I have had eyebrows done by Regina for several years. Her work has been excellent, and I kept returning periodically, for the brows to be done or a fill. I have never been unsatisfied..... until TODAY. Today, things became political. She hadn't even started the brow fill when I said to her that, during a pandemic, I was surprised she didn't ask her clients if they had been vaccinated. Her reply: I don't care if they have been vaccinated or not. As a client, I do care if I am in a room with an unvaccinated person. When I asked her if she had been vaccinated she flipped out, saying that was not my business, and making some other rude remarks about me being pushy and difficult to work with. First got my brows microbladed and wasn't sure how I felt about it because the color faded into a more black/gray color. At my next session I asked for powder brow and I'm so glad I did! Let me start by saying I have over 20 tattoos all over my body, but a face tattoo, literally freaked me out. I had no eyebrows, too many years thinning them out. I met Regina, checked out her work, and was excited to see what she can do... She is a perfectionist!!! I scheduled time with regina to do micro blading on my eyebrows a couple of years ago. The results were not what I had expected. Instead of individual hair strokes - my entire brow was filled in. The color was fine but I had a very different eyebrow than I was expecting. I didn't say anything as I had to come back for my touch up in a few weeks. I was def not happy but at this point what could I do. Over time as they have faded, I started to see a peach color under my brows. after consulting with my dermatologist and another brow artist it seems that the peach color is not he fading ink but scar tissue. (Like some other reviewers have mentioned) The work she did on me was too deep. Also not seeing the individual hair strokes has to do with her not having good technique for micro blading. I can only hope she has improved her technique as to not do this on anyone else. So here I am left with scarred brows that need laser treatment before I can have someone possibly correct them. I would not recommend Regina for permeant makeup. read more

I wanted to wait at least a month before I wrote my review. I must say I found the micro-blading experience long and a little painful. If you can handle a little pain, go for it. I absolutely love my eyebrows, it was definitely worth it. It's nice not having to draw them on and not worry about smearing them. The first week was a little rough. Days 1-2 days were ok, it was a little hard to sleep on my side. Days 3-4 my brows seemed to darken and look harsh. Days 5-6 I really noticed a difference and started to like them. The longest part of the experience was Regina drawing and measuring my brows. She is a perfectionist, and I really appreciated her taking the time to ensure they were even and natural looking. She kindly fit me in when it was most convenient for me and spent a long time making my permanent eyeliner look fresh again. She uses a 'hand tap' method so no buzzing ink applicator. Back in October, I went to see Regina for permanent eyeliner. I had been wanting it for a LONG time, so I was ready, knew what to expect, and I was excited! I should have run the other way. First, Regina couldn't remember my name which is pretty insulting. Then she asked about my eyebrows....um. I was there for eyeliner, not eyebrows. But, I got in the chair and she did my liner and lash enhancement. It was painful, but I have other tattoos, so I was fine with the whole thing. She mentioned that it would take about 10 days to heal fully, and gave me the after-care instructions and some ointment to use. Again, she didn't remember my name. I followed her instructions TO THE LETTER, but within 4 days, all of the color had come off. All of it. I did a little research and found that the most common reason for the color to come off so quickly is artist error. I reached out to Regina to let her know what was going on, and to ask what my options were. I never received a response. I've emailed, texted and called on several occasions, and she has never responded to me. Not once. So friends, do NOT spend your money with Regina. read more

I found Regina off a Groupon, first red flag! Anyone selling their services on Groupon probably are grasping at whatever customers they can get, even at highly reduced prices. I arrived for my first treatment on a Sunday, I arrived a fully closed salon in Bellevue & Regina was the only person there. Odd... I met with her for a consultation and she began tattooing my eyeliner on soon after. She was very high energy, scatter brained and talking to herself at times. The procedure was very uncomfortable, I've had many tattoos done however she has a very light tough with the tattoo gun so it almost hurt worst because she wasn't aggressive enough. After sitting in the chair for 3 hours to get lash enhancements (tattoo between your eyelashes) she was finally done. I looked in the mirror and couldn't notice any change! I was in shock! I did come back for my 2nd appointment because I wanted to get my moneys worth, this was supposed to be the final session where she does the actual eyeliner on the lid. She called me early that morning to tell me she had a cancellation and would like to see if i could come in earlier, so I moved my childcare around to accommodate. Once I arrive at noon as she requested I actually ended up waiting in the lobby for 40 minutes because she was now running behind schedule. When she finally brought me back she began tattooing my eyelids and again 3 hours in the chair later, I looked at her work and was in complete shock! I said wow they are uneven. She immediately replied I know that, I wasn't able to get them to look the same so you will have to come back for another treatment. She then began rambling on about how all her customers love her and she never has received any bad reviews online. Well Regina here is your first bad review. You suck and need to stop tattooing people. Later I looked up the department of Washington Licensing Board and couldn't find any license issued to Regina Celeste for Permanent Cosmetics, so unless she has a different name she isn't even licensed in this state to preform these services which I've notified Groupon of. Luckily I was able to speak with Groupon and send them pictures of my poor service and they issued me a full refund. About a week after the second treatment the entire portion that Regina tatooed came off, she had only tattoed the very top layer of skin so as my skin shed the ink came right off and now i have a few random dots across my eyelids. read more

Regina did my brows in December 2014. I had a Groupon coupon and I felt that she gave me the same professional service as if I had paid full price. She is very skillful, and she listens to what you want your brows to look like. I felt my brows turned out exactly like I wanted them to. The tattooing was painful, but tolerable. I don't blame Regina for my discomfort. It's just an uncomfortable procedure. I am 71 so a lot of my brow hair has disappeared in recent years. I feel that I look presentable without make-up (if I get caught without any on), but I always hated to have people see me without brows. Brows are an important frame to the face. Now, as I brush my teeth in the morning, I get to see wonderful brows, too. I couldn't be happier with her work. We went out-of-state right after my brows were done, so I will go to the follow-up appointment when we return in April. In the meantime, I have just used an eyebrow pencil to fill in a little bit. I've had permanent brows for about 10 years. My natural brows won't grow in any longer because of over tweezing as a teen. I finally decided to do a review after my 6-month experience with Regina. I think most people have a hard time deciding on this procedure because of the initial outlay. Me too but after two years of vacillating and research, I chose this business, My first appointment was May 5th for the initial procedure and the measurement/color selection for my brows. The first week it's dark and crusts so always do the aftercare. I went back after 6 weeks in July and had a followup to fill in spaces and adjust shaping. Regina asked I check in with her after 4 months. There was fading in the brows (blame it on my thinner and Caucasian skin) but she was a champ and filled in everything I needed. Bare in mind, no extra expense to me. Regina wants to make sure you're happy and she's such a perfectionist. She's also such a sweet and warm person. I had my eyebrows threaded last year by Regina. Not only did she f$&@!? up my eyebrows, but she had the nerve to blame it on the shape of my face. It's like she only knows one kind of design. I explained and showed her examples of what I wanted and yet , she did what she wanted. Also the color wasn't as dark as I wanted them to be. I will admit that when she saw the mistake she made on my eyebrows, she offered to fix them in a few sessions. The first one went well and she was able to make my face look less lopsided, but the second appointment, she wasn't at her office when I got there. The excuse I got when I called her was that she had a sudden emergency out of town she had to deal with. I asked why she didn't call to tell me and she told me she thought she texted me. I received no text message. Another thing, she didn't explain what to expect, which would've been been nice. It was one of the most painful experiences I've ever had in my life. She used topical lidocaine but she has to cut through the first layer of skin before you feel the effect. Even after that I still felt about $70% of it. Some of the areas wouldn't numb up so I felt a good majority of that excruciating pain but I was so desperate for decent eyebrows, I took it. I had to take a lot of breaks during the session. When it came to appointments I always had to text to confirm. Regina claims to be a Christian, but she doesn't do business like one. Ladies take your business elsewhere. read more

Regina Celeste did my lash enhancement procedure about a year ago. It was the best beauty service I think I've ever done! I have lighter hair and lashes so without makeup I look so bare on my eyes. This puts a nice, dark line between and just above my lash line so it appears as though I actually have lashes. It looks very natural and not obvious. When I went in to see her, she really took her time to establish a perfect color and shape for my face. I had very light eyebrows with little definition, and always felt bare without them.
