    Was told my new rental unit would be professionally cleaned. When I arrived every surface was covered in dust, floors had dirt on them, dirt ring in the tub, soap scum on the shower walls, dirty toilet seat and toilet bowl, sink had soap scum in it as well. Every cabinet and drawer had mouse droppings in them, kitchen counter had food dried on it. The fridge was spotless so that deserves at least one star. I emailed the rental company with photos and was told they paid for a light cleaning, told me to pay their cleaning service if I wanted a deep clean or they could refund my money and find me a different apartment. I've already cleaned the apartment myself, and moved in so really their email was offensive. We are in the middle of a pandemic and nothing was even wiped down let alone sanitized. Pretty sure COVID procedures were not followed and I didn't sign any waivers stating it was move in at my own risk. Gross.

    I am furious. My boyfriend rents from SMR and it seems to just be one thing after another for him. He is a decorated combat veteran, who is a full time engineering student at Penn State York, who has been living in this nightmare of a home and renting from these hands off individuals. When he moved into his home he was told that it would be professionally cleaned and when he got there it was absolutely filthy. According to his neighbors no one lived there for two years so it was disheveled. He spent weeks cleaning up his home from scrubbing the bathroom(bathtub, toilet, floors, base boards, and cabinets), kitchen (fridge, oven, counters, and the floors/base boards), all of the closest, and wiped nasty toxic looking sludge from all of the windows. After having issues with a slew of bugs during the summer months during the winter he now deals with mice some how getting into this property. After spending countless hours ensuring a spotless environment, culking every hole, crack, and baseboard to ensure no entry, he is still attempting to make this place livable. Since the winter months have rolled around, he has had his propane go out THREE times after Amerigas didn't answer the phone and refused to show up to service the home (in the lease this is the PREFERRED propane person). After being on top of them WEEKS before the propane runs out they still suck at showing up, but that is another review for their page. On Feb. 8th 2021, he placed a work via their emergency line for a plumping issue that caused the toilet to not be able to flush, sinks not draining, and whenever the water was used causing sewage to be swept back up into the bathtub. Literal poop and other things in his bathtub. On Feb. 16th he contacted the number again after not hearing back from them or the plumber and they said they would re-work the issue and to stand by. The plumber (B&B Plumbing out of YorkHaven) said he contacted us but the message wasn't received until later due to a death in the family, which was made clear while talking on the phone with maintenance. We were told via the line that the plumber was adamantly in contact with him which was a LIE and he didn't grand him entry which was another LIE. This man has been TWO weeks with having these issues and having to use the Rutter's restroom and unable to shower. After spending $98 on a special augar to try and unclog the drains, draino, and a hair catch, he is now staying with me due to these un-livable conditions. SMR is hard to get a hold of, these issues still aren't fixed, the individuals they employ to fix these issues aren't doing their job, and whenever some maintenance is scheduled for septic no one is notified and people just show up. I am disappointed in this companies handling of their tennant and how they are treating a decorated veteran.

Although there are many rules and regulations, they are there for a reason. Having semi annual inspections is excellent. It shows they truly care about their properties and want to make sure that everything is up to par. Whenever anything has broken at our condo, it has been fixed OR replaced promptly. We are moving to Lancaster in the next few months and are truly sad that we will no longer be renting with them!! I HIGHLY recommend century 21 to anyone who is looking for professional and reliable property management/rental services. :)

They did absolutely the opposite and completely denied us immediately due to simple technicalities that could have been resolved over a phone call. Don't know how this place is still up and running with the way they operate their business. The application asked for pretty much the same information that the background check did so why would they run the background check and steal the money from me and my partner if they already knew we weren't going to qualify? That's profiteering and that is not legal. Eventually the state will hopefully catch on to their scam. But unfortunately it's happening more than just at this location many real estate agencies are exploiting people by charging application fees and background check fees without ever having intention on even showing them the property let alone move in. If you're for an apartment and you see this name on the listing just go right past it and don't waste your time and especially you're very hard earned money that I'm sure the rest of you that are applying are actually earning that money with their hands and not just getting it handed to them for the privilege of having the opportunity to live in an apartment complex.

Everyone in the…read morebuilding is friendly (residents, leasing office, maintenance) and if I ever need something from the leasing office or maintenance, which hasn't been often, I've been helped right away. The office staff is great about helping out with packages and deliveries--there are lockers in the mailroom for packages, or if it won't fit in a locker they'll hold it in the leasing office for you. Office staff will notify you right away if you receive a delivery, everyone is good with communication in general. The building itself is well-maintained. The leasing office staff holds social events for residents which is a good way to meet people in the building. It's a wonderful place for dogs--and their owners. It's right next to the park and everyone in the building is understanding about having a pet. Having parking in the building is a huge benefit. I feel safe being able to park my car in the garage. One time there was an issue with the automatic door to the garage (a malfunction that was quickly fixed) during the interim, while they were fixing it, they had a security guard standing outside the garage for us. I thought that was impressive--they are pretty on top of things. I've only lived here in the winter so I haven't experienced the courtyard or rooftop deck, but am looking forward to doing so. The gym is beautiful--it's huge, and never super crowded. I am not much of a workout person but I appreciate it. Finally, I think rent here is a touch lower than other apartment complexes in Baltimore. I highly recommend 101 Ellwood to anyone in the market for an apartment! Jen G.

But over time, the company has become unprofessional, unresponsive and thieves. The home that I live in doesn't have proper heating and the fireplace is broken. The slum lord, Michael Scovitch, refuses to pay to have the heating system fixed properly or the fireplace. First Capitol, especially Kris and Nicole are very unprofessional. They do not answer phone calls, text messages or return calls because they know they are in the wrong. First Capitol doesn't provide you with any prices for repairs and randomly makes up prices to bill you. The garage remote was misplaced on 12/26/21 and I asked them to replace it and they told me it would cost around $50 but 4 weeks later, there is an invoice on my account for $258.26. I called and texted Nicole and Kristine multiple times requesting that they provide me with copies of receipts and proof that it takes 4 hours to purchase and reprogram a garage remote - it doesn't and they know it doesn't which is why none of them have responded and they continue to ignore my calls and texts. I work hard everyday for my money and First Capitol works hard everyday to lie and screw people over! This is one of the most low down, dirty, scheming and trifling companies I have ever come across. I WOULD NEVER RECOMMEND THEIR SERVICES TO ANYONE!!! They are corrupt, thieves and liars!

    I'm sure this management group is perfectly fine if you have zero issues while renting from them…read more They seemed great at first. However, in the event of serious maintenance issues, they are rude and act like you are an inconvenience. Our pipes froze for 3 days and the emergency maintenance line was absolutely useless. Their maintenance team could not fix the issue and refused help from the water company. Management told us this was just an inconvenience and that we should fill cooking pots with water from the utility sink in the laundry room for our toilet tank each time we needed to use it and we'd be fine... We ended up in a hotel and had to fight to get them to cover that bill. They finally did, but found a way to take $202 off of our security deposit for dust when we moved out -- conveniently matching the $202 they covered for the hotel. It's not surprising there were moving trucks at our building every other month with the way they treat their tenants. Avoid this management group, they will nickel and dime you.
