We are proposing for improvement project in our front and backyard. For our Backyard .The reason when it rains in our, we get soak when we step out of the door and the door is hard to open or close.. it cause the wood to expand because of the water. We don't want our house to have more complications that would contribute to our house breakdown. For our front yard . Our front yard is not labeled as you see. When it rains too, it gets flooded. HOA at times gives as violation for not mowing our front yard. And we are busy people. We also think something to save water. So we decided to propose a stamp concrete instead of all grass in our front yard. We still want plants so we are proposing the water saving plants which is the succulent. We paid the $300 for processing already. But when we submitted. They didn't approve it. Instead they gave comments like "according to montecito architectural standards. Total hardscape, including existing driveway areas may not exceed 50% of total front area. They were saying also that the one we have already is far more than 50%. We have pictures. And we question how? We have few of our neighbors that has way more than 50% concrete. I wondered how? It look nice though and very pretty houses. We want to copy their idea. Now we are thinking of not continuing the project because, Lucia Garcia-coordinator of architectural said that if the next drawing that we will submit is still not good they will let us pay another 100$ to submit a propose plan to pay the architect. Does Walter management giving us hard time here?We are trying our best to follow your rule even if we felt that we are being abused by your rules and regulations. Can you explain it more. You're going to pay HOA for an association that doesn't enforce ANY of their rules and regulations.. on top of that, they don't return your calls when you follow their guidelines for approvals on home improvements creating delays in your house work. Worst HOA to deal with. You're giving your money to a bunch of people who don't do their jobs. Giving one star is being too generous. read more

I went to this office on 22Dec15 to inquire about not receiving my HOA bill. I had just moved in and my month was approaching to pay my HOA but I didn't know who to send my payment to. So I go only to meet the girl at the front desk who hands me this sheet to create a login. I had told her that I had Walters Management for my last home so I know that my login and password were printed on my bill and asked if she could provide those to me so I can register. She tells me that " I have to make my own password" again I reiterated to her that the system assigns you a password and she told me that the password is one I can make. So I left it alone. I then turned in my paperwork for my decals and was told that she would give it to the processing person. Here I am a week later and nothing. I was told that I would receive a "phone call' when it was ready. NO mysterious phone call received. I think they should annotate on the application itself the steps to receive your decals. I have tried to call during working hours only to find no one picks up the phone. I got an email from Cynthia 12/28/2015 stating that Elena would provide me with my HOA account password and I never heard back from Elena. No phone call or email. Luckily I received my bill so I don't need her services. Then I get a phone call from Cynthia 12/29/2015 after I left a message on the answering machine stating how I have yet to get his "mysterious phone call" that my decals are ready. Cynthia then states that she has sent my decal paper to the shack and that someone should call me by 8pm 12/29/2015. No one called me yet again. I am not sure what to do at this point. I just feel like I am not being taken care of when I am just trying to be a good citizen. read more

If you're thinking about buying a home in Charter Point, don't. This is the worst HOA I ever had to deal with. They complain about every little thing. Send you ridiculous letters about complaints they have recieved. And they do this without having any actual evidence of an infraction! All it takes is one person complaining! I called the office to ask questions about renting the club house. The person that answered the phone was Laura. She was super friendly!! Laura answered all my questions and even asked if I wanted to come and see the club house. She is amazing! Thank you Laura and Walters Management! Mr. J. Cruz provided excellent customer service in assisting me with a very hot button issue within my community. He was thorough and patient in explaining information I needed to address my complaint which is actually outside Walters Management's prevue. Always Professional. I have been a Walters HOA customer for 6 years now in the Rolling Hills Ranch/RHR2 community. I have only had the need to contact Walters a handful of times, but eery time i have, I have been treated with respect and a sense that they care about my concerns. They are always thoughtful and always listen to my needs as a homeowner. A recent urgent request for snail infestation from association property into my property was promptly, within an hour responded to with a resolution and not an excuse how it was not their problem. I really appreciate the dedication by the staff, namely Jamie Kim :) and Lindsay McQuien. They both Rock! I believe you get back what you give and Walters always responds with sincere consideration of our HOA needs. read more

Walter Management is my HOA. I was very impressed with the service provided by JAMIE KIM, Community Association Manager. There were two instances. One time for a $10 that was charged as fee by HOA since I had a revert my ACH payment she dealt diligently to get the money credit. Second time to install Solar Panel, she was so swift and diligent to in all the responses. She goes above and beyond to make sure the residents are happy and their needs are taken care. Walters Management group sets themselves apart from the pack with their excellent customer service and attention to detail. I live in the Millenia community and also own two other properties elsewhere, but working with Jamie Kim and Jessica Vermillion has been by far my best experience with an HOA company. Things always come up due to difference reasons and unforeseen circumstances and they've been very flexible and understanding regardless of the matter. I have dealt with many property management companies in my 65 years on this planet. I have to say that since we have moved in to Charter Point we have had a great experience living here. From the very beginning Walters Management has been helpful and fair. We had our cars towed the first week because we were not totally aware of the rules and the towing company had made a mistake. Our money was refunded by the towing company because of the mistake they made. This would of never happened unless the Good People at Walters had not looked into it ! Jamie Kim from Walters Management provided great customer service at Charter Point Chula Vista in helping fix the door to the pool/Jacuzzi but it seems to be a reoccurring issue weekly as someone keeps locking the bottom lock not allowing residents to use the facilities. They aren't even worth a star. Probably the worst hoa. All they are concerned with is receiving their monthly payment. Our complex has had rats (my neighbor once had 31 captured) the hoa told them cause they are on your property it's your problem. Now a couple of neighbors have raccoons and they say it's in your yard your problem. Well all these issues don't start here they come the outside. Tree complaints too. The rules say no tree should grow higher than your roof but my neighbors tree is above that and we have their roots under our deck. Called the hoa they tell us it's on their property they have rights too. But god forbid you miss a pymt and they're all over you. They are a terrible organization. read more

I was a little nervous after reading the reviews of Walter's Property Management, my HOA, about how they would handle my issue. I left a voicemail for Kelly or Olivia as they are the Andorra at the Summit property management team. I didn't know if they would call back or return my contact. I completely forgot about reaching back out to them the following day. They DID call me with a quick resolution to my problem. My home warranty was trying to blame a faulty A/C on the sprinkler placement. Olivia B. had the contractors out that afternoon to have the sprinklers redirected. Outstanding support from the Walters Management office in Otay Ranch. Huge thanks to Jamie Kim and Arely Valenzuela... both are great to work with! Fast, professional, and responsive. Case in point, a mailbox in our district was accidently hit several months ago and off of its foundation. Reported it the next day and within a couple of days, it was replaced. Full disclosure, I am on the homeowner's board, so I work closely with the office, especially Jaime and Arely. Jaime and Arely are fully prepared for meetings which are timely and efficient because of their direct efforts. Admin reports are spot-on and resolving maintenance and upkeep issues is smooth. If you have never been a member of a homeowner's board, it's not easy and there are a lot of administrative items to address in a limited time frame. Jaime, Arely, and the entire Walters Team definitely go above and beyond. read more

I've had some minor annoyances with them, but no actual legitimate complaints until recently. I've lived in my house in Rolling Hills for 7 years now without any issues, but within the last 2 months I've gotten 3 HOA violation notices in the mail and several of my wife's friends have had similar experiences lately, too. They don't answer the phone, and they don't return phone calls. It really sucks that I have no choice but to keep on paying my dues that they'll use to threaten me with fines and hearings. read more

I tried ordering guest permits which should be allowed 10/month. I only ordered 2 for December but I am not allowed to order anything anymore online. I tried calling reliant parking since Walters Management is "closed for the holidays." December 29??? is not a holiday but anyway they can't order me permits because they said it has to go through management. I tried calling the emergency number for walters but they can't help me either. So now my guests coming over for this weekend have to park far and walk to my house. Why enforce parking regulations when the HOA can't even follow it's own rules limiting a person to two guest permits per month. All the reviews in this section are true. They should just take out the word Management. read more

I'm a new home owner at a property managed by Walters Management and my experience has been quite different from the reviews I see on here. I find my POC,Jamie Kim, to be very responsive and personable in her following up. Even though I had a couple of hard lessons learned, Jamie went above and beyond in educating me, following up on several items, and even advocated on my behalf to rectify a costly error on my part. I've probably called and emailed Jamie 30 times (I'm just approaching a month in my house) and every time she's responded or handled my requests professionally and efficiently. With 300+ homes in my community, I don't know how she does it but I'm happy with the level of service I receive and I am confident that going forward my family and my investment is in good hands. As a business owner myself, I wanted to shed a different light on the good experiences with WM. Especially, to give kudos to Jamie Kim for all she has done the last 30+days. read more

This company has served my HOA for about 10 years and they have done a great job. Jamie Kim is our Community Manager and she has been very helpful in getting me the information I needed. She actually spent over 20 minutes out of her busy day with me on the phone to explain certain things I had questions about and she was very informative. She knows her stuff. I also served on the HOA board several years ago and found Jamie to be a solid resource for our community when we were not sure what to do. I've had someone leave 2 aggressive, threatening (anonymous) notes on my neighbor's car and my house about my landscaping. I contacted walter's management 5 times and did not receive a response. They did however, listen to the coward threatening us and sent us a letter about fixing our lawn and come to my house to take pictures. I asked them a SIXTH time about the threats. Ridiculous outfit. Sent us our statement and charged a late fee. Checked with our bank and the check cleared on time. Had to call and they refunded our money. Now we bought a new car and we have been waiting for three weeks for the decal. They verified they got the fax and gave it to the person in charge of our neighborhood. Of course she is not in. Meanwhile we get questioned every time we enter our neighborhood at night. This is on top of a garbage can that belongs to the rental next door has been just sitting in front of the rental for a solid month. No one does a thing and it just sits there. There are water leaks in the assoc. sprinkler system and it wastes so much water for weeks at a time before anything get fixed. You would think when they mow they would report it and fix it but no. They claim they depend on the homeowners to tell them when things are broken. Isn't it their job to drive around at the least? How about walk around? read more

Walters Management is the HOA for the Tivoli Villas condos in Chula Vista. The HOA office is located on Boswell Rd. What a waste of a $200 monthly fee they are. They are constantly unresponsive to our email inquires. We've attempted to contact 2 different people in the office. No replies at all. Ironically, they were good at replying to emails in the prior years. read more

I've edited this review a few times. Bottom line is it has been very frustrating dealing with our management when we pay them for their service so they work for us. Even after problems have been brought to management's attention, nothing changes or is really followed through with. They contract out services but don't really manage (keyword here is "manage,") those services closely. Most of my problems have been with the outside services, so my complaints have gone to management, who shrugs. read more
