This lovely bit of land has the potential to be as great as it was originally envisioned. And I imagine there was a time it was a community favorite spot for family gatherings, first dates, "that" secret retreat where you could take a breath to reset your inner peace, a trusted romping ground for your fur kids. The park's magical energy gave reason enough to grab your umbrella, Wellingtons, a friend who is willing to dance in the rain (yes, I know I'm stretching this a bit, dream with me here). Sadly, a short visit to this once bubbly land will likely leave you to go back to your favorite park and never return. I get it. It's winter and with Portland winters comes wet, muddy, and now even neglected by the city workers who's jobs are subsidized by local and state income taxes paid by hard working people from our gorgeous city. I may be new to the city, but what I do know is it rains. And it's no secret that winter brings days upon days of cold, rainy days. I personally love it! And isn't it safe to assume that this seasonal shift is no secret for the OG city folk? I'm told to expect living under dark clouds with daily rain accumulation right through spring of 2026. Again, I am new here. But doesn't it make sense to perhaps to take another look into learning what the city's resident community experts thoughts are on what seasonal characteristics determined this unfortunate decision. So like me, for example. I'm from Phoenix, AZ. Where summer temps seer to 115°- 120° with minimal breaks for weeks upon weeks. And guess what? City parks don't close up shop. They still book events for picnic spaces and other popular hidden gems. The toilets are open, clean and the park workers are eager to answer any questions you bring. And so my issue isn't with the declining state of the park. It's the blatant inconsideration for people who get outside even on the rainiest days and nights I find to be adversarial. The city has turned the parks public water source (especially convenient for your pups), closed and locked the only two toilets available to relieve the most commonly shared human function. Locking these toilets is wrong on so many levels. Doing so doesn't save the city spending budget. It doesn't keep homeless people away from the park, and it doesn't keep the park clean. Yeah. That last part. Thank you for encouraging people to make an unfair decision. Anyone reading this knows, when you gotta go, You gotta go. There is no health benefit for someone to hold it. Even leaving the park to go home is too long. Instead of promoting cleanliness and personal responsibility, you are in fact forcing people to urinate at will, anywhere. And even worse? Yes. Not all poop can be held beyond it's naturally placed emergency exit. Your decision to restrict access makes no sense. But, let's be real. This isn't to keep the budget honest. It's also not to ensure less traffic in spots where there is solid traffic. It's certainly not to use the opportunity to upgrade the facilities. It's to satisfy the early morning city park "ranger" and his personal agenda to bully anyone who wears the effects from a life of despair shown everywhere on their being. He wants to make life harder for a life that you'd think can't get worse. He is so repulsed by their presence, taking away their safety, dignity, hope and a spot to rest quietly when absolutely nobody is there. And even should someone stroll through, they don't care. The homeless folks aren't why this park has lost it's joy, it's because the people who have the powers are making decisions based on ensuring they win. How proud you must feel when you stoop to pick up your park powers and literally spew your wrongly placed toxic energy. Please reopen one of the restrooms and turn the water source back on. These park amenities belong to all the people of the city of Portland. Make your choices based on that agenda. Not your rangers. Do better! read more

One of my favorite places to bring my folding chair, snacks and drinks to admire Portlands skyline.

Perched on a hill overlooking the Willamette River, Fremont Bridge with views of downtown Portland, this is the perfect spot to enjoy a sunset, when the sky is filled with various shades or red, yellow, orange and pink. It's breathtaking! Best views are by the Overlook Boulevard area. You will feel like you are walking through private property to get there, but it is a public entry point. There is a walking trail that goes around the park and passes behind the baseball fields. With a huge grassy section that includes off-leash areas for dogs. There is a water fountain, so bring a bowl for your pup, and they provide poop bags so there's no excuse to not pick up after your doh For the kids there is a play area with a jungle gym, swings, teeter totter and merry-go-round. And a basketball court. For those seeking shade, there is a covered picnic area, perfect for hot summer days, plus many trees to sit under. While the park is open from 5am to midnight, I tend to visit during the day or at sunset times when there are more people around. Too many camps nearby and I'm not comfortable being here on my own when it's dark. Not a lot of street parking since there is a residential area on one side with Kaiser across the street; can usually find a spot in one of their lots. read more

Peaceful spot for a walk, or sitting at picnic tables watching the train yard and big ships in the river. Plenty of train sounds echo across the park, at least in winter when the trees are all bare. Restroom is closed/locked in the winter. There is very little parking. I'm not a big fan of the unfenced off-leash dogs area but that might have appeal for dog owners? There is playground equipment for kids, a basketball hoop (on a small square, not court-sized but would be great for shooting practice - there might be a court elsewhere that I didn't explore), large beautiful trees full of squirrels, and a stone picnic shelter. read more

Wow, wow, and wow is all I can saw about Overlook park. As mentioned in previous reviews, the best views of the Fremont bridge past the train yard are closer to the Kaiser Parking lot. We went on a clear day for sunset and it was gorgeous. The park is large and has a trail for walking, or you can frolic through the grass! The park has off-leash areas, which our dog loved. Please pick up after your pets! I would say most dog owners were great about that. There was plenty of free street parking next to the Kaiser. I would love to come back again and again. read more

This is a great park right next to the MAX stop that is named after it. There is lots of grass, some trees, a nice playground. a stone picnic shelter and if you go where the trees aren't blocking it there are some amazing views. The park doesn't have a lot of parking (unless you park in one of Kaisers lots) and as such is usually not very busy. To bad because it really is a nice park. read more

Decent sized park with a single path around a softball field & a baseball field. There's a pole for tether-ball, but there was no ball attached to it. Good sized playground, nothing crazy. Oddly enough, the view is mediocre from within the park. You're primary view seems to be of the train tracks & shipyard facilities below . To get that Overlook Park great view you need to go up to Overlook Blvd & encroach on what appears to be someone's backyard if not private property. There were quite a few spread out picnic benches & it looked like there was a couple of bathrooms in an old stone building that also provided shelter to a few more picnic benches. Nothing special, but it was a rainy Tuesday afternoon, so it's not like I expected frolicking in the meadow :D read more

I'm surprised no one has reviewed this and also surprised that the majority of people I speak to about this park have never heard of it... it's a great park! Overlook Park is perched up on the hill above the Willamette River in North Portland with expansive views of downtown from almost any corner of the park. Not only are there spaces for baseball, basketball and soccer but there is a jogging track, tether ball pole and I think space for volleyball. Next to all the sporting fields is a large kids play area with swings, jungle gym, teeter totter, merry-go-round and more! There is also a large covered picnic area to keep you shaded during the hot summer days or dry during drizzly fall BBQs. If you are interested in reserving it for a big party, I think you can do so by contacting the Portland Parks & Rec office. Down further from the picnic area is a summer wading pool as well as an off leash dog park (not fenced). The dog park has poop bags and a water fountain near by... but bring your own water bowl. The hours of the park are from 5am to Midnight however most of the park is not all that well lit at night making me feel a little uncomfortable to walk around late at night. There are also several events which are held during the summer here -- the biggest probably being the Organic Brewers Festival. I just moved in a block away so I am MORE THAN EXCITED for this event to take place! You can bet there will be a little shindig at my house before/after. Overall... the park is great for families, sports fans, dog owners, sun bathers and possibly even some "adults" (read: 22 year olds... 27 year olds, in my case!) looking for some late night drunky drunk fun on the merry-go-round and teeter totters! Go easy on the spinning though! Don't say I didn't warn ya! Only reason it gets 4 stars is because the dog area is not fenced. Fortunately, it IS off the main road and only near a quiet driveway into a parking lot. Most dogs tend to just stay on the lawn anyways, but if your dog has a tendency to run off... this may not be the best place to bring them. I've never seen more than 3 dogs here (including mine) at once but I've only been going for the past couple fall/winter months. I imagine it will be busier in warmer months. read more

Beautiful open space for kids and dogs to run around. As I was writing this, some kind of nut fell from the tree I'm standing under, I look up and there is a family of sweet squirrels saying good morning. Fully equipped children's play set, swing set, basketball hoop and baseball field. Lovely family touch to portland read more

This is a very lovely and welcoming park to come by on a warm and sunny afternoon. The swings at the playground are really nice and well built. Perfect for pushing either your child or your significant other up into the air. Seriously, the playground here does not disappoint. However, the one downer about this park is how the unisex bathroom is just a dump. I mean, it is absolutely filthy! The toilet unpleasant, the floor covered in filth, abandoned garments lay by the toilet and the sink as none of the basic commodities for hand hygiene. Did I mention the sink lacks hot water? I would be surprised if no has complained to the city about the park's bathroom. Something really needs to be done about it, and fast. Until then, you can forget about me ever coming back to this park. read more

I would love to give this park 5 stars. It is by far, the loveliest park in Portland. There is a nice wood chip path around the outskirts, so it's great for doing laps while taking in the breathtaking view of downtown and the train yard. The playground is nice, partly shaded in the early afternoon. My experience with my daughter would have been an idyllic one if not for the drug dealers and vagrants taking over the south side of the park, including the picnic shelter. Overlook park seems to have turned into the Greeley homeless camp's living room. read more

A really nice quiet park with a cool view of the train tracks and shipping areas along the river. My two complaints: 1) I am not a fan of any place with an off-leash area, but whatever it is posted. Supposedly there are certain times when it's allowed or not allowed, and I didn't see those times listed. So be careful where you step, not all of the dog owners actually pick it up. 2) There needs to be some seating on both sides of the park. There are some nice trees on the NE side of it, and a bench or two would have been a nice touch. But it's a good place to take your best friend for some swingset fun (yes the seats fit adult apple bottoms), and if you really want to get dizzy and puke there is always the merry-go-round. read more

Great convenient location with a cool view of the city . It's not the largest of parks, but it's a fun place to catch an outdoor festival.

Awesome park, but they need to move the dog off leash area. The park has a beautiful view of the train depot and downtown.
