day. The last thing I will mention is the community. Park Avenue West spent a great deal of energy and effort into planning events, parties, and gathers for is residents. Whether it was a 5k run/walk, a Superbowl party, or a potluck for Friendsgiving, the staff here provide a safe space for anyone who is looking to meet friendly neighbors and enjoy all that Portland has to offer. If you are looking for a place that consistently strives to provide comfort, safety, and connection, Park Avenue West is a great place to live.
