If I could rate them zero stars I would. I highly recommend AGAINST renting a property managed by RPM Charleston Choice. They do not live up to their obligations, but will certainly ding their renters for everything they possibly can, even if you leave the property cleaner and in better condition than when you rented it. They told me the condition I received it in is irrelevant and they expected me to leave it spotless. I only rented from them for one year and left the house in much better shape than when I moved in; they obviously didn't have it cleaned after the prior tenants left.
When I moved in several lightbulbs were out, the microwave and refrigerator were very dirty with old food, the ceiling fan blades were filthy, the master shower had mildew, the doorbell didn't work and was never fixed, the garage door opener didn't work and was never replaced, two smoke alarms were chirping (one was just sitting on the kitchen counter), and the trash and recycle cans outside were full of the prior renter's trash (and had been sitting there for two months, but was never moved to the curb for pick-up) and they smelled so bad when I cleaned them I almost threw up.
The A/C died in August and it took them over a week to get it replaced. We lived for more than a week in the house over 80 degrees. The A/C contractor they hired put his foot through the ceiling. They later told the contractor they would give them a key to the residence so they could get inside to repair the ceiling they damaged in case I wasn't willing to change my schedule to accommodate the contractor, despite the fact that I was moving two weeks later. RPM would rather inconvenience their tenant (especially if they know you're moving) so they can rent the house immediately upon move-out instead of taking a day after to have this work done.
They will require that you have a professional clean the carpets upon departure, and will still hit you with a cleaning fee (deducted from your deposit). FYI, their property manager also claimed there would be a $50 service fee for anything you report that's wrong with the house, even if you had nothing to do with it being broken / inoperable. Another manger said that's not true after moving out. I guess that's their way of saying "don't bother us" while you're a tenant, or it's just a representation of the quality people they hire as managers. read more
