But doing all this hard work to prepare for the wintertime here in PA worked up an appetite, so I decided to head down to Rice & Beans in Harrisburg. As soon as you walk in, you're welcomed by decor that teleports you right into the heart of the Dominican Republic. The staff is very friendly, the bathrooms are super clean, and so is the rest of the establishment. Parking is a little tight, but the indoor seating makes up for it. Rice & Beans Restaurant Now let's get to the best part: the food! You're able to see everything before you order, which is great. This time, I got myself some rice and beans, of course, along with some bistec. The rice and beans were a little dry at first, but the more I ate, the better they got! I paired my meal with a cola. Although I didn't get dessert, I really enjoyed the atmosphere and the wonderful food. I would definitely go back and eat here again because I like seeing what I'm getting--it makes it super easy to pick out what I want, especially if your taste buds aren't super adventurous. Décor was the typical Mexican, with over-the-top paint colors. The dining area was spacious. The waitress greeted us with big smiles. We sat ourselves by the window. Immediately we were offered a complimentary serving of chips and salsa. The chips were well made and the salsa was tangy and very appetizing. I made my order almost in no time for the Mole Poblano; my wife ordered Pechuga en Crema con Champiñones. The food came out in about 10 minutes; both dishes came with 4-5 tortillas. Now, the long-awaited mole sauce -- thick, dark, and complex. I watched a YouTube video on how it's typically made, so I had a level of respect and appreciation for it. It tasted like the popular five-spice bean curd jerky Asian snack -- bold and strong. I liked it very much. My wife's cream chicken, while moist, was bland in comparison. If you're like me, you'd be a bit confused when the bill came. The amounts were different from what the menu showed. Basically, the figures on the bill were the inflated prices that included surcharges for paying with a credit card. If you pay cash, you pay the menu prices instead.

I got corn tortilla tacos and they were perfectly griddled and warm. My husband enjoyed his flour tortilla tacos. The rice and beans were fresh and hot and delicious too. Food came out quick and exactly as we ordered, even with some modifications! We didn't love the additional red sauce in the squirt bottle that you can add to your food, but the salsa verde in the squirt bottle was good. I ordered an extra salsa to add to my tacos instead. For drinks, there's agua frescas and an extensive soda selection in a case to choose from. My husband was happy to see Mexican Coke. Service was great! Another party had a woman finally flag down a waiter telling them no one has even taken their order. Where was upper management? It's not necessarily the waiters fault. The first time for lunch I stuck to the specials menu and had the chimichanga. It's served with rice and beans, plus fresh veggies and salsas. All salsas and sauces are made homemade and fresh, which is a huge draw of this place. Portion sizes are generous for the price, and flavor was great. Their hot sauces are also homemade: a mild red one and a hot creamy green one. Try both for sure! On the second visit, I had a burrito. I also dined with a friend who was impressed as well. They also have a menu of non-Mexican inspired dishes, so there's something for everyone here. The interior is open and bright, with booths and tables. I ordered by phone for take out the bistro salad and a side of black beans after confirming with the staff that they were vegan. My only small recommendation is for the time estimate to be better. I was told it would only take 10 minutes to prepare. So I ordered my food then drove to the restaurant. Overall it took about 25 minutes for my food to be ready and handed to me. The staff were nice. The environment seemed nice although I didn't eat in. And there was parking in the rear. I am glad Miaa was there for my visit to Palmyra.
