She listened carefully and ensured she understood exactly what I was looking for, so she could show me apartments that would best fit my criteria. She then offered to give me a tour of the property, and as we walked through the complex, Gisele highlighted all the important features, including amenities like the, gym, community area (very nice) and parking options. She also gave me helpful details about the neighborhood, such as nearby stores, etc. I understood the benefits of the location. As we toured the apartment, Gisele walked me through the unit's features, from the spacious layout to the modern appliances and great storage options. She pointed out all the key benefits, like the natural lighting and the view, and answered all of my questions about the apartment's condition and utilities. Apparently the fire alarm issue was caused by a single resident that has now been kicked out of the apartment complex. We have not had a fire alarm since this person was kicked out. So after over 2 years of living with these issues, it appears like it may finally be resolved. For the noisy neighbor problem, we were told to call the cops outside of normal office hours or to call the office during office hours. I called the office, and they supposedly talked to the neighbors. The constant banging has continued and does not stop. I would think a bare minimum for "luxury housing" would be to have some level of peace and quiet in your own home. Despite complaints, Greystar has not brought back 24/7 concierge services. Elevators are still malfunctioning frequently. Regarding the lease renewal issue, the property manager assured me that the month-to-month premium was not a 33% increase, but was a 25% increase, despite the fact that all emails and documentation at every point in the lease renewal process said 33%, and you would be signing documents that said 33%. This also did not address the fact that this premium was hidden at the very bottom of the emails and documentation. We were given a reason for why they shut down the A/C in the winter, but it doesn't change the fact that the apartment gets up to 80 F when they do this. They put an air purifier in the gym, which does help a lot. The Febreeze sprayer is still there and sprays occasionally, but not as frequently as it used to. We had an ant infestation recently, but maintenance quickly resolved that.

Restaurants, stores, the Farmer's Market, doctors, salons. and much more...are steps away. Since it's on the "edge" of the city and a half block to a the beautiful Edgemoor neighborhood, it has all fo the conveniences of city living yet is a tranquil walk though the neighborhoods. I'm sure there will be one in the future for the way they handle deposits because i've truly never seen this in my 10 years of renting in various states. You will have to pay electric on your own through pepco but the building will also charge you an extra $50-70 month for electric that supposedly is for your thermostat (no i'm not joking) so plan on having a big electric bill. Don't expect to get your deposit back and don't expect your appliances to work more than half the time. They try to nickel and dime you for everything. I will attach a pic of the sink I cleaned before move out that they marked as "dirty". The stove was also filthy when we moved in so it seems they took the money and don't actually invest in the cleaning job but they will find something wrong with your apartment. Maintenance absolutely stinks in this building. I have lived at 8001 woodmont and triangle towers and all their maintenance actually puts in effort and goes above and beyond. I've never had my deposits stolen like I did from the edge. They charged 275$ to repaint the unit that's a whole 541 sq ft. They took the deposit and wanted more money on top of it. Something is also wrong with the electric in the unit, which is scary in itself. I could not run my dishwasher or washer and dryer more than half the time without tripping the fuse box. Obviously if you have a busy schedule, this interferes with being able to stay on top of things. When I reported it to maintenance, he showed up while it was temporarily working. He said oh well it's fine now so no need to do anything. This was happening multiple times a week and they never fixed it. The staff is nice and the building is aesthetically pleasing but that's the only compliments I can leave for the place. If you want to pay 2400$ for a shoebox apartment with faulty electricity and an extra 235$ for parking (that you'll have to join a waitlist for) then this is the place for you!!! You should also expect that your rent will increase roughly $300 if you choose to resign, which we didn't. yes, they really want $2500+ for a 541 sq ft apartment with barely functional appliances. No utilities included, and $235 for parking so roughly $3000 with everything. I am grateful we have since moved into a much nicer, and more honest building in Bethesda! you should consider looking elsewhere as well. They said they schedule a final walk through before you move out to discuss charges, but they never did that. Like another review said- expect creative charges!!! Below you will see what they said was "dirty", and you will see pics of how "dirty" everything was. You also see the normal wear and tear on the walls that they are charging $275 for which I have to look into the legality of that. After talking with them they said they'll knock a couple dollars off but they still kept the entirety of the deposit and want more. Bethesda Row (New Bethesda) is great for some fancy dining and shopping while old Bethesda is full of charm and hole in the wall restaurants. The apartment itself was incredibly comfortable. It has a great updated kitchen with modern full size appliances. The massive fridge is a huge plus as well. The living and bedrooms were spacious and have an ample amount of usable space. Finally, the leasing office and front desk have been great to work with for the entire 2 years we were at the Element 28. The leasing office has been professional from the day we toured our apartment through to the final move out procedures. I have highly recommended the Element 28 to friends and will look to move back into the building if we move back to the area.

My roommate and I are both surgeons/doctors and we were moving half way across the country from Texas to Bethesda. I spoke to the administration 4 days prior to our arrival and we had an understanding that once I had arrived here from Texas and after 20-Hour Drive we have an apartment waiting for me and my friend upon a basic discussions of how to obtain the apartment with the prerequisites where we had agreed on. The element 28 admin staff/manager, Max Vaughan, told me they need the following information Prior to our arrival: Social Security, credit history to be checked and a copy of my W-2 along with banks and credit card information (which seems a bit unusual). Everything was provided to them digitally and they confirmed However, once I completed my 20 Hour drive and arrived with my moving truck in Bethesda, Maryland, I was told that additional requirements would be needed upon further inquiry, I was told that I would need to supplement my application with a copy of my income tax return and additionally same is required of my roommate. I submitted all the required information and once I submitted tax information I was told that their "board" had to review everything and the leasing agents would be in contact with me and keep me up-to-date of how my application is proceeding. Despite that we waited from 10 AM to about 4 PM and got another additional phone call asking me to submit the last three months of bank statements from my checking account with a minimum requirement of jabbing $110,000.00 as a balance in my checking account at this point I was under the impression that the leasing company is not going to accommodate us and they are just looking for excuses not to honor the promise they have made because my understanding is that no normal person unless you're a millionaire or a billionaire would keep $110,000 in their checking account. in addition I should state that my credit score and my roommates credit score both came back as 800+ so everything checked out. So we can't help but to have an impression that they were looking for more and more excuses not to offer us the apartment. so I just want to bring that to everyone's attention because a lot of us once we commit to a move specially from a long distance such as Texas and drive all the way here with the promise of being accommodated by this apartment company (element 28) you will be most likely disappointed and I'm not sure if this decision had any discriminatory reasons behind it but we can truly not come up with any logical explanation why this happened except that there was some discriminatory reasons behind a decision. Therefore, I am giving them one star. I wish we could give them less than one star, however, the system does not allow us to do that. But I think it's very important for future applicants to be aware of that because when you like myself, make a commitment to drive 20 hours and arrive here with a truck full of furniture and belongings and you're told that you cannot move in. We find it extremely, frustrating and unprofessional and would like for you to know our experience. Imagine you show up somewhere in a new city not knowing anyone or any place and you have a truck full of furniture and belongings and don't have a place to stay! I have been living at the Whitney going on 13 years now. I've seen many changes over the years…read more Most changes have been great. The best part about living here is the community we have. I have so many friends in the building, not just acquaintances but real friends. We get together often and go places together on a regular basis. And what helps our community is the fact that the Whitney staff takes such great care of us. Since the new property manager, Jessica Hendrix came on last year she has been the best one yet since I've lived here. That's not to say previous managers were not great. It's just that Jessica far exceeds the others. First, she really listens to you about anything you need to tell her. Speaking from personal experience, I was going through a bad time personally and was extremely angry over what were really small issues and took it out on Jessica. Not only did she respond immediately to my concerns, she remained calm and caring and listened. I was wrong to be so angry and apologized. She gave me the time to explain to her where my anger was coming from and she understood and she didn't get angry back at me at any time. She just wanted to make sure I was okay and she did whatever she could do to correct the issues I had with the problems that came about to begin with. I didn't deserve her forgiveness or kindness, yet she still gave it to me. I've never seen a property manager stay so cool, calm and kind when a tenant (me) had gone off on her. I've seen her handle other tenants in kind when they've been upset about an issue with the building or whatever issue that made them upset. She will do her best to make things right. I can't speak highly enough of her. Jessica also has upgraded needed things in and around the building that have been way overdue and has plans for future things to make living here even better. I hope she never leaves. We (the residents) have so much more to be happy for about living here. The best person is our day time concierge. Her name is Lorraine. I call her Rainey. Without her the building would not function as well as it does. She loves all the residents and will give you the shirt off her back. She is professional, kind, extremely helpful and is a great friend to many of us living here. She works tirelessly to put on all our events at the Whitney (and we have many events all year long) and is great at it. She works long hours and participates in our community activities. She's one of us. She's just amazing and that's no exaggeration. Whenever she's off for a even a day you can tell she's not here because some things fall by the waist side. Not real bad things, but you just know it's her day off. Rainey takes such great care of us just as Jessica does. Rainey goes out of her way to help everyone, even our four legged friends. She's always at the ready to greet everyone's pup. She's become such a dear and close friend to me. I hope she never leaves either. Again, I can't say enough great things about her. The maintenance staff is superior. Marcus, Francisco and Javier are fantastic. They respond to the needs of the residents and the building very quickly. They're so friendly and work very hard every day. Marcus and Francisco are fairly new but you wouldn't know it, they fit right in. Javier has been here the longest and I'm happy he has stayed on. He too is always willing to help a resident out at a moments notice. The other long time staff member I want to acknowledge is Donato. He is the weekend concierge on midnights. Again, such a friendly person and always up to talk sports with you for hours, amongst other interests. We've been fortunate to have some of the best concierges here over the years. Sadly many of them have moved on and are very much missed. The new people who come to take there place have big shoes to fill. I'll mention them by name because that's how important, helpful and kind they were and were some of the best we've ever had. They are Claudia, Maria, Charles and Renee. I miss them so much. While no building is ever perfect, the Whitney is darn close to it. Bottom line is, it's the community and staff that makes it a joy to live here. While other new apartments have been built over the years lately, they can't come close to The Whitney. They may have more or better amenities, fancier decor and other things, however, all the "bling" they may have isn't important as the community we have here. It's like a big family for most of us living here. I plan to stay for many more years until I retire and move back to Texas. Management is friendly and attentive and seek to resolve issues as they arise, maintenance repairs are handled on the day of said request, great seasonal landscaping and lovely blooms! Location, location...echoing other reviewers as having a Whole Foods and a Metro stop only an elevator ride away is amazingly convenient. The building is very quiet, especially at night. I highly recommend the units with a western view (i.e., facing the Geico lot) to guarantee plenty of natural light and incredible sunsets. The building was initially slotted as a condo property, hence the superior proportion and quality of the units. I especially love the large soaking bathtubs and spacious closet space! As with everything, there is always a bit of room for improvement. The front desk staff changes pretty often - it's hard to let go of those relationships when they unexpectedly disappear overnight. (Best of luck to Marilyn and Theo who were such assets to WP!) As the community allows for furry friends, expect some daily pees right outside the front entrance and the occasional accident in the hallway. Also, at WP tenants pay for all of their utilities + separately for Pepco; so if your budget is very tight, you may not enjoy the monthly Conservice bill that appears on top of your rent which includes things like hot/cold water consumption, sewer, pest control...utilities that are typically already factored-in the cost of monthly rent in other communities. A two-month notice is required to move-out without any penalty, even when an annual lease is in place. But even in light of the above, we have been very pleased with our experience and recommend Wisconsin Place 100% to anyone looking for a rental apt. in the DMV!

I wanted to like this place and for a long time, I did. The Good: The location is genuinely great. The neighborhood is safe, quiet, and well-connected to Metro and bus lines. If you're not looking for nightlife, the area is convenient and walkable with nice parks nearby. The front desk staff deserve a specific shout-out. They're consistently friendly and helpful, which is honestly rare for large managed buildings in this area. As a managed building, it's what you'd expect: expensive, but relatively maintenance-free living. The Bad: Over the last year or two, there's been a noticeable decline. When I transferred to a new unit within the building, it was poorly cleaned, the dishwasher and dryer didn't work, outlet covers were missing, and drywall patches hadn't been painted over. Getting these basic issues resolved took repeated follow-ups, escalation to the property manager, and more pushback than any resident should need for move-in-ready basics. Management is pleasant enough face to face but tends to deflect and divert rather than actually address concerns. The most recent issue is packages. The building replaced its prior system with a single open room where packages for what must be hundreds of units sit on unsecured shelves. There's no logging, no delivery notification, and every resident has access. The room is fob-accessed, but it's unattended -- if someone gets through that door late at night, there's nothing stopping them from walking out with whatever they want. It doesn't feel secure. My Recommendation: I used to genuinely enjoy living here and would have recommended it. At this point, I doubt I'll renew my lease. The customer service and attention to resident safety have slipped enough that the premium rent doesn't feel justified. If you're considering Wisconsin Place, the location is excellent, just go in with realistic expectations about management responsiveness and building security. Maybe shop around to the other managed buildings on Willard Avenue or North Park.

Additionally, I have lived in apartments throughout Chicago and Milwaukee and have never had as many issues as I have had here maintenance-wise. I think I've had to put in close to 8 requests for maintenance over the past year (faulty wiring for lights, AC going out, dryer stopped working, dish washer broken at move in...). Currently the gym equipment is old, outdated, and in some cases rusty. The carpet in my unit is awful and they won't replace it. They didn't even come look at it when I asked that it be replaced. My locked bike got stolen from the "secure" bike area. The first floor smells terrible. There are not enough parking spaces for all residents, and I was lied to when I first moved in about how long I would be on the waitlist to get a space. Everything in the apartment is cheap and has not been updated. Handles fall off the wall, off the bathroom doors, off the bathroom sink, etc and even though maintenance will come, their fixes only last for about 2 weeks because everything is so cheap. The concierge staff are all very nice and helpful! Bob the leasing agent is also wonderful and a good person to the core. They are the best thing about this place and what I will miss. The pool area is really nice and if you can get an apartment with a balcony it is nice to sit out there. These benefits don't outweigh the greatly increasing number of downsides anymore.
