I didn't find her because they placed her under a false name, not one from marriage. Their staff never verified next‑of‑kin, never requested documentation, and accepted a fraudulent authorization from someone with zero legal rights. Under Texas law, I am the only legal next of kin. Under Texas Penal Code, retaining property after being told it is stolen is unlawful. Accepting a falsified identity is forgery. Mishandling remains creates civil liability. No court order is required to return stolen property to its rightful owner. They keep referencing the "grief of a mother," yet completely ignore the grief of a daughter whose mother's ashes were stolen, mislabeled, and kept from her for 21 years. That grief is real, and their actions have only compounded it. This experience has been devastating, and the lack of accountability is unacceptable.
