This is a warning for anyone considering renting 1103 D St, Apt C, in Hayward, CA. I can't in good…read moreconscience not share this as this has been the worst living situation that my family and I have experienced. Though the rent/value and proximity to DT Hayward and Bart may be appealing, it is not worth it, especially if you have kids. We lived here from June 2023 to July 2025. Major Issues we experienced: - Bathroom from unit above/Apt A leaked into our apartment **THREE TIMES** (May 2024, August 2024, and June 2025). This last time it leaked into our kids' room. When the contractor came to dry the ceiling and wall, the leak was actually still actively happening. It probably would've happened even more times if the unit above/Apt A hadn't been vacant for sometime between Aug 2024 and June 2025. - Multiple car accidents at the front of the house have damaged the gate multiple times that they decided to no longer repair it. The front gate door no longer closes. - A couch was left in front of the house by a previous tenant and then someone burned it, which burned the tree next to it as well. Thankfully this fire did not reach the house. The person who started this fire then hung out at the front steps of the house and was eventually arrested by the police. - While Apt A was vacant, people squatted/illegally stayed in that unit. They repeatedly came back and even attempted to enter our apartment. They took out the screen to our window and unscrewed the outdoor light bulb so that they wouldn't be noticed. We had to call the police a couple of times. - We installed a ring camera when we moved in. Random people would enter the parking lot all the time. To APMS's credit, they respond fairly promptly and use an online portal, which makes it convenient to pay rent and report maintenance issues. They handled our small issues (no hot water when we moved in and replacing the malfunctioning heater thermostat) well. The downside is the resolutions to address our major issues were always temporary and inadequate. I've ran into the different contractors/plumbers, for instance, who serviced our apt. They shared that there's a plumbing issue (which makes sense with the repeated leaks). These root cause issues aren't addressed. Instead management blames it on a clog. They get contractors to dry the area, patch up the drywall, paint, and just wait until the issue comes up again. When bath or toilet water leaked into our unit, they only offered rent credit/relocation assistance once out of the three times. They didn't even clean our unit each time. We had to do it ourselves. It's unfortunate but there's a lot of lip service but no actual solution or care. When we shared that someone tried to enter our unit, they simply repeated what we did and called the police. They didn't try to install cameras or make any investment in improving the security of the location. After my experience with APMS at this property, I'm certain that they only care about renting this place out and doing the bare minimum. They do not care about their tenants' wellbeing (even if you have kids) or the property itself. I reported this property to the City of Hayward for unsafe housing rental conditions. A city inspector is scheduled to inspect the property. For any potential renters, please beware.

Upon moving in, I was surprised by the fact that the unit hadn't been cleaned or painted or had any basic maintenance done before I moved in. The walls were patchy, washer smells horrible like mold, several lights that are out of reach were burned out. There were clumps of long hairs all over. The trim that separates the tile from the hardwood wasn't nailed down and quickly came up. The ice machine put out brown ice. I dumped it and found that the inner parts were all rusted. The water/ice filter probably had never been replaced. Within a week the kitchen faucet handle came off. The toilet ran around the clock. The only light in the bathroom went out. All of these issues were made known through the online "meld" reporting system that they use. Photos were uploaded. After two weeks of calling daily about having no kitchen sink handle and having to use pliers to get water going so I could use the kitchen, I finally got an email asking me to "rate my repair". A repair that was completely blown off despite its importance and urgency and my daily calls stressing the importance of needing it fixed. Someone finally came out and put in a new faucet. The toilet was fixed also after my constant calls and badgering. On several occasions I would get a call or two saying that someone would come out within a one hour time period and to be available. I would block out the time period and make sure I was home and no one would show up. So far this has happened 4 times. When I call I go through a dispatch and they tell me that they will be getting back to me soon and no one ever gets back to me. The latest one that prompted me to write this review is the fire alarm. A very simple, easy fix. And trust me when I say I would gladly fix it myself if I didn't just have major surgery a few days ago AND I am 5 foot tall AND I do not have a ladder...at 4am two days ago the fire alarm began to chirp. I knew there was no way I could safely get to it being days post-op. I immediately woke up and put in a "meld request " and made sure to mention all of the facts (I just had major surgery, etc.). I got a call saying someone was assigned to come between noon and 1pm. I was home all day, had my phone on and big surprise, no one came. At 1:45pm I called and talked to dispatch about this and was told that someone would be contacting me and to just wait. No one contacted me. I tried texting back on the text they sent me. No response. This studio is 500 sqf. I just had surgery. There is nowhere to go to escape the beeping of a fire detector. The homes in this neighborhood are just under a million dollars. The rents for studios are $1,600 and up, the rents for homes are $3,000 and up. The cost of living is insane. I'm a single mom. When I say that I have to scrape every single penny just to not be homeless, I mean it. I live here because it was the only option I had that would keep my 6 year old son in a nice community that was safe with good schools and also allow me access to commute to the Bay Area for higher wages. We lost our long time rental of 10 years in April and had been displaced for 5 months without a permanent home. I looked DAILY and applied DAILY for everything I could think of that I could also afford. So when I was finally approved for this home I was absolutely over the moon. Finally a steady home in a nice place. I don't think it's too much to ask for the company who is paid to manage it to do just that. Take care of the basic things that need to be taken care of. Simply communication goes along way. Doing what you say you're going to do and showing up when you say you are going to is simple. It's honest and it's the right thing to do. This company needs to do better. If they need to hire more staff or pay them more, then do it. Serve the people who you are contracted to serve and take pride in your business. Because really, what's the point if you don't even meet the very basic needs of your customers?

This is in response to Jody's reply to my review posted on September 10…read more Thank you for your response. I would like to clarify a few points for the record. Regarding the rental term, our concern is NOT that the lease contained a written six-year guarantee. Before we signed, Jody verbally represented that the landlord planned to remain overseas for approximately six years while their children attended local universities. We relied on that information in deciding to rent the property and understood it to be a stable, long-term rental. Regarding the $300 late fee, our concern was not simply whether the payment processor was down. The payment issue occurred after the management company changed its payment system, and we had a three-year history of timely rent payments. Once we became aware of the problem, we promptly hand-delivered payment to the office. We paid the $300 fee, but continue to believe tenants should not bear the cost of a payment problem arising during the management company's system transition. Regarding cleaning, we understand that tenants may choose their own cleaner. Our concern was the manner in which the company's preferred cleaner was recommended, which left us with the impression that choosing another cleaner could affect our deposit. That communication created unnecessary concern during move-out. Regarding the security deposit, our concern is not the amount of the refund or the deductions, which we understood and approved. We specifically asked for information showing the receipt and handling of the original deposit during our three-year tenancy. Management confirmed that the deposit was held in a Broker Trust account, but did not provide the transaction-specific records or ledger we requested. That is the issue we are seeking clarification about. We appreciate the company's response, but our experience and the company's characterization of events are different.
