There's a side entrance you'll use, go past the restrooms, round another corner to go past the kitchen, and then you'll finally find the counter. You can order to-go or be seated in the dining area (which is also where there are a few slot machines and a billiards table). The guy running the place is friendly and attentive; he refilled our drinks while we were there. There's a decent number of options on the menu, with some great affordable options. Overall a great experience and a good way to get some food in us to resume our road trip.

I've never paid much attention but there could be a card-lock place across the street for businesses that have a membership. Those tractors certainly gulp down a lot of diesel in a week's time. There used to be a ferry here that went over to Arlington, OR but it's long gone now. It was used frequently by the locals to fetch groceries across the river. In recent years the population of Roosevelt has increased dramatically after the town decided that they would build a landfill and welcome the trash from the Seattle area. Trains loaded with refuse keep truck drivers employed and busy hauling the containers up the hill to be emptied. Prior to the landfill, Roosevelt was little more than a whistle stop with a dive bar and a couple of other now derelict businesses. Food here is pretty decent these days as they are feeding local truckers who want and expect a hardy meal at a reasonable price. You'll find that here. Staff is very friendly. There's a little park and boat launch down the road (south) with picnic tables and a view of the river.
