Having lived at these apartments for close to 10 years, I believe that I can give a pretty good assessment on them. Firstly, The biggest pro of these apartments is 100% that the office and maintenance staff are some of the most competent, helpful, and professional group of people there is. Every single inquiry we had was always answered and addressed in record time. No other apartment I've ever lived at expensive or cheap, has had this level of productivity and quality in their office staff. The same goes for the maintenance team. Within 24hrs tops or even sometimes within a few hours, the maintenance crew would come to address any concerns you had big or small and would 9/10 times fix the issue right on the spot unless they didn't have the necessary equipment or replacement parts. The team that runs this place absolutely deserves an award for how timely and effective they are, truly. That being said, it's almost mandatory that an apartment community like this have that level of service because you're not getting a whole lot of other amenities or luxuries here. Granted the rent is very affordable but still. No washer & dryer, no patios or balconies, no AC/central air, only 1 bathroom, no high ceilings, no garages, no multiple parking spots, no public/visitor parking. The biggest gripe with these apartments for me was 100% the parking situation. You're allotted one single parking spot and that's it. If you have any other vehicles you gotta park somewhere on the street or at the trolley station around the corner, which gets old fast. Unfortunately there's not much that the apartments can do about it since there's not really any free space around them to create a new parking structure or lot at. It's also very inconvenient having to go far distances for your mail and to do laundry on site unless you happen to get a unit right next to those areas. While the apartments themselves are very old and outdated, the ownership does their very best to keep the apartments as updated and modern where they can. All apartments have hardwood or simulated wood flooring, all apartments have new updated modern windows, light fixtures, and ceiling fans, nice clean bright bathrooms, fresh bright paint and new utilities upon moving in most of the time. Overall for being a basic living dwelling at a reasonable price , the community/management there really couldn't do anything better and for that they get a 5 star rating from me. read more

I lived here for 2 years with my family absolutely regret ever moving here we've had people on ladders come up and look in our windows staring in the house they use excuses as to maybe the windows leaking and they want to check it so they can be up on the ladder looking in your windows if you have anything sitting in the window seal even your bathroom window seal and there's a huge shelf window to put your bottles on for your shampoo etc they will write you up for it. My car had the tags ripped off someone stole them in the parking lot here and they told me I had to remove my car from the parking lot I wasn't allowed to park my spot that I paid for anymore because supposedly I didn't have a registration etc because I seen that tags were off the car something because I didn't even know. A very unsafe area we always have shootings. There was an ambush where two I believe two people got killed there's in one of the apartments a few years back. You can find it on the internet under murder at the Vistans or look under murder at apartments in Chula Vista. They race in front of the apartments down oak lawn. Sorry to be jumping around from subject to subject but there's so much to cover I'm just doing it as it comes to mind. There's always hidden fees add up at the end of the year in December the nail you with it they won't tell you about it the whole year they let it build up. There's a lot of gangs here. They will write you up for having a doormat outside your apartment if it's not up to thier specifications. They're stupid security doesn't come if you call them you literally have to call the police if anything's happening. The security only comes at 10:00 at night to close the laundromats. there's tons of roaches here I'm going to have to show my stuff away because I'm not taking it with me when I leave. They should be held responsible for that these are very old apartments they're built in the 70s they do the typical go to home Depot by the shittiest carpet they have crappiest and they basically temporary fix things from The last tenant and it just falls apart after a month or two of being here. But definitely watch out for the hidden fees I'll get you in the end. OK Google I have kids and everybody got a note on their door last month saying that the children are not allowed to play outside they're not allowed to ride their scooters they're not allowed to play ball basically they can go sit on the grass and that's about it that's about it. Tons of homeless people here. I was at the office paying my rent today I got to listen to a woman that works in the office the extremely rude to somebody on the phone somebody that lives in these apartments. After she got off the phone they sat there and talked bad about the person bad mouth the person and they do this to everybody pretty much. Oh and we had some windows that used to roll out you could roll them out with a lever please be able to catch a cool breeze once in awhile but they changed the windows to double paned which is a double pain in the butt. These apartments have no insulation and my apartment itself got to 102 and stayed like that the entire summer inside and that's not including when we had to cook. It's awful there's no air conditioning. There's no pool anything to help cool you off around here. They have a gang of kids ranges from 9 years old to like 14 that run around here and threaten other kids and beat them up and they pull knives on other kids. My daughter citizen arrested one of them. This is literally upper class projects. These are government ran projects. I'm from talk I'm not sure if this is true or not but he's used to be military barracks. Do your research before you move here and your rent is never exactly what they tell you it's supposed to be they always have some hidden fees so if you're dumb enough to move here make sure you call the office every month and find out how much rent's going to be that month. read more

It offers spacious apartments with easy access to the 5 freeway,schools,trolley station, Chula Vista Mall and it's next to some of the best tacos you'll find in San Diego, tacos El Gordo! I don't usually write reviews but after reading all the negative comments I think I have to say something. I haven't been living here for long , a few months actually but so far it has been good. LEASING OFFICE: I cannot talk about others that work there other than Diana who was the one that helped me with the lease . She was great and kept in touch throughout my whole leasing paperwork. She called me to tell me updates about the application and move in date . She made it easy and it helps that she has a great personality . Again, I cannot say about her coworkers as I had no interaction but if you are looking to live here, go with Diana. PARKING : yes , you only get one parking spot but you do know that before you sign the lease ..... so it's not a surprise. Yes. Sometimes you don't get parking on Oaklawn and have to park in Woodlawn. But it's only a 5 min walk or less . STORAGE: it's a nice thing that this complex give you a decent size storage. If you are worry that someone is going to open it and steal it buy a nice secure lock . FUMIGATING: clean your apartment and don't leave trash overnight . This shouldn't be a problem NOISE: this is a hard one I guess. Depends what building you live??? I havent had a single problem with someone being loud . But also there are no dogs near me so I don't hear barking MAINTENANCE : my stove top stopped working for a reason at 10pm. I called the number they give you for after hours . The management is terrific! I realize that sometimes living here is not easy. Parking is sometimes difficult to find, and occasionally you have to deal with the homeless, but that's everywhere. Chula Vista is slowly but surely coming up, it's just taking some time. The huge shopping area west of here is currently being built, and when it's finished this area will definitely beautified. I grew up in this area and have always loved it. It's gone through its ups and downs, but I'd never live anywhere else. The Vistan has spent a lot of money to keep the grass here beautiful, and has done a good job of upgrading their units. The Vistan is definitely a diamond in the rough, but this area will be going through a significant change, and I'm here for it. The staff is patient, understanding, and always does their best to create solutions under some pretty difficult circumstances. They deserve some praise! read more

DO NOT RENT HERE. SCAM ARTISTS LITERALLY MOST UNPROFESSIONAL AND LAZY MANAGEMENT. i have only lived here a year and it has been constant issues called them a few weeks after i moved in about roaches coming from some where. When we moved in we were never allowed to see the unit we were moving into plus we paid a half a month but then all of a sudden were told we couldn't move in for a week because they had to fix the carpets still never deducted that from the rent. Had my car damaged and broke into multiple times by the local tweakers and homeless in the park garage of the apartments. My neighbor literally had the car stolen from the property. They have cameras on the property but they are only used for them to spy on people not to help in situations that would help with video evidence not to mention they refuse to release footage to the police department of anything that happens on the property. Also the floors are broken in the apartment i rent and a few of my neighbors. In september our heater wasn't working and we were preparing for a new born to get here who end up coming premature. After multiple calls to the office to fix our heater they never did and i had to spend my own money out of pocket and fix it myself because my child end up getting really sick because of the cold ended up back in the hospital. when i asked kristina the property manager to reimburse me for the cost said it wasn't her problem but they would but still haven't and its already may so basically 9months later and they ignore the issue. Not to mention i was told BY kristina if we didn't like it we can break our lease and leave but them i would owe them all the months of rent in full that we were contracted. Not to mention so tweakers set the garbage on fire near our vehicles i went to put it out with the fire extinguisher that were out of date and didn't work supposedly they have security but literally you never see them there. Now currently this month i paid rent to their website where it told me the payment was denied so i paid again all of a sudden my bank account is in the negatives over 1000 dollars then they said oh we will just give you credit for next months rent so we argued about it and how they need to give me back the other rent and ill pay next month rent when rent time comes they end up returning my money and charging me almost $40 for returning my money for not paying rent when its already paid. Then this morning i set the trash bag on the deck kristina had her little accomplice call my wife and complain about it because they were supposedly doing inspections. I literally set the trash on the deck to take down in 5 to 10minutes mind you i just got home from work at 730am and il headed to the hospital to see my son which they had a hand in putting him back in the hospital by not repairing the heater in a timely fashion so now he has been having complications since all of that. These people never do anything to fix what they do wrong. They hire perverts who open your doors with their keys without your permission or use ladders to supposedly clean the gutters but stair in your bathroom window while your kids are changing. The same weirdos they have come supposedly repair stuff but end up breaking your belongings and telling you its your fault you should of fixed it yourself. Never do proper maintenance or bug control allow homeless to stay on the property use our wash rooms as their personal cell phone charging liter area. They rip you off on a bunch of hidden fees and retaliate like high school girls when you call them out on their bs. They are not responsible for anything that happens on the property in their own words. This place is a joke and who ever owns it should be sued also kristina should be sued for her role she plays in 95% of the stuff they pull here place is literally the projects but you just pay more. read more

ATTENTION! Steer away from here!! I regret ever signing a lease here. Place is so out of date and the front office is not the brightest of people . Yeah I said it, everyone who works here don't even know what's going on . They pretend to paint the parking garage and fumigate the place just to raise the rent before the end of your lease only to add $145 at the end of the year to resign it. My roommate and I pay $1445 for 2 beds a month with no gym, no pool and 1 parking spot. Very old out to date interiors and insulation sucks! You pay water separately at a set price of $45 a month . So even if you don't use that much water they'll still charge you for it. I'm already trying to sublease mine out. So please !!! Theres a lot of other good places out there! Absolutely WORST place to live!! They show you an apartment thats all fixed with new everything, but the apartment they give you is not like that at all!! So much shady stuff going on in these apartments and around that area!!! They fight you on giving back the deposit, the laundry rooms are nasty, parking is a joke, so much more but I'll leave it at that! I have to say that the management of the Vistan Apartments is beyond awful. They lied to us from the beginning about many things- but especially regarding the return of our security deposit. They did a pre- move out inspection on December 31 and said everything "looks great." There was no damage anywhere in the apartment and we left it sparkling clean- only the carpet needed to be cleaned, which we were going to allow them to do, and take out of our deposit. CLEANED- not replaced like they are trying to say is necessary. There is not one bit of damage anywhere on this carpet- just some traffic marks. It started out brand new and we never even wore our shoes in the apartment most of the time- only guests did. You do NOT have to replace a carpet that is a mere two years old simply because it needs to be cleaned. They are using any excuse to try to STEAL our security deposit- so prospective tenants please BEWARE! If this is how they treat us- and they said we were "the perfect tenants" then you have NO chance with these crooks. If they do not give us back what we deserve of our security deposit- less what we owe that is FAIR of course since we are reasonable people- then we are going to report them to the Better Business Bureau and most likely going to sue them. We have the pictures to prove that they are being dishonest. The treatment we got from them is disgraceful- and we literally were never late on the rent and never did anything wrong- so trust me- you will not like this apartment complex. Not only is it poorly run by a group of liars- it is nearly impossible to find a place to park- and there are so many disruptions to your privacy from day to day. The tenants are treated like third class citizens- often with notes being stuck onto your apartment door. Many times we did not receive these notices because the wind blew them away. Apparently they were too cheap to spring for a postage stamp to mail it to us. Then literally you would have 15 minutes to move your car out of your parking space for the next 24 hours (with virtually no place to park anywhere else) so they could repave the lot. With 15 minutes warning? Seriously? You were out of luck if you did not get out there quick enough to leave before your car was either towed away or stuck inside the lot! Not to mention that there are degenerates running around through the entire complex- while the "security" was chatting at the end of the block- oblivious to it all. If you want to take your life into your hands- then this is the apartment for you. If not- then do yourself a favor and look elsewhere! Note: After I sent in a dispute of the security deposit, they ended up doing the right thing and returning almost every sent of it. It was not right what they tried to get away with- but at least they came through in the end. I would remind everyone to make sure to keep accurate records and take pictures to back up your facts. read more

So when I came into the office to see if I can get an apt Adriare was super nice to me and made me feel welcome and had a smile on her face. I've been living here for almost 3yrs. I have no complaints. It is kinda noisy but that cuz we live by a super busy intersection and the trolley so it's normal. Maintenance wise I haven't had any issues ones I call it in it get fix with in that week if it's an emergency it gets fixed ASAP... The only bad thing is they don't allow pets. They should at least allow small ones. We have onsite security. Haven't had any issues with them. If u need assistance u can call them and they fix the issue right away... They have a friendly staff... Most parkings have storages which is great... Because this is such a large complex you would think pests!!! Well I have had any issues. The apartments are bright during the day my electric bill is low because I don't need to use it as much. read more

Not a good place to live in, the apartments are old asf, they all come with carpet which is clear, and the problem is that at the end, they have the excuse that the carpet is dirty to NOT give you the deposit back. There are always problems with the plumbing because of the old pipes. There's only one space for the parking, and if you have more than one car you're going to spend horrible days looking for a parking space. There are always people that don't live in here around the apartments such as homeless, and weird men. Someone tried to open my car once, and my storage like 3 times and they don't do anything about it, they just don't care. There are always problems, I've seen the police several times. They have security but is just for you to think that is a safe place, it's only a young man walking by with the security uniform. There are always noises in the morning like at 6:00am from workers cleaning the grass which is annoying asf people is trying to sleep. They say pets are not allowed but this is a lie everyone in here has a dog, I've seen pitbulls and huskys which are big dogs for these apartments. This was the worst placed I lived in taken in consideration that this was my 1st place. Some people From the office were actually friendly but other were so rude. You cannot be music on during regular hours because it was too loud. But yet when I first moved in the first I got welcomed with was cacaroches do disgusting.and they would have someone going to try and put tramps and yet it took like 5 months for them to leave. And then when we left apparently the carpet was too dirty dispite the fact it was only 2 people no kids do it had to be replaced. If I could give less than a star I would. These are the worst Apartments ever I have been living there for 4 years now. This year was my chance to get out finally because I was going to do the month to month until the apartment complex I was interested in became available. They told me 3 weeks before my lease was going to expire that I can do the month to month. A week and a half before my lease is going to expire I had inform them I was going to stop in to the office and sign my lease for the month to month they told me yes that's fine I can go on the following business day. The next day I went into the office to sign my lease for the month to month lease and they told me the owners are not allowing the month to month anymore. They said I can either move out or sign a new lease. So unfortunately I did get stuck in another year lease. The plumbing here is so horrible I have had them unclog my sink so many times within the last month or so and I do not put food in the drain at all. I've had my car broken into and my purse stolen. I have never paid late at all my whole time there except one time I turned on my check 15 minutes late on the day that it was due and because the office is closed they charge me a $50 late fee. I'm just miserable here unfortunately I cannot move because I sign a new lease and cannot pay the $1,250 to move out early. Only giving a 4 stars because it is outdated and parking sucks, but you sign the lease knowing that. Otherwise my experience with staff has been positive. They treat you with respect and kindness as long as you treat them like the humans they are. They cannot control the environment around them. This is a city and we live next to a huge trolley station so yes, there are homeless people and cops. That's typical of any high traffic location. Every year the rent gets raised, unfortunately rates are competitive, so that's expected everywhere. Maintence is always kind and does the work as quickly as possible. They always come on the same day I call them. Never any problems with my rent payments. People saying lawn maintence starts at 6am are wrong. It starts at 7am and they start at the front, which is the area I live in. Never had any problem with neighbors. And if there's too much noise last 11pm you can put In a noise complaint to the office and they will let the noisy neighbors know . I've been here 3 years now. The bad experiences I don't blame on the apartments themselves. They can't control other people's behavior. read more

I have no complaints, great price for a 2 bedroom and a great location. We've noticed the street is a little busy but i only have one vehicle, so no problem for me. I love the convenience of the laundry room, i can use my VISA card, i thought that was pretty cool. GIrls in the office are really nice. I dont have roaches like the other reviews, i keep my apartment very clean. I still have not had a maintenance issue yet and have been here for 6 months. read more

I lived in these apartments a few years ago and I can't say I can complain about anything. I never had problems with the staff, they were always nice when I went in to ask them for assistance. The worse thing about the place, which should be expected, is the crowded streets, but even that wasn't much of a problem for myself and my family. WORST PLACE TO LIVE IN!!!!!! They are always making excuses to not help with the problem. When I gave my 30 day notice, I asked to be present when the inspection was going to take place. They rescheduled on me 3 times and when I was 2 minutes away from being there, I was told that there was an emergency and had to rescheduled again. I got to my house and my next door neighbor told me that the inspector and the manager had just left my house. Why the hell do they ask if we prefer on being there if they don't even respect that??? Also, my carpet was not even dirty whatsoever.. Had it cleaned and i get a bill that instead of me getting my deposit back, i had to pay over $300. I get the letter 2 weeks before I have to make the payment, if not, I was going to be sent to collections. I wouldn't recommend living there... read more
