Decided to do a random search for River Islands and found some nasty reviews here so I figured I'll put my two cents in and ask that you don't take the negative reviews found here too seriously. Though I do feel bad for people that may have had bad experiences. We moved into RI in 2017 and Kiper was our builder. They were awesome and still to this day I believe they're the best builders in terms of quality and customer support. We were very pleased and satisfied with the buying process. We asked a lot of questions and they walked us through everything without a complaint. Literally we visited the sales office at least five to ten times before everything was through, and even after our home was purchased. There were absolutely no surprises for us. The community is growing at breakneck speed and Lathrop itself is developing very quickly. People have to realize that plans are exactly that, plans. They're not concrete and written in stone. With that said, RI now has a baseball stadium and soccer fields and is working on its business park and police station. What more can they do? Construction has been non-stop. Lathrop is a city with only 22k population and when RI is done it's said to more than double that. A community cannot instantaneously bring grocery stores and other commercial services if its population doesn't support it. The plan spans over a period of years. This was spelled out CLEARLY when people purchased. I'm so grateful to have moved in when we did because we're seeing the city and our community grow right before our eyes. Lathrop now has In-N-Out, Panda Express, soon a Chipotle, a new modern hotel is under construction, and we're less than 10 minutes away from a massive water park and hotel (Wolf Lodge) being built. There's an amazing sushi restaurant, Amici, that pretty much is on par with anything I've had in the bay, and really everything else you may need is in Manteca or Tracy or Stockton. It's like driving from San Jose to Campbell to Cupertino to Santa Clara or to Milpitas and with much less traffic so it really isn't that bad. I will say though. It would be great if RI can get a community center that includes swimming pools and tennis courts or God-willing an ice rink somewhere (ice hockey is growing in California), but we'll just have to wait and see. Also, who knows if we will ever get a version of Santana Row as planned (hopefully we do) but right now there's really nothing to complain about besides the growing pains of a new development (hooligans causing trouble from outside, FYI: Hooligans are everywhere, and their increased numbers is more a state problem than a community problem). Anyway, just wanted to let everyone know, at least from my opinion, I love where I live. It's beautiful, peaceful (for the most part), and even if we only get half of what is promised, living here is quite a privilege and it beats the overcrowded bay area any day of the week. While we love what the community "may" become, it still has a long way to go... HOUSE: Tim Lewis (at Shoreline) is THE worst home build we've ever been associated with! 1 year, 6 months after moving in we've had to take 45 days off work, or "working from home" to meet with Sub's & Contractors to correct build problems. We use a week's vacation, just to be home to have issues of bad design/damaged materials replace that were used in our build. Totally unacceptable! Customer service treats us like they are doing a favor in correcting their non-existent QA process during the build. From months of misleading information, to poor/sloppy workmanship, poor building materials, out & out lies from Sales & Customer Service, and their standard "good tradesmen are hard to find" (implying we need to accept subpar work), to say it's been a rollercoaster would be giving Tim Lewis Communities, far more credit than they are due! Friends in Lakeside 360 and Drakes Bend used the same sub-contractors and tell stories similar to ours. Our friends here in Tim Lewis Shoreline homes continue to have problem after problem. There are many unhappy homeowners in River Islands. COMMUNITY LIVING: Tons of potential, but with the mis-steps the community/city of Lathrop design team has made so far, I don't see the potential coming fully to fruition... The Boat House (local restaurant/bar) finally has new management! Everyone is excited that we've got a place close to home, with owners that care about being a good neighbor. The schools are highly rated. If you live in RI, your children are first to have access to them. PUD DESIGN: There's a couple of small parks that are nice. Surrounding them are areas of spider & wasp infestations! Take a closer look at lights leading to the boat house, most are filled with spiderwebs. If you live here you NEED a pest service! Most service companies don't go on ladders/roofs to get the wasp hives that more & more people are finding at home. The design of the fences that you are required to have around your home looks nice. However they are a haven for wasp nests; something the planners of the community didn't think through. There's several Roundabouts at larger intersections; cutting down on noise, pollution and saving gas. To keep people from speeding thru them, a knee-jerk reaction from the developers was installing "temporary" speed bumps: black rubber and brightly reflective yellow strips. These speed bumps have spread throughout the community. So instead of seeing nice brick work, flowers & landscaping, your eye is drawn to what looks like an industrial second rate neighborhood w/speed bumps. This takes away all the charm of driving into the area that so much time has been invested in planning...another thing that the planners of the community didn't think through. A more appealing look/feel, would have been of brick work and/or planer bins with flowers or shrubbery. A well thought out community planner would have created an appealing fix for the community. SAFETY and SECURITY: Crime has been growing. Early in 2017 there was an open town-hall safety meeting w/Lathrop Sheriffs and Developer Mgnt. Neighborhood watch groups were set up, but this has done little to slow/stop crime. Look at the FaceBook River Island Residents page to see how many cars and homes people are reporting being broken into. A security company has a vehicle with flashing lights that drives around some evenings, but with its flashing neon yellow lights, any criminal in the area has plenty of warning to duck & cover. There are alleyways in the Shoreline area. They have no city/PUD lighting in them at all. The home builder Tim Lewis didn't install or require automatic lighting on the rear of the houses. Several cars have been broken into in these alleys. Again, a bad design with everyone to blame. On a dark night, it is really dark! Seriously 'black' dark! This is not just a security issue, but a safety issue as well...if you can hardly see the ground in front of you, it's a legal action waiting to happen. Yet another thing the planners of the community didn't think through. At the town-hall safety meeting, It was suggested to add posts with LED photocell lighting, automatically coming on at night, powered by a small solar panel on top of the post. PLUS, "No Parking" signs could be added to the post, eliminating the need to keep spray painting the curbs red, polluting our sewers/oceans with red paint chips, and keep the ally from looking like a second rate, urban type community, rather than the nice lake front community it is. Simple, cost effective problem solved, right?...Six months have gone by and RI Management & developers have done nothing about this issue(s). TO SUM UP: Tons of potential! Missteps by developers/Lathrop city looks like turning a profit is more important than creating a coveted premier community for decades to come. Don't move here. They shut the power off daily because they tried to build their own power plant and cannot keep up with the demand for power that they have. Total nightmare. read more

This place called river islands is a sham. First their prices are as if the community is already completely built. As of now it's just an idea. When going to the community center ask why they have not installed a grocery store at the least!!! Now on to the real reason I really rate this place so low. While my wife and I were house shopping here we ran into so many problems. I was away on deployment while my wife was house shopping. We were interested in a kiper home so while I was asking the sales agent a questions over the phone(about kickers that might come with the house) the sales agent tells me, "look, either your going to buy a house today or not." That's when I said I will take my money to another builder here. We went to another builder put down our deposit and added on the California room. Then two weeks later the builder calls us back and says since you have your own lender and not going with our preferred lender we are not going to sell the house to you. I called the master builder and they were no help. So I decided to just buy in Tracy with no problems, closed my loan in 15 days. After everything things started to makes since about River Islands, and I have heard it from many people, they don't want to have many ethnic people living in there community. If I could I would rate this place a zero!!! read more
