We stopped off here for some quick food and a Margarita and a beer. Turns out they don't serve alcohol at this location!! We opted to sit at the bar and share a Quesadilla instead. This restaurant was good and I would go back (probably for takeout). However, there are a couple things they need to work on: cleanliness and aesthetics. If you're planning on going here, try to avoid typical lunch/dinner times. The parking lot is very small and always crowded. I had to park in the Pizza Hut parking lot and walk over. The waiting area is also very tiny. We waited 30-40 minutes to be seated for dinner. DIRTY/BAD SMELL: The busboy had just finished cleaning our booth by the time we were seated. The seats were still wet and wreaked of dirty mop water. That's the last thing you want to smell while eating dinner. POOR PRESENTATION: The food comes out quickly but the presentation is not up to par with the various tex mex chains out there. The quality of the rice did not seem comparable as well. Their sides that they gave out looked like shredded iceberg lettuce and minute rice. PROS: Great combo deals, large portions, lots of choices, interesting decor. Say it loud, say it proud, LA TOLTECA! Mexican food is always better when you're surrounded by tons of Mexico Kitsch. La Tolteca looks like your average Mexican chain restaurant from the outside, but once thru the doors, you are greeted by a world of colour and Mexican style. From the seemingly individually painted chairs to the full on sombreros on the wall, this place has estilo. They bring out the fresh, daily made chips right away, with a white and red sauce, both good. The menu reads like a book on Mexican food with as many enchilada plates as you have fingers. The food was all tasty, fresh and served quickly. The happy hour is definitely worth a visit as well, with great prices on margs and Mexican beers. And speaking of specials, try a lunch special, they are a few bucks cheaper than the dinner menu meals and big enough for all but the most hungry. The dinner meals are huge, so come hungry or prepare to take a big bag home. This La Tolteca is one of nine in the franchise (one of the newest as well) and as Mexican food goes in Cockeysville, near the top of the heap for quality. Simply delicious. My wife and I loved La Tolteca in Bel Air and we were stoked when we found out that we didn't have to travel 30 min away for great Mexican food anymore. There's usually a wait time but it's definitely worth it. Guac is made fresh right before your eyes, your way. We saw Nick Markakis there with his wife and kids the first time we went. Ordered carry out from their website tonight, at the Cockeysville location. I was told it would be ready in 15 minutes so we ran over to pick it up... an hour later it was still not ready at pick up. While I was waiting, and just hanging around in the lobby and bar area, I could see three different people (one looked like she was the busser/cleaning person, and two were servers) walking around in the kitchen (they have a door with a window, so it was very obvious) with their masks pulled down around their chin. I informed the manager about the mask situation while I waited, who didn't make a comment about the masks but said he "would check on our food" had the hostess return with our food and give me a $20 gift certificate for the "inconvenience". I will think twice about eating at a restaurant not observing safety protocols and especially one that takes an hour to hand off carry out food. read more

Came for lunch. This place looks great outside and inside. I love the benches and other decor. Service was excellent. I ordered a Caipirinha, which is a Brazilian mixed drink. It's not on the menu but it's really good. The complimentary chips and salsa were fresh and delicious. We like this one the best out of all the other locations because this one and Aberdeen location have a bigger menu that offer dishes the other ones do not have. I drive past this place all the time and always wondered how it was. I went here with a coworker for lunch yesterday. The fish tacos were good, not amazing, but they were good. They weren't overly full, but they definitely had a good flavor. The rice, on the other hand, was amazing; I couldn't stop eating it until it was gone.The decor and service was also nice. However, my soda was very watered down, and there was a short, curly, black hair in my coworkers drink. When we brought it to the attention of management, they suggested (in so many words) that we had put it there. I promptly paid my check and left. I will never again visit this establishment. No apologies, no nothing. I went here twice. The first time, I ordered "arroz con pollo de la Diabla" and couldn't eat it because it was extremely spicy. I wanted to give the restaurant a second chance, so two days later, I ordered three "big burritos" for lunch for my family. The online menu indicated that the price is $11.99 per "big burrito" so my total should have been approximately $37; however, the person on the phone told me my total was $47. I then verified the cost of each burrito and she told me it's $15.99 per burrito, which was a big difference from the online menu. Her response was this: the menu online had since increased. Despite my better judgement, I still ordered it and picked it up. The inside of my burrito was burnt and my husband's burrito was wet. Overall, we have decided not to come back based on unappetizing food experience and the immense price difference of the online menu and current pricing, which is false advertisement. read more

I was there tonight with friends and would go back tomorrow. 4 adults 2 kids, everyone had a great time. We stayed for 2 hours and were not pressured to leave even though the place was packed. Wife and I both got the shrimp enchiladas for 8.99 Came with some sort of Mexican salad and rice, quite nice. Kids menu is 4.99 for a huge plate of food and a drink! The kids got a large burrito and a taco plus a drink for 4.99. Drink prices for adults are low average and the deserts were tasty. It is a loud colorful place, but what do you expect. For the people giving low marks, They either must be very old, not not like a child friendly place, or have come on a bad night and should come back and retry. I like the way they break down the bill... it is separated with food and drinks, which is nice. That way you cannot say wow it was expensive, after seeing what you spent on drinks. We had 1 each and the bill was very reasonable. Ohh and the large beers are large,i broke the price down to $2.54 per 12 ounce serving for an imported beer given the large is 32 ounces. We ate here on a Saturday at 4 PM - wasn't too busy, but soon became more crowded. We were taken to our table and greeted with complimentary chips, salsa, and a white sauce very quickly. We were then greeted by our waiter who promptly took our drink orders, and then our food orders. Food arrived in a timely manner. My boyfriend's dish - the Cal RIpken Jr. burrito with chicken - was fresh and made with quality chicken. My grilled chicken salad was flavorful and well-priced. The decor the was awesome! I would give no stars but I don't think it is an option. I am from the Southwest so maybe my standards are a little higher but NEVER have I ordered a strawberry daiquiri and been given a milkshake with rum. The rum curdles the milk and the result is disgusting. The Spanish rice had green peas. The tortillas for the fajitas were corn tortillas wadded up in aluminum foil and were like rubber. Maybe people think this is the way they are usually served. They are wrong. I will never go here again and recommend anyone who likes real Mexican food not to waste their money. Only game in town. Almost literally. Was so stoked when a tex mex place opened a couple years ago. Food is so-so, but it comes out super fast and I rarely leave here unstuffed. My family and I were regular customers, were being the key work. Today was our last visit to La Tolteca. Their serving sizes seem to be shrinking to kid size meals, with barely there rice. The size of their tortillas are mini at best and an order of Veggie Quesadilla came with one mini size tortilla, which was already falling apart. Also, they charged us 1.50 for the hot salsa and 0.99 for a few pieces of jalapeno that I requested since our order of the 'Black and White quesadilla' was tasteless. The worst! Not just the worst Mexican food I have had in Baltimore but possibly on of the worst dining experiences ever. Granted they recently opened but beyond the serious kitchen issues the staff was at best disinterested. I walked in and weighted because the hostess was on the phone and the other hostess couldn't be bothered while she spoke to a bus boy. We waited 35 minutes for our food which after such a lengthy delayed came wrong. No offer to give us extra chips or anything as we sat twiddling our thumbs. I ordered the Street Taco Platter and asked for a combination of the tacos but was told no substitutions we allowed. I asked for a minute to pick something else and our waiter acted very put out. Having a lactose intolerance I explained this and requested no cheese, etc. on my food. I ordered the grilled shrimp with spanish rice and guacamole. What came over a half hour later was covered in sour cream. I explained I can't eat that but was told they could only remake it if they charged me for another full meal. I said no cheese and dairy but I didn't say no sour cream - Seriously?! Believe it or not that wasn't the worst - some of the shrimp were RAW - that is dangerous and inexcusable. read more

Terrible customer service. My sister, a friend, and I decided to come here for Sunday lunch and we were sat rather quickly which was nice. Our server came over and took our drink order, we all ordered alcoholic beverages and he left to go put them in and returned maybe 10 minutes later with chips and salsa. Here's where the visit takes a turn. The fact that after 10 minutes he only had chips and salsa (and not our drinks) was a little off-putting but we decided to dismiss it until he goes on to say that he needed to see our ID before bringing over our drinks. Now making sure someone is 21 before giving them an alcoholic beverage is standard and there is no problem with that but WHY WOULD YOU WAIT UNTIL AFTER YOU TOOK MY ORDER AND PUT IT IN TO ASK TO SEE MY ID. We're all over 21 but my sister's wallet had been recently stolen so in place of her ID she had a legal interim document from the MVA (they no longer print out ID on the spot which i could further explain but that's a whole different, aggravating story) as well as copious amounts of other cards with her name AND picture to prove that it was indeed her document. Our server said that he would need to get his managers approval...fine whatever, surely your manager would understand Maryland's licensing system and could read that the paper stating the license was stolen and the person was over 21...NOPE. Out right refusal to serve us and was very rude about it. And on top of that, when we were deciding whether to leave or not, we saw a group place margarita orders and receive them without being asked to show ID. Long story short: customer service sucks; who doesn't honor a LEGAL document that is supposed to serve in place of an ID? They must've had some trouble with serving underage people in the past and it has made them severely paranoid. Won't be back, won't ever recommend this place. read more
