My wife is Puerto Rican. I've been to Puerto Rico a bunch of times and I've never heard of a Puerto Rican hotdog.

My wife had the combo with tofu curry, chickpea berbere stew, and curried lentils. The goat stew was a bit too much for me, so I'd have been happier replacing it with the curried lentils with rice. Very casual but comfortable place with an African shop adjacent. I'd definitely give it a go again.
