Walters Management has revealed a clear failure in handling our community's needs. They neglect the most basic day-to-day operations, failing to maintain essential services such as ensuring compliance with community rules. Vendor oversight is non existent or worse, intentionally overlooked--allowing subpar work which then issues are left unresolved and as a result, requires work to be re-done which costs our community. Instead of acting in the best interest of our community, they appear to take direction from a corrupt board; leaving them unchecked and allowing for their decisions to compromise the HOA's integrity. Our community is left unmanaged and underserved --a serious disservice to residents they're paid to support. read more

Your mileage may vary based on which property manager from Walters is assigned to your HOA. I've had the displeasure of working with a terrible one(name withheld). This person is the embodiment of apathy and utter laziness. Whenever any of the residents bring up issues, said person is quick to refer to the CC&R and HOA bylaws as if the residents didn't read(we did) those before contacting them. Each time the email response comes back snarky and without professionalism as if we are being an inconvenience. Therein lies the problem. The residents are reaching out to them as we have read the rules and to have the property manager to enact said rules--but she can't be bothered. All in all, the person Walters assigned as the property manager for our HOA was a net negative. She provided neither assistance nor benefit to the residents or the HOA. read more

Called with issue about closing is homeowner off from driving on our street for 36 hours. Spoke with Nicole and explained I'm partially Disabled and can not easily walk up And down the hill wheee they want us to park. She said she has same issue in her community and has kids to drop off at school and I asked if she was disabled. She said no and she would reach out to project manager to see if any options. I also asked about having to park my car in street over a block away and there have been breaking in community will they have our security step up tonight. She had no answer then I asked if she could call me back after speaking with project manager and I would call my attorney to see if I was over reaching. She said I am ending call now and hung up on me. I called back and they hung up on me again. I recently applied for a sunroom/patio cover. The company uses a product called Elitewood, which is a type of aluminum. The hoa disaproved my project as this product is aluminum. The reason they gave me was, ("it's in the rules, no aluminum). The are unable to give me an answer on what is wrong with aluminum. Actually the product looks like wood, paint, texture matches our house. I checked with other construction companies, and most of them use this product, as it is much cheaper than wood. She literally told she can't understand why I am upset. I spoke to 3 neighbors and they are pissed also so I guess Rosanna is in the wrong industry. Before you buy a property in the area make sure WALTERS doesn't manage it. Never buy a property they oversee. It's lost money. I will never make the same mistake again. I see someone decided to reply to my post. The real facts are the construction was simple and the workers hadn't been there since Thursday and this is Tuesday. The job they did is poor at best. Better yet, charged a ridiculous amount to install solar on our home for regurgitated agreements to be signed and recorded. We lived within the community of San Miguel Ranch near Eastlake for 6 years where we owned a home. Walters Management was the managing HOA of the community. We made a down payment of $250 to rent the clubhouse for our granddaughter's birthday party in September. In October we sold our home and moved to a different community outside of San Diego. We never received the refundable deposit of $250 from the HOA. Josh, the manager told us in an email that he forwarded the check to our address on record. As of December we haven't received our refund nor has the check been cashed. We sent several emails to Josh requesting that the check be resent however Josh never replied to our email request. I called Walters Corporate office however no one returned my calls. I guess the next step is small claims court. So beware if you move into or purchase a property managed by Walters Management as your HOA. read more

As a resident/owner in a town home community(Charter Point) managed by Walters Management, I/we are considered the enemy which is really "rich" considering the homeowners are the ones who pay for the management through our homeowners fees. Their goal is to avoid any responsibility. In our case, painters hired by Walters dislodged some cables from both my unit and adjoining unit. When asked to reattach (requiring a tall ladder), they simply responded the painters deny culpability. What? Anything they say trumps anything a homeowner says. Now they threaten a fine. My escrow already sent them the checks and took care everything. Contacted Cheri Lucas she saying didn't receive any closing documents from my escrow, which is not true. Mu escrow responded with an email with all the documents. I called Cheri again she saying just got the documents will process a refund . Now the 14Jan, we still didn't not receive our refund, Cheri didn't responded to my email or call me back. Finally got hold of Brittney, she saying will request accounting to cut two checks refund back to us and will take two weeks . We paid $890 for HOAs documents and $280 for a HOas transfer fees, they could got the job done/right. read more

Added a star for the security guards here at The Summit at Eastlake for helping us during our event and they told us that the clubhouse actually have dumpsters to throw away our trash. Walters Mgmt. staff informed me initially that we have to bring our own trash bins. OMG that's misinformation right there. We have the place from 1100-1900 and at 1130 our fob keys doesn't work so we had to find the guards to open the clubhouse for us so we can setup. It was such a hassle i ended up calling the office and giving the first person on the phone an ear full since it's really upsetting when you're promised something would work the day of and doesn't. read more

They don't answer phones, respond to voicemails, or emails. Bought a boat, was hoping to get it into the storage lot, but 0 replies to several calls, messages, and emails. Neighbors all say the same things- it's like they think we don't talk to each other LOL! Guess they don't want to make money or be responsive to their community. Saved money though-have friends with a piece of property they use just for storage and that's free! Their landscapers cut down flowering bushes so much, you end up with more sticks than greenery and fauna- what's the point of flowering bushes if they keep destroying them? Landscapers also don't move out of driveway areas or roads when people are driving through... Pretty sure we pay them to work? Pool area is always a mess, the bathrooms are GROSS! The pool guy always did great work, but this year things are really lacking... I recently moved into a new home in the Otay Ranch Three community where the HOA is managed by Walters Management. I cannot say enough great things about our community manager, Jaime Kim! Having moved in just two weeks ago, I have sent Jaime a myriad of questions dealing with issues such as HOA rules and regulations, pool/parking decals, etc. Most recently Jaime has helped me track down the paint brand and number for the exterior of my home so that I could try to obtain the paint without having to provide a paint chip to Lowes or Home Depot. Jaime went over and beyond by getting the builder paint scheme AND also providing a list of phone numbers for Vista Paint locations in San Diego! Another time, she alleviated my concerns about having Cox Cable run an external cable from the ground floor to my daughter's room, and not having to go through an architectural review. Jaime is always prompt and kind during our communications. If you ever move to the Otay Ranch Three community... Welcome! Over the years I have dealt with a few HOA management companies and normally you contact them and you feel like your bothering them, even though your HOA fees are paying for their service. This feeling changed when I contacted Walters, specifically Jamie whom I email and she literally emails me a reply in 5mins. She is so considerate of a homeowners concerns and worries no matter how trivial they are and replies with a result or an answer. For over a year the furniture at my community's pool has been falling apart or coming up missing. When I initially emailed Walter's way back then I was told that the furniture was on order. Fast forward to the present and still no action and now the shower head at the pool is missing. There is a pile of broken furniture in the corner of the pool area. A landmark to their lack of concern if you will. I emailed pictures of the issues to Walters on 16 August and received a reply on 19 August that the issue was being forwarded to management (Ms. Ardilla and Ms. Graham). It is now 30 August and I have heard nothing back from either. Not even a courtesy email saying that they were looking into the issue. It seems the only thing that they are timely about is collecting HOA dues. Which seem to never be reassessed even though there have been dozens of units built and moved into since we moved in three years ago. Makes me wonder where all that extra money is going. Because I know it isn't going to maintain the pool area. read more

ATTN WALTERS MANAGMENT: Deena is awful when I tell you this lady really abuses her power of authority, She does!! If you rent out the club house and pay your $500 deposit she comes in during your gathering and watches you, like no joke! She came in and was watching my party not saying anything just watching like a real Karen. When I asked her if I could help her she said nothing and kept watching, I told her we were all adults and to leave and she did. But I am sorry that is ridiculous and when I tell you this is only one of the instances of things this Karen has I am serious. I am going to proceed to find out who her boss is and really ask that corrective action be taken with her. I am not the only resident who is fed up! I lived at Charter Point since 1996 and would like to give a big shout out about our property manager Jamie Kim. Kudos to Jamie for handling a 274 unit property and keeping it in tip top shape! Jamie always answers my emails with in minutes (not days) like other places. She is a highly educated property manager knowing all the laws and rules pertaining to HOA's. She aims to please the homeowners at Charter Point and that's no easy task. Property managers carrying out the wishes of the HOA board and what has been voted on by the people we give our proxy's to. Jamie does a wonderful job with a pleasant attitude of trying to make everyone happy a real asset to Charter Point. read more

Ms Melinda Young is great and I tell you why: I submitted an application for a gazebo to our HOA board and was denied because the frame was wood and is a potential fire hazard, i get that, but I did specify in my application that I applied a flame retardant polymer, approved for use in California, still denied with no explanation why. although I have contacted the Chula Vista City Engineer and Chula Vista fire marshal and received their approval. They were requiring me to have the polymer approved by the City Engineer, the only reason they could not provide a written letter is because it was not required as per the City building permit. I reached out to Ms. Young for assistance in the matter, although the HOA board was not within her responsibilities, she went above and beyond to help me plead my case to the HOA board. In the end, it was still denied (I realized that none of the board members were actual architects and engineers, although I contacted the actual city engineer and the actual City Fire Marshall, I guess the board knew more than they did ;). I sold my old gazebo and purchased a new one, full metal. I may have not won my case, but Ms. Melinda Young was there to assist me until the very end even if it wasn't her job to do so. Only a few people exist now a days that are willing to help people they don't know, even if the case was lost, I am very content that I found one of the very few people willing to help a stranger. I live in Otay Ranch and we are seriously considering moving because the HOA is so horrible. We keep getting letters to paint our fence. We painted it with the exact stain they put in the letter and I sent an email with pictures for proof and they still sent us a fine. The neighborhood is horrible. People from the apartments leaving their cars in front of our house for days at a time, people littering all over our yard but yet the only response I get from these people is about the fence. HORRIBLE!!!! Eastlake HOA has way better amenities and the HOA throws family friendly functions. read more

Jamie and Arely came through again for us and we are so pleased to have both individuals as part of our Walters Management HOA. Over the past two months, we decided to move forward with installing Solar on our property. Once we decided who to go with, I contacted Jamie and Arely who once again responded "very quickly" and provided detailed guidance on the whole HOA submission and approval process for Solar. I was provided with forms to fill out, details of what was needed for HOA initial review and final inspection. I could always rely on Jamie and Arely as they were always there to answer any of my questions throughout this process. It's so awesome that us homeowners have two great assets at Walters Management that we can always reach out to. Thank you Jamie and Arely for being so professional and detailed oriented. This company's is horrible with communications. They are constantly being rude when emailing and talking to people. The people responding to my emails must not have been around very long and have a huge ego that needs to be adjusted. If In fact they have been in their positions for a while I am not sure how this company can still be in business much longer. I was amazed at how many 5star reviews this management team has. Seems to be fishy especially since we have had continuous issues with them within our community. I had one issue (1) with them and the way they responded with numerous email in CAPS and never answering the simple question. WOW well I hope Walters Management addresses this issue and provides these 2 gentleman (David Alva their community guidelines administrator and John Cruz their general manager) some training. A person named Omar Arce was also CCd on the email although I do not know his title. This company should look at the string emails and see how their company's reputation is being put on emails from David and John. Completely unprofessional and rude. read more

(I'm a resident at eastlake 3 association) but to my surprise a young woman by the name of Karina Cadena helped me and it was a wonderful experience. She was so genuine and smiled the whole time and didn't have any attitude when answering my questions. I now have no nervousness when it comes to having questions and she put my mind at ease. We are proposing for improvement project in our front and backyard. For our Backyard .The reason when it rains in our, we get soak when we step out of the door and the door is hard to open or close.. it cause the wood to expand because of the water. We don't want our house to have more complications that would contribute to our house breakdown. For our front yard . Our front yard is not labeled as you see. When it rains too, it gets flooded. HOA at times gives as violation for not mowing our front yard. And we are busy people. We also think something to save water. So we decided to propose a stamp concrete instead of all grass in our front yard. We still want plants so we are proposing the water saving plants which is the succulent. We paid the $300 for processing already. But when we submitted. They didn't approve it. Instead they gave comments like "according to montecito architectural standards. Total hardscape, including existing driveway areas may not exceed 50% of total front area. They were saying also that the one we have already is far more than 50%. We have pictures. And we question how? We have few of our neighbors that has way more than 50% concrete. I wondered how? It look nice though and very pretty houses. We want to copy their idea. Now we are thinking of not continuing the project because, Lucia Garcia-coordinator of architectural said that if the next drawing that we will submit is still not good they will let us pay another 100$ to submit a propose plan to pay the architect. Does Walter management giving us hard time here?We are trying our best to follow your rule even if we felt that we are being abused by your rules and regulations. Can you explain it more.
