The guy answered and said his "agent" would call me but he's on his way. Eventually an East Bay number called at 9:50pm, and said he'd be there in 30 mins. I asked how much the price would be and he said anywhere from $85 to $140. After waiting almost an hour and a half, he finally showed up at 11:10pm and told me my apt lock was "commercial" and the "driving fee" from the East Bay is $150 on its own and this lock is actually $270 -- but he'd take $180 on Zelle immediately. He then unlocked my door in about 8 seconds. Being that it was almost midnight and I'm a woman alone, I had no choice. I'm not sure why a "driving fee" would be relevant to a business that advertises itself as LOCAL.
