Very disappointed. SOCALGAS turned gas off after they moved the gas water heater vent &we had to hire a plumber to fix! Hiring them may have seemed like good pricing upfront, but I feel the bill was unethically "rounded up"! Example: the receipts they FINALLY gave me has 2 black sharpie pens. Where are they? All the materials that Were billed should be left at the home. Example: we got billed for a DUMP RUN but Steve said it could be filled much higher&they kept it an extra day after they picked it up & I witnessed them throwing things in it from other jobs. They charged an extra hour for a repair area around the kitchen window which was botched AND charged for 36 lbs. of plaster for that smaller repair... I found that they already have complaints filed against them with the contractors board. Go to: www2.csib.ca.gov and look up Contractors Licence #825171 Click on line for: CLICK HERE FOR COMPLAINT DISCLOSURE INFORMATION. I did look up his license# BEFORE they started working to make sure he had an active number and was bonded. When I asked Him for a bid and he said it would be cheaper for me to go T&M. The bills seem padded by my records. Main problem is Steve does not manage the work or manage the quality. I should Have listened to my gut when Steve resisted giving me receipts & had quick, weird thinking answers to my questions&concerns. I.E. I expressed my displeasure that they used MY Home ladder & he said "just put it out in the rain&it will wash it all off". When I wanted receipts He said "it would have to be 300-400 dollars off for you to actually notice a problem&if I had bid it I would have added an extra day anyway. I'm trying to save you money by not spending a bunch of time doing paperwork for you." Now It seems that the receipts are rounded up&things are added that are not at my home or used on my home. Then there is how Steve responded when I said the ceiling was uneven, still had a crack&not done to my satisfaction. I had a Pro Painter over who was shocked at how bad the ceiling looked. Steve charges the same as a pro painter prices so if he couldn't deliver the pro result he should have told me. I specifically asked when they offered to texture the ceiling "Do you know how to do that?". They said "yes we do!". I trusted that. But I had not seen the finished ceiling in the night time shadows of artificial lighting before this. Steve raised his voice & tried to guilt trip me into feeling differently. I said if you keep talking like this to me in this way Steve, this is going to end badly. He snapped "then let it end badly!" Steve said he'd come by to look at it the next day. Did not. I thought they were "professionals" or I wouldn't have hired them. The Friday before this I mentioned in a text that the electrical needed to be finished. He said "what electrical?". His son had me purchase 4 can lights that never got put in. Steve never knew what did or didn't get done. After the cabinets went in the other lights were supposed to be installed. Not. He said several times that his boys worked so fast! But several contractors that have reviewed the job now say $3350. For one week and all that is left: no vent above range, no light fixtures, unfinished dry wall/hardy board-used wrong screws, not taped and thin set BEFORE cabinets installed, gas vent needing redone (left opening at vent unsealed so air flows into house), ( see photos). ETC. He billed me for his son to repair the bad plaster job around the kitchen window area an additional 1 hour. Steve said "it wasn't repair it just needed more work". Steve next said "I charge Time and Materials for all the work even repairs". Other contractors who have reviewed his work and advised me say you pay one time for the job to be done correctly! I waited the next day for an offer to make it right. Still no offer. Kitchen: They bought 3 HARDY boards &used one &left it messy around an outlet (photos) &didn't prepare area for tile, which was the whole point. pro CONTRACTORs since say screws are all wrong, which breaks hardy board warranty or should have left the drywall and put red guard sealant. Hardy board SHOULD NOT HAVE BEEN PAINTED. Painter was asked to paint behind refrigerator area, Not areas that would be covered by tile and cabinets. HERE IS THE HUGE PROBLEM: redo vent by plumber, REDO ceiling texture and REDO ceiling paint, called electrician to have outlets to code and match etc Consensus is these are "handy men-people" who squeeze contractors wages&round up everything. Steve's blow up at me was Monday, this is 10 days later. No amends or offer to provide correct work. In a text he blamed my husband and said he was going out of town for 10 days in a text. So he just quit. He said his boys were "smarter than me" in construction and so he didn't really need to oversee them. But he's the contractor. Look at my photos&read the words attached. read more

Steve Bullard Construction was a pleasure to work with for our home renovation, which included retexturing the walls, complete kitchen and bath renovations, and many other odd projects. They did a beautiful job. Their work was solid and when something needed to be touched up, they were very accommodating. Steve's sons Stirling and Stetson did most of the work and were a pleasure to have around. If someone is working in your home for weeks on end, you want to feel comfortable with them. The Bullard team was always trustworthy, courteous, professional and thoughtful. They were also helpful referring us to other vendors for work we needed, such as glass doors for the showers. Steve Bullard and his team, which includes wife, two sons, and daughter, are absolutely amazing. I purchased a 1953 property in San Like Obispo which requires extensive work. So far I have done well over $10K in business with Bullard Construction and could not be happier. The first project I got bids on was remodeling one of the bathrooms and adding a shower. Bids I received were all over the place. My Realtor recommended Bullard. At first it was frustrating that he could not give me an exact quote, BUT my agent was insistent that his prices were fair and quality was excellent. He narrowed the quote range and I came to really appreciated Steve's honesty in telling me that it would depend on what he found when he started getting into the walls and concrete. I settled on Bullard construction and as they got to work, communication was excellent. Steve or his son Stetson would give me updates and provide pictures as I had requested. Lois Bullard kept me informed on the costs along the way so there were no surprises. Concerned that maybe the vanity would not match, at one point Lois called me from Home Depot and sent pictures of alternatives. Truly over the top excellent customer service. The whole family is pleasant to deal with. When I changed my mind about the configuration, they took the time to talk with me to be sure and then made the change without giving me any grief about it. They informed me and explained followup work which, although not urgent, was recommended for the future, and included pictures to show me what they were talking about. I have since called Steve back to do some of those jobs - both large and small.
