    I am not a fan of app-based metering. I prefer coin or card-based. This Friday evening I had…read moredinner downtown with my wife and 2 friends. At just before 5pm John and I tried several times using several cards to "Orient the stripe to the left" so we could pay for parking. John failed over 3 cards. I failed over the first and finally passed the test, only to find my card was declined. I tried the same card 3 more times, finally being accepted. I added time to the maximum of 1 hour, assuming wrongly that 6pm was the magic hour wherein metering stops for the evening. (Who in their right mind would allow 1 hr. max stay at an upscale restaurant?) As we left we discovered we had a $20 ticket for an expired meter. Paying online is laborious at best. Entering the Bureau Code (a 6-digit number which represents the ticketing agency) begins the odyssey. Within the multitude of white space on the front of the ticket one will see no BC. Seeing none, I called the number on the top front of the ticket. Not only did no one answer, the line cut off after several rings and a canned announcement. I then proceeded to call the number on back, which I found out is Police Dispatch. The officer directed me to the original number when I told him I needed the BC. Dispatch does not have this code, as it is apparently much more difficult to remember than the various and sundry 10-hyphens they are required to memorize. As he was speaking and moving me along, I absently scanned the back of the ticket. And what, to my wondering eyes should appear? Good guess; the BC. This critical first morsel of necessary information resides safely among the myriad of information foisted upon the reader in 8-point font, midway down the ticket. One might wonder how I feel about this. I was finally able to pay my ticket. I think $20 is excessive for an expired meter but I guess the fair City of Birmingham is trying to reduce recidivism rate amongst the hooligans and riff-raff.
