The owner lives in Arizona, the phone staff is out of the country. I rented from Uptown Properties for years; Trying to get anything fixed was a month-long ordeal of being hung up on, ignored via email... we eventually had to call the line for "interested renters!" to get anybody to answer a phone. They won't staff their phone for current renters, but will happily answer your call if you want to give them more $! Upon move out, we were slapped with multiple fraudulent and 100% made-up charges. They tried to charge us to add things to the house that never existed in the first place, tried to charge us for major damage that was a result of their own negligence and failure to respond to our messages, etc. We were also told when we asked to see our lease (portal didn't work after we terminated it) that it was deleted, which is also illegal! Signed legal documents have to be kept for 5+ years. They also had no record of emails concerning the major damage - we were very lucky we saved absolutely everything. We were ignored for weeks after move-out about the charges, but magically the day, the HOUR, we served them small claims court paperwork we got a response and everything wiped from our bill! It seems that Uptown is not too keen on going to court, as I'm certain that an audit of this company would result in them being shut down. After the headache that was move-out, we found that Uptown has had multiple won lawsuits against them, as the methods they will use to bleed money from you are illegal in the state of Oregon. Charging you fees to pay rent, tacking on made-up charges, ignoring your maintenance requests until it causes a bigger issue and then charging you $ for the damage, making you pay fake fees by threatening collections, I could go on. This is going to be a long review, because this has been going on since 5 1/2 years…read more The woman who works there in the Collections department at CTL MANAGEMENT we'll just call her L , I believe she is the devil reincarnated. If you look up her information on Better Business Bureau you will find 2 miles worth of complaints of how people say that she deliberately messes with people's credit and has fun doing it. !  I was able to get many in accurate discrepancies removed off my credit report in the past ..... But CTL MANAGEMENT is by far the most difficult company to work with ... and you know, maybe it's not the company I think it's just L who is very difficult to work with, so far she's been falsely reporting on my Credit Report since 5 1/2 years.  When I left that apartment complex, I lived in, I end up moving out three weeks earlier, But I already paid the rent for a full month.... I left in a hurry due to my mom  passing away and I had to move out of state to take care of all of her business... I made sure to leave the Apartment clean there was no garbage left behind no furniture left behind nothing !   Plus The lady at the front office ( Not L) said that they owed me $500-$600.... At the time I did not know if I was going to move into my mom's house or get a new place so I did not have a forwarding address to give them right away... Plus the lady at the front desk said if there is any cleaning fee charges she was 100% sure that they could just take any move out fees that I that they might charge me out of the extra rent money that they owed me. She said typically cleaning fees are $219 and if you do owe that we could just take it out of the money we owe you So she basically said I have nothing to worry about in regards to not having affording address at the moment... After everything I've been through with the funeral, putting my dad in assistant living home finding a new place a new job. I completely forgot to give them my forwarding address when I did get it. The wind up is 3 months later I noticed a massive dip in my credit scores, and a collection from Chambers Creek Apartments AKA CTL MANAGEMENT...  I called to find out exactly what the issue was and that's when I first talk to L, her complaint was that the apartment overly smelled of AIR FRESHENER! and that I left behind 2 Febreze air freshener plug-ins in the outlets.  YES THAT WAS THE COMPLAINT!!! THAT THE APARTMENT SMELLED TOO FRESH !!! So they charged me a $219 for a "deep cleaning fee".... But remember that they owed me money !!! But somehow L doesn't No anything about that part... and when I tried calling the original leasing office to get that proof of how they owed me money.... all they tell me is that soon as we send anything over to collections we no longer have your information on file so we don't have proof of anything!!! And Since I never gave them the forwarding address, I never found out that they Charge me so it went into collections. Oh, and they never tried calling me which they had my phone number...  I called CTL MANAGEMENT , Because I thought that they would understand since this Was obviously a misunderstanding. But L would not listen. She was extremely rude. Terrible terrible person. And she gets a kick out of torturing people...   I even said, Even though I was owed me money when I left the apartment , I'm still willing to pay the $219 if you Could  just please remove the collection off my credit report.... Which is a very common practice when you're talking to normal people it's called a (Pay for deletion) agreement. L replied to me saying that What I was requesting is illegal and that I could be arrested for trying to remove items of my credit report... So the moral of this very long review is some people just like to mess with other people's lives for no reason they get a kick out of it, maybe because their lives are miserable . Oh and if you're in the Washington area, please stay away from any apartment or housing agencies that are affiliated with CTL MANAGEMENT or Randall group. Cause I think L might work at both of them. and they will find any way to mess with your credit, even if you do everything in your power to leave on good terms.

Unjustified Fee & Unprofessional Service…read more Extremely frustrating experience. Hard to reach, and when I finally spoke to a rep, they were rude, confrontational, and wouldn't let me speak. The fee charged was unwarranted and lacked proper documentation--no date/time stamps, no cleaning invoice, no photos, and multiple inconsistencies in the timeline. We were not notified of the cleaning or charges in a timely manner, and no accurate billing statement was provided within 30 days of move-out. The rep couldn't prove their claims or attempts to contact us. I was forced to pay under pressure just to avoid delays in securing housing for my family. Completely unprofessional and lacking transparency. Document everything if you have to deal with them.

They left my tenants without hot water for 2 weeks before they sent a technician for the water heater (they never notified me until I received the bill). Anytime I call with questions or concerns, I receive voicemail and no timeliness in returning calls. They take no responsibility other than receiving a cut from the monthly rent. TURN THE OTHER WAY! I don't know how it's possible they have any positive reviews. They are shockingly unprofessional.

I am not someone that gives reviews, usually it's just not that serious, but…read morewith Utopia they really went above and beyond to let us the renter know that they absolutely do not care. We ended up with a $750.00 fine from the HOA. However we received no violation letters from Blue Mountain (the HOA) or anything from Utopia. Just a sudden addition to our rental statement for September. Couldn't get a hold of anyone through text, email or phone calls for four or five days. Long story short, it took several phone calls to get any information from Utopia, we mostly talked to Madison Pelletier, Hailey Collins and sometimes Abby Luna all three were extremely unhelpful. It took three or four phone calls to get all six of the violation letters, we were told that Blue Mountain "bills in batches" and this was an "ongoing problem". When I expressed how bad this was and asked what they were doing about it to help renters, this seemed surprising to them.. all they could say was "we're sorry if you were inconvenienced, we would be happy to set up a payment plan" ad nauseam. We finally paid because we received two letters saying if we didn't pay we would be evicted and even if we did pay they still had the right to evict us. When I brought this up, I was told that those letters were form letters sent to everyone but they know we never said we wouldn't pay and that we should "just ignore them". After paying I continued to ask them what was being done to make sure something like this didn't happen again and what kind of reimbursement we might receive, which then started the "we are so sorry you were inconvenienced" talk. I had a few email exchanges with Madison, in the last one she stated that there was nothing that could be done on their end that I needed to take it up with blue mountain myself (which is NOT something that should be done, it is supposed to go through property managers- was told this by Blue Mountain and a quick internet search). She also "reiterated" that "Utopia acts as a third party between the property owner and the HOA". So, not sure why they are even talking with renters, since they apparently do not fall under Utopia Managements job umbrella. The last sentence of the email says "Thank you for understanding, and we appreciate your patience as you work through this matter with the HOA" All of this to say that on the first of November Touchstone Property Management had taken over our property and less than a month later we received a $700 reimbursement. I talked to Touchstone maybe three times and they did more for us in one month than Utopia did in four years. They understood that we weren't supposed to be contacting the HOA or the property owner did so themselves and told us the property owner knew nothing of what was happening. So I guess the real story here is go with Touchstone Property Management because they are freaking amazing. (Editing to add that i am not sure why is says San Fransisco under my name on the review, this was a property in Sandy Oregon. As I said I never do reviews and I don't know how to edit my location.)
