    Disappointing Experience with HOA Construction Teams…read more I feel it is imperative to share the disappointing experience we've had with your construction company during the fire restoration of my mother's condo. Fire Restoration Project: In March 2025, my mother's condo suffered severe fire damage. The kitchen was destroyed, and the property needed extensive cleaning, restoration and repainting. The condo association insists on being in charge - utilizing contractors, assigning a PM and an estimator, all of their own choosing. The estimator then delivered a shocking timeline: at least a full year for renovation. What should have been a speedy recovery turned into ongoing frustration. As of January 2026, after endless hassles, the work is complete. The following is an account of the incompetence we endured the past 10 months: 1. Perpetual Delays: While we understood that proper channels needed to be followed and permits needed to be obtained and approved, work didn't start until late June, three months after the fire. 2. Careless Temperature Setting: During July and August, workers irresponsibly set the AC to 52 degrees, disregarding my instructions to feel free to use AC during work hours, but to please set it to 78 when leaving. This not only risked the AC condenser seizing but also led to us incurring higher utility expenses. 3. Atrocious Tile Job: The tile flooring installed in the front of the condo was misaligned throughout, forcing the floor to be torn up and redone. 4. Granite Countertop Fail: Without any consultation, a seam was placed dead center on the countertop right in front of the sink, the most visible spot in the kitchen. The smaller piece of granite on the island wasn't even attached to the underlying cabinetry. 5. Refrigerator Debacle: Due to negligence in pushing the refrigerator in on time, we crossed the return window and had to unnecessarily buy another one. 6. Dishwasher Failure: The dishwasher installation left a drawer misaligned. The attempt to fix it resulted in a powerless appliance. 7. Bathroom tile: White caulking (where none was before) was placed on top of brown molding tile. 8. Botched Hardware Installation: Pre-drilling hardware holes on drawer faces, without knowing the specifics of what hardware was purchased, led to an eyesore of poorly patched holes. 9. Careless Workmanship: Damaged floor vents, mismatched wall plates, and reckless behavior like leaving windows open and the sliding glass door unlocked. This experience was highlighted by poor communication, and blatant disregard for quality and customer satisfaction. It took three rounds of punch lists to rectify their careless work. Summary: Your company's performance was shameful. Your team exhibited neglect, and a complete lack of responsibility, causing us undue stress and financial burden. This entire ordeal has left us not only frustrated but deeply disappointed in the service provided.

Now I'm stuck battling this issue out with our landlord. This isn't something I wish on anyone who's paying good money to rent and be independent. Terrible shady people. Not to mention not very knowledgeable on basic renting questions that I had. The response that I received to my questions was "I don't know I don't live here." Do better A-List more like F-list.     We rented through A-List apartments when we first moved to West Hartford about 2 years ago. To say…read morethey were unprofessional would be an understatement. We were not told when moving in, that many of the apartments in our complex were reserved for low-income households. The majority of our neighbors did not work, and would loiter outside all day and all night. They would invite friends over constantly, and loud groups of cars would be in and out of the parking lot. We will take responsibility for not recognizing this, as we could have done further research or asked more questions before renting this apartment. We were young and eager to move into our first apartment. There is, however, no excuse for the lack of communication & professionalism with any complaints we had about our unit. We had MULTIPLE issues with our apartment's electricity, water (leaking/flooding from the upstairs unit), and safety (the windows would pop out of the unit, none of the fire alarms were up to code, and our oven started leaking gas). We had no direct line for maintenance. The number we'd been given was a machine automated answering service. We'd call multiple times and leave various messages for days on end and receive no response. When someone did ultimately call back once, they called from a blocked number so we still had no direct line of communication that we could contact again. After about 6 months of this, we tried to approach management. Rob Koff was the absolute most unprofessional and immature "adult" I have ever dealt with. He came on the attack, was completely unapologetic, acknowledged that the unit we were in was oversold (shows how desperately he will try to make a sale), and yelled and laughed at us over the phone. I have never been spoken to by a "professional" like this in my entire life, and never will again, as I will certainly never be dealing with A-List properties again. I do hate to generalize based off one experience. It seems from other reviews that other affiliates of A-List Apartments set the bar significantly higher than Rob Koff does. I hope that is the case! A-List - do yourself a favor and do not let your name be dragged down by such an unprofessional.

    Park Property Management owns properties in both Hartford and New Haven. I lived in one of the…read moreproperties in New Haven on Clark Street. The small management team is very disorganized and poorly overseen. There is one "handyman" on staff, and then contractors are hired for more complex problems. Oversight of workmen is poor, so that problems are only ever partially fixed and usually an enormous amount of mess is left behind. Examples: 1) PPM forgot it had been written into my contract that the kitchen would be renovated. Five days before I moved in, they started the renovation. When I moved in, there were no countertop and no sink in the kitchen; open electrical sockets (including one behind where the sink would eventually be installed); and screws, nails, and tools strewn across the floor. And, a closet door I had asked to be fixed before move-in was not fixed. They kept telling me these things would be finished "the next day," so, wanting to establish good relations, I didn't make a big deal about it. I cleaned it all up and was careful not to electrocute myself. Later, when I asked for compensation -- because I had been living in a dirty, hazardous construction zone for 2-3 weeks after the official move-in date and had paid full rent for this time -- PPM did not acknowledge or respond to my request. 2) The wiring in my bedroom was such that one switch turned off the power to all sockets. To fix this, PPM installed a cheap ceiling fan directly over my bed. (The ceiling fan did not even generate movement of air!) The workman did not cover my bed, dresser, stereo, etc. before cutting into the ceiling, so both big clumps of ceiling and fine sheet-rock dust covered everything. No effort was made to clean up. I cleaned up. 3) Due to management's poor oversight of its apartments, the grout between the tiles in the shower above mine had completely worn away. (Mine too was worn away, and I had to ask them to re-caulk the tub.) Water poured through the ceiling of my bathroom whenever the tenant upstairs took a shower. After the ceiling fan incident, I did not look forward to having the repair crew back in my apartment. It was fixed once, inadequately, so they came back to fix it a second time. After the tub in the upstairs apartment was re-caulked, they cut a hole in the ceiling of my bathroom, which I had to let dry for a week to prevent mold growth. Eventually they patched the hole, but I didn't want them to finish the ceiling as that would require sanding sheet-rock, and experience had shown me PPM doesn't know how to properly manage sheet-rock. 4) When the ledge of the window in the apartment above mine was repaired, my pricey air conditioner, sticking out of the window below, was not covered and so, got covered with dried concrete. I would have pulled it in had I been given notice.... 5) GET EVERYTHING IN WRITING! PPM does not use email; all communications are done over the phone... personable, if you're dealing with honest management, but Dennis, the primary owner and manager, does not honor his word, or that of his partner, Maren. -- When I moved in, I got (verbal) approval from Maren to paint the apartment three light colors. I was explicit that I wouldn't paint if it wasn't approved because I'd eventually need my full security deposit returned to me for graduate school. My father repaired the walls, which were in terrible condition and hadn't been painted in 1.5 years. When I moved out, management did not honor it's word. It deducted $225 from my security deposit. -- One November, the first of the month had passed, and I noticed my rent check hadn't been deposited. I usually sent my checks in batches and have never been late in my 11 year rental history. I was convinced the office misplaced my check. The landlord thinks I never sent it. Since I called the office only a few days after the first to inquire why my check hadn't been cashed, Dennis said I would not be charged a "late payment" fee. When I moved out, the $50 was deducted from my security deposit. I have given PPM notice of these grievances and an opportunity to make things right, a goodwill gesture, but they refuse. Thus, PPM has shown me - again and again - that it does not value good tenants who take excellent care of their property. They do not value their own property, as fixes are done quickly and on-the-cheap. They do not keep their word. PPM is out to make a profit, a big profit, as evidenced by management's luxury wheels and canine's designer wardrobe. OTHER THINGS YOU MAY WANT TO KNOW -- Street parking on Clark is a nightmare. PPM will tell you there's always plenty of street parking, but that's because they show apartments during the daytime when neighborhood residents have gone to work and happy hour at Christopher Martin's has not yet kicked off. Finding parking after work is impossible. Be prepared to haul your groceries several blocks. -- 11-17 Clark Street is very noisy from nearby restaurant traffic.

While my experience was imperfect, I was generally quite satisfied with Park Properties and its owners, Dennis and Maren Gurevich. I am very grateful to have lived here, particularly considering the poor condition of so many other apartments in the area and mediocre/MIA landlords I heard about. At $975, these apartments are also a very good deal. THE GREAT: - 11-17 Clark St. offers roomy, very nicely appointed apartments with large, modern windows. Most do not have windows on three sides, but I was lucky enough to have this as well as a separate door to the backyard. With two ceiling fans in the apartment, I didn't really need A/C in the summer. My friends were always saying how impressed they were with my apartment and how lucky I was to have it. - Great backyard. There is a huge amount of communal space and a grill, which I used to host some great parties. Highly recommended. - Responsive to phone calls and other communications. During business hours, someone always picked up the phone when I had questions, maintenance issues, etc. I also had a few minor maintenance issues on weekends and was easily able to page Leo, the primary maintenance guy, outside of business hours. PPM was unbelievably gracious about my summer subletter and my ultimate move-out date, offering me a 9-month lease for my second year no questions asked and then, a month before move-out, letting me extend ten days beyond that. This was a lifesaver and I'm extremely grateful. - Replaced water heater within hours after a blizzard. I woke up in the late morning after nearly a foot of snow had fallen and found that I had no hot water; my water heater had fully rusted. Though many local streets were impassable, Park Properties somehow replaced the heater by the time I was home that evening. THE NOT AS GREAT: - Many fixtures and appliances have been upgraded, but the apartments are still old and, as a result, quirky. (I didn't mind this, but you might.) For instance, there are little gaps where the floor/ceiling and wall meet and some bumps and valleys in the floor; my bathtub wasn't slanted, so I had to kick water into the drain; water pressure in my shower all but cut out when one of my adjacent neighbors flushed the toilet or turned on their own shower; the shared washer and dryer were unreliable, though not unusable; the furnaces are old and don't work extremely well. - It's really loud. The whole building, but particularly 11 Clark St., experience noise from Modern Apizza, the adjacent parking lot, and Christopher Martin's, not to mention I-91 and State St. Someone at 21 Clark St. keeps a live rooster in the backyard. (No joke.) I slept with a sound machine and after the first night, none of this bothered me in the slightest. - The brick interior walls, while beautiful, leak a ton of air. It cost about $100/mo. to heat my apartment in the winter. The bricks also shed, leaving a film of dust atop everything in the apartment. - There were two gas leaks in my apartment upon move in. Upon reporting this, SCG immediately shut off my gas, leaving me without hot water -- it was summertime, thankfully, so I didn't need heat. But it took Park Properties 5 days to address the issue, which was much longer than ideal. All the other experiences I had with maintenance were much, much more positive. - Occasional attitude from Dennis. Often he's nice, often he isn't. I tried in vain to get the washing machine fixed and he disputed my reports that it didn't work properly. When the first repairman he sent for the gas leaks couldn't fix the problem, he actually blamed me. As I got to know my neighbors I realized everyone had a few stories like this. If you grow some thick skin, it's not a huge deal, but it's also not the best way to treat customers. All in all, it's New Haven, and for the price I paid this was a really terrific apartment. The personalized service and high level of flexibility that Park Properties offered made my time in New Haven much more enjoyable and comfortable.

Needed info, and called, texted and emailed property manager eight days later still no response then I emailed supervisor and no courtesy shown there either. Had to call the president of the association to get the information I needed. My seller warned me that no one ever returns phone calls to him either all in all good luck. I guess they forget that their employees of the association.

They've gotten WORSE. The snow plow crew has gotten stuck on our property several times and no salt has been spread on the roads. Sidewalks have not been done yet as of 9:08 am on 2/24/26. 10-12 inches of snow in CT is not a big deal so please DO NOT tell me it is. Premier's Owner (who shall remain nameless and useless) exploits a loophole in the State's Condo Owner's Act and has (2) licensed CAM's. The rest of his staff works under him and have NO WORK ETHIC WHATSOEVER. Our Property Manager has got to be THE WORST. BTW......she is related to the owner ( who shall remain nameless and useless) Work orders in their "GoEnumerate" system hardly ever get acknowledge so we send our requests to our PM and she reads the subject line and sends back an email saying "Thank you" or "Someone will be out next week." Next week never comes. That same "GoEnumerate" system in 2024; instead of taking out one month of HOA fees as authorized on the "portal" took out 3 payments. I have the screenshots if anyone out there is interested. Now I hand deliver my HOA payment in a postal money order so they have no banking or credit card information on file. Many owner's are now, finally beginning to have no faith in Premier and are voicing it loudly. Our Board doesn't care ESPECIALLY OUR PRESIDENT. I said it before and will say it again. There are a ton of property manager companies in CT not on Google. DO YOUR HOMEWORK BEFORE CHOOSING A COMPANY WITH SO MANY BAD REVIEWS. They even file their paperwork with the Secretary of State late and have received a few forfeiture of license letters from the Secretary. Run far and fast. You have a choice. Choose wisely. Here is a picture of my steps and sidewalk. I'm a handicapped individual with gait issues due to strokes and severe arthritis. I have imaging appointments today. This should be interesting.
