The location is very visible on a corner lot. It's a beautiful large home converted to a restaurant. There were several large function rooms which can accomodate 30, 50, 100 people. For our party of 3, we ordered the crispy crablets, lechon kawali sisig, sinigang na salmon sa miso, and ube toron. The portions were generous, considering they were appetizers. The food was decent. A house turned into a huge restaurant with a nice layout. Old fashioned decor and owned by a well known person. We were 30 of us at a railroad ?! The restaurant is easy to find and located on the corner. This place is great for big groups just like ours that came. The family celebrated a 70 year old mother. The family were able to pre-order food at a certain timeframe and put out some as people came in. Their salmon sinigang was delish. Bicols was ok. The crispy pata was good and good size, their adobo squid (pusit) was delicious and I could eat all of it myself! Their squid in the Philippines is very sweet. It was too small of a portion though. Their kare kare was not tasty and soup seemed like blended squash to me with barely any peanut butter. Their was barely any meat and veggies; more soup. I loved their Sigarilyas Gising gising (green beans, pork and chilies). It was very good. We also had deep fried tilapia presented like it was flying. Very nice presentation. They also serviced a fruit for dessert which tasted like a dried up grapefruit. I forgot what it was called but it was only ok. Their coffee was good as well. Portions are small to me and for the price. The main servers here are all guys but I think they need to smile like they enjoy working here but good service! Haha Is that how it is in the Philippines? Romulo, Romulo, where art thou Romulo? Sorry, I just had to... Ok,Great Pilipino food! Everything I tried (see my pics) was delicious! Came here for a team business dinner and we had a private room upstairs which had one long table and fit us all comfortably. The decore is about various past political figures which are cool to look at. The wall paper was yellow and funky looking which added to the appeal. Service was excellent, which was a great add considering there were about 20 of us. I would definitely come back here when in the Philippines. read more

My relatives and I had dinner here last July 14 (Fri) night under the knowledge that the restaurant was until 10PM (as said by their menu and their online info and nobody told us beforehand). But once it hit near 9PM, a waiter informed us that they were until 9PM only (the 10PM was only for pandemic). We found this unfair because we should have been informed or the info online and their printed material should be updated. It seems like the waiters were rushing (a waiter said there was an event the NEXT DAY, which the manager didn't even know about), and they just started taking our plates and bagging up our leftover food without us saying anything. They even got plates of those who were STILL eating. It was beyond rude and disrespectful. Even when we were bringing it up, they still acted rudely to us. We were furious and talked to the manager, who said it would be investigated. The waiters suddenly just disappeared without any apologies. Until now, nobody has informed us on what happened. I love that it looks like a big house with very elegant interiors. Everything is really easy on the eyes -- the black and white theme, the old photos, the geometric patterns and the burst of color in some rooms. This is a restaurant inspired by the life of the great Carlos P. Romulo, so there's really a lot of conversation starters here and there. But more than the great ambiance, the food is really impressive. It won't disappoint balikbayans who have been wanting to eat some great Filipino cuisine. For starters, they have the classics (like tokwa't baboy or crispy crablets) but they also have a lot of menu items that are not offered elsewhere like the cheese and vigan longganisa dumplings and the tinapa roll. Left a lot to be desired - the wait staff was totally indifferent. Ordered the "fresh" buko shake and it tasted straight up gata milk - yuk. Had to ask 3 times before water glasses would be refilled. None of the dishes we ordered were highlight worthy. The crispy crablets on the topping of one of the dishes were quite hard and crispy is not a description I would use. I'm pretty sure that Romulo Café is one of the go-to spots for balikbayans and foreigners who want to have a taste of great Filipino food. My girlfriend took me here when I came back from the U.S., and I was completely surprised by how much I actually love the food here. My instant favorite was the Penne Carbonara with Vigan Longganisa. My father's side is from Ilocos Sur, so I naturally had a soft spot (yes, my tummy included) for Vigan longganisa. We also ordered the Laing with Adobo Flakes and Bangus Belly in Banana Leaves as other viands. They were both pretty good, but the carbonara really stood out for me. When my sister came to visit, my cousins and I took her here, and she pretty much had the same reaction I had, especially when the Lechon Kawali and the Kare-Kare came out. Romulo Cafe was my first meal upon arriving to Manila and was treated to lunch here by our local relatives. coming from the Orange County, CA area, i thought we had some pretty good filipino food options but after having Romulo Cafe as my first taste of filipino food in Manila, this was waay better than anything i've ever had at home haha. i let my relatives do all the ordering as the menu is pretty extensive with a large selection of items. we ordered all the filipino favorites - crispy pata, beef steak, lechon, kare-kare, adobo, and garlic rice along with other appetizer dishes like crispy squid and gambas. there was not a single bad dish that we ordered. everything was really delicious! and on top of that, the restaurant itself is super cute since its like a converted house with colorful decor. service was great and since we had a large group, we had reserved a private room upstairs all to ourselves. this was a great first meal for me to get acclimated to Manila and really loved everything about this place read more

Romulo Café located in Tomas Morato is very quaint and modern looking restaurant not far from the main streets of the area. It's designed in a very preppy homey kind of way and the color schemes they used are mostly pastels and blacks. It feels like you're in dining in a house that's very edgy. I love the different patterns on the walls. The way they positioned the tables and chairs make the place look really sleek. It's very well designed but still comfortable to dine in. For their appetizers, I would recommend their Pinoy Nachos and Lechon Kawali Sisig. These are definitely good picks to start of your meal! I think the perfect meal to share with the family consists of their Baked Lemongrass Chicken, Boneless Crispy Pata Binagoongan, Flying Tilapia, Lechon Kangkong, Grilled Squid, and their Pandan Rice or Adobo Rice. These are just my top picks from their menu! I like to end my meal with the Buko Pandan with Ice Cream.
