THE BLONDE WOMAN WHO WORKS IN THE OFFICE BLATANTLY LIED TO ME OVER THE PHONE THAT SHE WOULD TALK TO HER SUPERVISOR ABOUT GETTING SECURITY AFTER MY 4 YEAR OLD SEVERELY AUTISTIC SON AND I WERE ASSAULTED AT THE SWIMMING POOL BY A VIOLENT NEIGHBOR. I told the office and they have done nothing to ensure safety for all of the children who live here in the future and have ignored my emails for an update. They did at least tell my downstairs neighbors to stop banging on the ceiling every time my kids made a little bit of noise. The apartment is run down and literally coming apart at the seams around the doorways, and there are regular plumbing issues, etc, yet they still charge $2,000 for a one bedroom. It's true what others have mentioned. I've been living here for about 2 years and moving out soon. It seems quiet at first but just wait till you are here a little longer. Water shut downs are frequent and they let you know at the last minute. The apartment doesn't look like the pictures. Paint is pealing and they painted over things that should've been fixed properly first. I keep finding trash in the backyard. I've witnessed arrests, people smoking cigarettes and weed in their home and right outside. Practically everyone here does one or the other. Just recently a family of 9 moved in with 2 dogs in apt 55. They have various cars and only 2 parking spaces. It's a lot of fun having to deal with them blocking cars and parking in the walking area. If I were you don't live anywhere near apt 55. Most of the males like to intimidate people and smoke weed. They are trying to be gangsters in Alpine lol. I've heard them say the N word (they aren't black) and talk about having a weapon on them. You can just imagine how much noise these people make all day. They are just in and out all day, yelling and roaming around the parking lot. Forget the parents they act like teenagers themselves. How are so many people allowed to live in a 2 bd apt? An apartment caught on fire early in the morning last year and when the police arrived they knew the tenant by name. He's a known drug user and occasionally gets arrested. I've witnessed 3 arrests in less than 2 years. I thought Alpine would be different from the city. The rent increased more than $200 for not renewing the lease so they obviously want you stuck here with a lease. Make sure to check every statement every month. We didn't have window screens in both bedrooms and it took 6 months to have them installed! It was a very difficult summer without being able to open the window or sliding door. They send text messages non stop on people leaving laundry too long, blocking cars, parking in someone's space etc. It's very annoying. They threaten to tow cars all the time, I've yet to see them do it. There isn't much common sense around here. Good luck having neighbors that are respectful. Way too many tenants have dogs and no yards. I can hear dogs crying all day long through the walls. If you don't have a dog, this place will be even worse for you. There's dog poop everywhere and people who let their dogs run around off leash. Don't live near any of their 3 small dog parks! People use them between 12am-4am. I hear people talking and their dogs barking. Not fun when you have work or school in the morning. Don't get me started with parking. They just started a new parking system where you have to pay annually for the permit. I've had multiple people use my parking space while I'm gone and I have to honk to get them to move. People still are parking wherever they want. Too many people have various cars and don't want to pay for another spot. They'll store cars in the visitor parking. Supposedly you need a visitor permit and can only park for 7 days there, not true. Actually, there's a lot of "rules" that many tenants don't follow since they aren't enforced. You'll be lucky if you ever find a spot there for your visitor. I've caught tenants trying to look inside my windows so I got cameras. Racism is alive and active here as well. I'm not white so I've definitely have dealt with racism in the area. There was a recent earthquake nearby in Julian, a 5.1. I actually thought it was the tenant upstairs with the usual noise and running around. That's how bad it gets. Mind you it's only one adult male upstairs that likes to drink and bang on stuff all day. When you speak to management they'll just give you typical responses every time with no change. The few tenants who actually do follow rules feel the same but people tend to not speak up. You should feel comfortable and safe where you live and not have to be on alert. Always check all charges, I've been over charged before. My friend who just moved said there was a huge error on her move-out statement. They were charging her 12 extra months for the life of the carpet and paint. Just a few days ago, the Feds were here in unmarked vehicles, wearing bullet proof vests, and blocked the entrance/exit. Lived here a year and I'll make it straight to the point - a leak or overflowing water from every wall, room, appliance, etc. - took two weeks for them to replace my broken dishwasher - physically cried to the apartment manager about how I am uncomfortable by my next door neighbor that repeatedly stops and stands in front of my window, has a dog that physically attacked my dog and multiple others, and called my husband and I a list of names I do not even feel comfortable repeating on here. - laundry has been stolen multiple times (EVEN ON SET TIMERS) - so many dead animals (cats, birds, etc) that get attacked and remains are left all over the "dog area" - two different FBI arrests in our complex - had a leak in our wall and had the closet carpet removed and the same will be needed to be done for the rest of the carpet for mold and bacteria (due to all the water damage from the leaks and flooding of the bathroom) - unbearable sewer smell the day we moved in that took maintenance a week to clear out - my husband and I have both been shocked by not just one but TWO electrical outlets. - the people that work in the office are NEVER in office during their "open hours" or if they are they lock themselves in there and ignore us - multiple dog fights because they DO ALLOW AGGRESSIVE DOGS EVEN IF YOU COMPLAIN - offered us a different unit because I got ahold of the big boss with my complaints. My husband and I agreed not to because we did not want to sign a whole new year lease when we were already almost up with ours. When future problems arose office manager Mark held it over my head. - Mark also tried to accuse my husband of being an "aggressive towards me" in a completely inappropriate, slap in the face comment which is untrue and uncalled for. - trash cans are always overflowing with dog poop bags or there's dog poop covering the entire grass - Mark did not allow a decorative welcome sign outside our door because it "blocks walkways" while most neighbors have bikes, couches, motorcycles, plants, benches, shoes, toys, in the same space I had my welcome sign - my last conversation with Mark he asked if we are new at renting as an excuse for our laundry getting stolen - the day before we are moving out we have a sewage smell and green water coming up our bathtub and had to spend half the day waiting for a plumber I would give zero stars if I could. Everytime i go to the office there is a new employee. Today I had a weird experience with the new girl and I think a new Hispanic maintenance worker. After the strange encounter I received a phone call all of a sudden for a noise complaint lol I am disgusted with these employees. I feel because I am black and living in alpine they are mad lol get a life. Also downstairs neighbors are racist and bang on the ceiling and threaten me and my kids. read more

Our rent was raised by 10% to $2200 dollars a month for a 1 bedroom, 1 bath apartment. I get rental increases, but we were informed of this increase 22 days before our lease expired via email. Which, according to California legal code, rental increases of 10% or less require 30 day formal written notice. I also had received two separate emails that day (one in the morning and one in the afternoon) detailing different offers for the lease renewal. The pricing on the two was about $200 difference so when I asked about the lower pricing, management said it had been a mistake (a system error sent that renewal form). When I asked the manager about my options she was completely un-helpful and stated I would simply have to pay the increased price. They have however stated that they will not bill me the increased rate until October because the renewal was not sent on time. (I have this in writing) Today, I received an email from the billing company detailing my payment for the month of September. Rental charge $2200. So, once again I try to speak with the property manager and explain the situation. I can't even get a word in, she tries to explain that it's a third party and she'll have to confirm with another manager, blah blah. I tried to say it was notated on the account but she wouldn't allow me to speak so I left. On another note, the water is shut off on a weekly basis. Neighbors smoke weed in their apartment (against community rules) which makes my apartment smell quite unpleasant. Plus it isn't safe, local sheriffs are a regular presence at the complex because of domestic disputes and other crimes I will not expound upon here. I have been a good tenant, paid every payment on time and in full. Have not caused any disturbances, haven't damaged the property, don't smoke, or do anything against community guidelines. Been here for almost 7 years- because it's lower priced. Pool broken,raised our rent $135 this year- for what? Nothing upgraded has been done to the units. Walls falling apart,paint peeling,pool is no longer heated,jacuzzi doesn't work,washers and dryers are broken/aren't maintained properly. read more
