The benefits may sound…read moregreat... a lot of my prescriptions are zero...but it seems like all of their medical groups are part of larger corporate groups and trying to get through to your doctors office is almost impossible. You call and get a 3rd part, off premises. They try to reach the doctors office. Inevitably they come back and say no one answered but they will send them a message. You can wait 2,3 or more days for anyone to contact you. And trying to get a referral to a specialist is a nightmare. The doctors office has a hard time finding specialist that are in the group. It can take up to 2 weeks or more. And if you go to Scan's website to locate a dr or specialist much of the information is incorrect and has not been updated. I prefer small offices where you can reach your doctor directly so not a good match for me. For instance, on Friday I woke up with a possible urinary tract infection. My doctor is ALWAYS off on Friday and I wanted a referral to a OB Gynecologist. He does not have another doctor in his facility available to oversee his patients so he gets the message on Monday...and I do not get the referral until Tuesday. I think he is a good doctor but the system is broken. I even called on Monday asking to check into the referral. I would not get again.

There's another problem I changed doctors, I contacted membership services to get a new insurance card with the correct name of my primary doctor. I just received a new card with the old doctors name on it. Laziness, or a very bad employee. Regardless Scan needs improvement. Scan is not as bad as Kaiser Permanente. Scan makes administrative mistakes. Kaiser Permanente makes hospital mistakes. 2 members from my family died from malpractice kaiser Permanente.

When the plan he pushed so hard ended up came with a litany of problems, Rafael was nowhere to be found. There is actually quite a bit a health insurance broker is capable of doing in California to assist their clients when things go awry, but Rafael was either unaware or unwilling to help. At one point he insisted he did not have so much as a single point of contact at the insurance company despite selling their plans. Along the way Rafael also canceled our initial appointment at short notice and incorrectly entered my income with Covered California, leading to a round of letters and confusion before I contacted them directly. If figuring out (on your own) how to file grievances and complaints with the Department of Managed Health Care (DMHC) before your health insurance will actually pay for anything, then Rafael's your man. Otherwise, I'd suggest a different broker.
