The owner of this apartment complex likes to play games with tenants. Furthermore, he held a tenant in a hostage situation. All details are reported to the best of my ability. Skip to the bottom to read the strange experience I had with the owner, Rich Katz, where he threatened a third party, as though taking a hostage, and resorted to unsavory threats towards me when I told him I must leave an honest review. Update: the owner (Rich Katz) threatened to sue over leaving a bad review. Thankfully, he cannot do that for honest opinions over real experience. Anti-Slapp laws. -- "Strategic lawsuits against public participation (also known as SLAPP suits or intimidation lawsuits),[1] or strategic litigation against public participation,[2] are lawsuits intended to censor, intimidate, and silence critics by burdening them with the cost of a legal defense until they abandon their criticism or opposition." Slander is defined in this context as "a false and unprivileged publication, orally uttered, and also communications." When a post concerns the apartment over the internet and provides concrete examples of bad things, this counts as legal and proper criticism, protected by them first amendment. Were I to have placed any baseless claims, such as "that there is a rampant rat infestation" which I have not verified in real life, then it would be a form of defamation.-- Rich Katz did the following things to a prospective tenant. When an appointment was to be set up with the property manager, he flaked. When information was asked concerning what direction the open apartments received sunlight, he found the question irritating, and ceased communication. He promised to take my deposit for an open apartment, yet gave it to a customer who called afterwards. When I told him that this experience was negative to me, that I would have to leave an honest review, he made huge threats. Read here: I had learned of Parkview by staying at an AirBnB. The host, J, lives above the complex manager. When I told Rick about the review, he threatened to kick J out and to harm J's livelihood in whatever way he could. J is a man with a wife and children who depends on his Airbnb business. A person with integrity cannot abide by this. As a young adult, I have had to learn the meaning of integrity. I had wanted to live in this apartment complex so much that I even apologized to Rich over the review, when he made those threats. I did not want J and his family to be affected by Rich's power and influence. Nonetheless, Rich said he forgave me, yet blocked me afterwards. Furthermore, he had kept me blocked, but suddenly spammed me with all sorts of nonsense, that he would sue me for writing reviews, that his family was powerful and well connected to excellent lawyers in the community, who were family friends. I have rented six apartments from city to city (East and west coast) for seven years and Park View Apartment is the best (not one of the best) place I have ever stayed. I moved out because I bought a house. First of all, this community is located in a quite place surrounded by a beautiful park (with a fenced dog park) and other communities. It's easy to drive in & out on Erbes Rd., and there are good restaurants/super market in 10-15 minutes walk. For me, it was a perfect combination of quiet living environment and convenient dining/shopping experience. This gated community itself is beautiful with elegant decorations, water fountains and a very well maintained warm water swimming pool/jacuzzi/fire pit. Other than enjoying the pool area, I found merely walking in the community is very relaxing. I rented a 2 beds 1 bath floor plan on second (top) floor. The appliances are truly luxurious and modern. The unit faces the nearby park. The view is good with lots of green and taking a look outside feels comfortable. The living space is very bright with shades opened. During weekdays from 7-9 pm, I can sometimes hear kids/adults playing soccer in the park but the sound is OK and not loud. (I am pretty picky about noise but this becomes background soon after my move-in, my wife wasn't even found it bothered at all.) This even encouraged me to go jogging in the park/walking my dog and I got to know some new friends there. Finally, but most importantly, the owner, Rich, and staffs are fantastic. They respond to your emails or requests quickly, and they care about every detail to improve/maintain your living experience. Rich honors his deal with you, not just the cold contract. I found Rich set up a higher standard than myself as a residence regarding to rental experience. He and his team are very reliable so going home for me means relaxation. I would say the management of this relatively small community exceeds my expectation and is definitely better than any big community I have ever stayed. In sum, living in Park View Apartment is truly a worry-free renting experience for me (from location, environment, exterior/interior and management) and I would recommend this community to anyone who is looking for an "almost-home" renting experience in Thousand Oak or nearby area. read more

I first discovered Parkview Apartments while searching for a temporary residence during my transition to a new home. As a real estate agent who sees many homes and properties day-to-day, Parkview genuinely stood out to me. A close friend had leased a furnished studio there, and upon visiting, I was immediately struck by the elegant layout and luxurious updates throughout the space. The studio's clean interior and a privacy wall dividing the bedroom from the living area impressed me, despite its compact size. Inspired by what I saw, I promptly contacted Parkview Apartments and secured a unit that suited both my daughter and me--a lovely upstairs apartment overlooking Estrella Park. My daughter adored the park and enjoyed playing with the neighborhood dogs. Originally planning to stay for only six months, we ended up living there for ten, drawn in by the beautifully landscaped outdoor areas and the refreshing pool, perfect for hot days. The location was ideal, with a coffee shop within walking distance and my daughter's school just a seven-minute drive away. Everything felt perfect until we recently found and moved into a stunning five-bedroom home just five minutes from Parkview Apartments. If not for finding our dream home, we might have stayed much longer. I appreciated the gated security and designated parking, which added to the sense of safety. Alejandro, who managed grounds and maintenance, was always prompt and helpful, while Rich understood and accommodated my concerns for my daughter's safety with empathy. I highly recommend Parkview Apartments for anyone seeking a luxurious interim residence. It feels like living in a resort condo nestled in a forest--a truly wonderful experience my daughter and I cherished. Apartment-hunting is stressful not to mention time-consuming, so do yourself a favor and stop by Park View Apartment Homes. Once here, we promise, you will fall in love with the place, just like we did. As the name suggests, these are not your run-of-the-mill apartments. When you step on the beautifully-landscaped grounds you find yourself in a serene courtyard adorned with a fountain and a comfortably furnished seating area. The area is gated and very quiet. It truly feels like home not an over-crowded apartment complex. The property is located next to the park and the architectural plans include a swimming pool with cabanas and a jacuzzi spa. The apartments have been extensively renovated and have brand-new stainless steel appliances installed along with your own stackable HE washer and dryer. The quality of the materials used is superb and everything feels like it was designed with you, the resident, in mind being the VIP (that you are) . Many of the units have a patio to enjoy your cup of coffee or lounge around. The location is very conveniently located to shopping and commuting needs. The complex is small enough for you never to be just a number and the owner, the management and the maintenance team have been nothing but super-attentive to all of our requests and suggestions. Updating my review a year later. very sad but i had to leave Park View apartments for personal reasons. i loved staying here till the last day. and if it comes to renting an apartment in the future again, still my nr 1 choice. :) Same smooth experience with leaving the property as arriving. Owner was able to accommodate my move out process as much as possible and as long as i was not in the way of the new people coming in. I received my full deposit back promptly. We've been residing in this incredible community since June 2022 and have been consistently impressed by its exceptional quality. The gated complex is impeccably maintained and boasts a breathtaking pool area complete with hot tub, BBQ grills, outdoor furniture, and cabanas for those sunny summer days. The outdoor courtyard, featuring a tranquil water fountain and ample lighting, serves as the perfect place to relax and unwind in the evenings. The interior of our apartment is a highlight in and of itself, with the owner having spared no expense on top-notch amenities. From the central air and heat to the ample lighting and stunning fixtures in the kitchen and bathroom, every detail has been thoughtfully considered. Our wife particularly loves the kitchen, making it her favorite room in the home. She loves to cook! This is absolutely the best apartment I have lived in, and I have lived in many. The owner, the staff, the builders and more, go above and beyond. The quality of the appliances, flooring, cabinetry, layout and I can go on and on, are by far the best in the area. This is not your standard apartment. All the material is home grade, not cheap apartment grade that you see in many communities in the area. I looked at many in Thousand Oaks and Westlake, and have also lived at a few, and there is nothing like this in the area, especially for the price!!! It is so wonderful to live in an apartment that is new. I am in a studio, and it does not even feel like a studio. It is open, but yet private. The courtyard feels like a hotel, and I cannot wait for the pool with cabanas to be completed. This is luxury living at its best, and walking distance to the Lakes, Mastros and more. The park next door is clean, safe and my boys love it there!!! I can't say enough about Park View Apartment Homes, except that you have to see it in person. The pictures were enough to get me here, but it by far exceeded my expectations. And it's gated, which makes it feel even more like a home than an apartment. read more

Beautiful apartment and wonderful place to live. From the first tour I received from Rich, I instantly felt at home and as if i wasn't just another number, but becoming apart of a community. The on boarding process took less than a day and I had move in date! I can't thank Rich and Alejandro, the on ground maintenance support, enough for the comfort they gave me during a tough time. Being from West Virginia, I'm not used to fire at all! During the fires, it wasn't the police or fire department that alerted me, it was Alejandro going door to door to let the residents know it was time to evacuate. He kept honking his horn at the gate until everyone left. I had to go live with a friend and had no idea what was going on with the apartment and if it was even still standing, but Rich provided daily updates and when it was safe to move back in. I couldn't be more grateful to find an apartment that doesn't just treat me as unit, but as apart of their family. I would recommend this place hands down to anyone, including my mom (if she wasn't so attached to the home my dad built). read more

My wife and I moved into the area for work and chose to live in Park View just based off the pictures online. Thankfully, the property and apartment looked just as nice in person! The owner, Rich, recently did an massive renovation on the entire property and the result is like-new. There is a clear attention to detail in the interior finishes and the outside areas are great for dogs. The kitchen cabinets and appliances are a step above typical apartment kitchens. The building is in a safe area in addition to being entirely gated (which is surprisingly hard to find). We felt safe walking outside at night and could easily get to groceries, target, the gym, etc. without having to get on the freeway. Covered parking is available with outside storage areas built into the parking areas. The maintenance (Alejandro) on-site was always available to help with any urgent or minor issues that came up. Rich is also very accessible. We really enjoyed living in Park View and would have stayed if not for moving out of state. read more

Park View Apartments in TO has been one of the best living situations I've ever had. I was nervous when I first came from San Diego - I had no idea which neighborhoods were good or what apartments had reputations. Park View was such a beautiful studio with such a competitive price, I took a chance and I haven't regretted it once. The walls are well insulated - I almost never heard anything my neighbors were doing. Even when I did, they were never loud after quiet hours and were very respectful of our shared situation. The pool is always clean, the sitting areas are well kept, and there is a nice little fire pit to enjoy in the colder months. The few times I needed help from maintenance, Alejandro was one message away. He either came the day-of or the very next day and fixed my problem right away. Rich, the owner, was also great. He always worked with me with a kind, can-do attitude that I am so thankful for. Ultimately, though I have to leave TO, I'm really going to miss this place! read more

Park View Apartment Homes is a quality living environment. I have worked in property management and can normally see a lot of things that should be fixed or need attention. That is not the case with Park View. As my daughter said, "It is like a fairytale in here". The grounds are well kept. The building is very well lite at night giving a feeling a safety and security. The staff is very responsive and attentive to maintenance and other requests. You are able to access a tenant portal online and pay rent and make requests. The pool area with BBQ's, lounge chairs and fire place have a resort feel. There is additional storage for you belongs. The units are well appointed. There are Kohler fixtures and Whirpool appliances. Everything has been very well thought out. There is even charging for electric vehicles. It is close to the Thousand Oaks Civic Center and you can walk to many restaurants. I would highly recommend Park View to anyone looking for a quality place to live. read more

Absolutely loved to stay at Park View Apartment Homes, and only left because of re-location. It's the best rental experience I have had in US. The apartment was fully up to date remodeled, everything worked! But what you find here, which is where landlords often cut corners is a super well maintained common area, where it is nice to sit outside and enjoy a cup of coffee. The pool and jacuzzi area is well maintained like a five star hotel and very nice to enjoy. The gas BBQ is working too! Last but not least and I would say the gem of this place: The owner very much curates the tenants, so everyone there are just such nice people. It really is a great community and enjoyable walking distance to great restaurants in Thousands Oaks like Mastro's steak house, Fogo De Chao and Bangkok Avenue. From the moment we moved in, the property provided a safe, clean, and welcoming environment. I found myself in need of an apartment in Thousand Oaks/Westlake Village area. I didn't know the area very well and looked at a number of apartment complex's. After viewing quite a few and checking out reviews on yelp I was quite disappointed until I came across the Park view apartments. The apartments were of a very high standard and kept very well, it looked brand new . The standards of the fixtures and fittings were excellent and a great place to call home . The pool and outdoor areas were exceptional and had a very calm relaxed feeling . The owner and caretaker we the most helpful and friendly people I've ever met and a pleasure to deal with. From the beautiful curb appeal and immaculate grounds, to the high end touches and lit up trees...Park View Apartments are truly luxury living at its best! I lived here for almost 2 years and would have stayed much, much longer but my employer relocated. Management is friendly and always on top of everything. The grounds are clean and we'll maintained all year 'round. I'm gonna miss the resort style pool/hot tub and BBQs, as well as the overall quality and attention to detail that Rich, the owner put into the apartments and the complex overall! So, if you're one of those guys and you are going to read only one review, this is the one. I was the first tenant in Park View. When I signed the lease the amenities were not finished and there was no landscaping at all. In some respects I was betting on the come and It worked out perfectly. After nearly two years at Erbes I'm leaving and I couldn't have been more pleased. The complex is run well, kept meticulously clean and the tenant mix is more than I could have hoped for. Living at ParkView Apartments has been delightful. Rich, the owner takes great pride in offering the best in luxury apartment living. With only 40 apartments available in this gated community, we always felt safe and had a direct line to Rich if anything needed to be addressed. Alexandro, the manager of the complex, has always been there for us, and lives on property. He knows each family, and is very attentive in assuring the complex and grounds are up to par. During the fire evacuation, Alexandro stayed behind at 2:00am to ensure every tenant had left the property! Park view Apartments has been great. Management and staff went out of there way to make moving there easy and staying there a breeze. The complex was better maintained than others I looked at and the apartment was updated with great quality finishes. The apartment was clean and perfect for moving in to. Rich and Alejandro went above and beyond to make the experience at Park View the best possible. They were super friendly and willing to help at all times. I recommend this complex to anyone looking in Thousand Oaks. I cannot thank the team at Parkview enough for making my Thousand Oaks transition so seamless! read more
