The time you save is fantastic. I'm a firm believer of why not just open the freeway for everybody. I didn't know that a private company could buy lanes on the freeway in charge you to drive on them. Just so you know, it costs $120 to $160 to drive from the 15 to the 55 and back at 5 AM and 3 PM. I don't know about you but that is ridiculous. But the only thing I can do is complain because nothing is going to change. I Understand it's a convenience but why do you have to charge people an arm and a leg to drive in it. 91 Express Lanes rules and operations Suck ! If you accidentally used the road. i was cut off near the entrance going north on the 15. To avoid an accident, i swerved into the lane at the entrance and was trapped. I tried to pay the tole up front as i occasionally due when using the other tole roads in the area. No such luck. Total RIP OFF! I am an express lane account holder with no transponder. I checked online on thetollroads.com for any violations after my trip. "91 expresslanes" didn't show up. While driving on 91 express lane you see a sign for "Toll Road", nothing else. Then I got a violation notice 7-days later in mail to pay the toll $2.85 + 25 PENALTY!!! These lanes are a scam to unsuspecting drivers. I was driving northbound on Interstate 15 and was looking to switch to CA 91 West (the regular non-tolled 91. And note: it's my first time driving thru this. I don't even know there is a toll road). The 91 express lanes appear before any signs of the regular CA 91 West. If you entered the lanes thinking that is regular 91 West, the barriers appear shortly after to trap you inside. And if I remember correctly, they display only one sign before funneling you into the barriers. I am really mad with this. To me, this is clearly a trick to made you enter the lane!! I got the violation notice. $27.80 for this single mistaken entry! I am going to contest. I am definitely not paying this! I want to even start a class action against these scammers... read more

I have a transponder from Metro and used the same transponder for 91 Express lane for the first time going to Riverside on a Sunday late noontime with my husband and set it to 2 . The lanes is clearly labeled HOV 2 and HOV 3 . We stayed on the 2 . I then found after I got 3 fees for using the Express lanes because the HOV 2 DOES NOT EXIST!!! Only HOV3 .Well after reading their rules and regulation , it's not even free for 3 people carpool , just a discount . What a ripoff. Thank goodness I rarely go down that way . read more

Those who have complained were ignored, totally. Monthly fees from these sweethearts is closed to $400.00 per month per person who use The Toll Road to and from work. Let's see now... That is times HOW MANY people using the Toll Roads... What do YOU estimate that their take is for one month? This will be the opening shot over the bow of The Toll Roads in what will be a forthcoming Class Action Lawsuit against The Toll Roads and most likely other such entities involved in the scam to rip off California citizens. Of course, they could do the RIGHT THING and drastically reduce these fees. What is you bet that they will do that? One thing that you need to know is that YOUR tax dollars PAID FOR these roads in the first place. Now we have to pay obsessive fees to use them. You know those three buttons on your transponders? Well setting it to two when you carpool means that you have absolutely NO discount you pay the same exorbitant amount as everyone else does if you are in the Corona area and many other areas as well. Because of the "magnificent" job that the RCTC - 91 Project did to the 91 many are let with NO CHOICE but to catch the Toll Roads after having worked their way onto the Northbound I-15. That project has hosed every single onramp and has turned the 91 freeway into a parking lot including Green River which was the only escape that WAS once available. The RCTC - 91 Project will also be included in a Class Action Lawsuit. Have you seen their suicide lanes? You know, then ones where you take your life in your hands if you want to get in or out of an "Express" Lane... Incompetence along with a HUGE WASTE of OUR tax dollars needs to be addressed. Complete scam. Was driving back from Temecula to LA with a friend using Waze. Since there were two of us, figured we could use the carpool lane for a change. Only it turns out it's not a carpool lane, it's an "Express lane" for which the weasels at 91 Express Lanes charge you, (no toll booths to tip you off, mind you, or signs with the word "TOLL" in them). Then, to add insult to injury, they trap you for 12 very long miles, (while, meanwhile, Waze is directing you to exit). MY $0.00 (YES ZERO) toll charge was sent to collections!!!!!!!!?? I enjoy the 91 Express lane, but their customer service is terrible. I have been battling penalty fees since November 2011 and have now made it too collections! MAKE SURE YOU KEEP ALL YOUR VIOLATIONS NOTICES. Even after sending violations notices with proof that I am an up to date paying customer of Fastrak, they still sent me fines. The transponder wasnt working and the responded with apology letters and STILL getting penalty fees. I am now working with their collections lawyers. I have always been a paying customer with an up to date account, but that doesnt matter to them, i refuse to pay for their transponder not working. BTW...91 Express lane system does not communicate with any other Fastrak system, that is how they always need proof from you. The systems dont talk. Sending off my rebuttal to the 91 Express lane lawyers today. My best advice: Take notes (record) conversations with customer service. Have a "green vehicle" and am allowed to ride in the carpool lane. Like many others I got stuck in the funnel when the HOV suddenly switched into the toll from carpool. $75 in fees and they refuse to waive any of them. This is legalized theft. They only offered to roll one of my $25 fee's into a "fast track account" (which I thought I had but its with the wrong toll road... wtf) but on the condition of agreeing to $75 enrollment fee. I use it because it does help, Customer service is RUDE. Also, I got a letter from an attorney demanding $100 penalty on a $4.15 violation from 2016 that I didn't know I had. I suggested maybe they should inform me.. they said they sent letters but it was to the address of the vehicle not to me, they have my address! only 1 address, how else could I have received an attorney letter? Duh.. why would they send letters to a different address? They cleared the toll penalty. It is quite clear they don't have their S*it together. If traffic wasn't a** here in southern California, I wouldn't have to be forced to be the 91 Express Lanes/Toll Road. Not only are the rates ridiculously highly, there are specific parts of the road that are jammed pack, you might as well use the normal highway. Also, their automatic system is not effectively at all. It goes around in circle and unless you know your account number by heart, it won't let you proceed to speaking with a representative. Once you get to a rep, the reps are incredibly rude, short and just straight up not interested in your problems. The last rep that was "helping" me couldn't answer my questions about the transition of the new transponder and thus became really irritated and snapped angrily at me. I'm like, bitch please. Be careful when you're traveling north on I-15 in Corona near the construction and you're in the left lane. I got in the left lane to pass a vehicle and ended up getting stuck in the express lane due to the barrier. It wasn't really a big deal because I knew there was an exit coming up that I could get off on...or so I thought. Imagine my surprise when I was forced to stay in that lane until Gysum Canyon due to the barrier. I probably could've run it over like others have, but didn't want to do damage to my car. I finally exited then had to backtrack the 10 or so miles I'd just driven to get back to the 15. I can only imagine how much this mistake is going to cost me since I don't have a transponder. They should consider opening up some more entry/exit points or at least remove the barrier. read more

Update 11/18/2017: We're finally back in the South Bay and a mere 8 minute drive from my job. Gained 3 hours of sleep and 5 extra hours after work and tremendous amount of time with my wife and baby boy. F*ck the 91! And it's just gonna get so much worse with the 1,400+ new construction homes, 16 neighborhood community that is Terramor in Temescal Valley along the 15 in South Corona and the planned 292 new construction homes in the currently planned Skyline Heights community adjacent to Sierra del Oro by Green River currently being zoned. The toll lanes won't help jack sh!t. Good luck to all you that moved east to "save" on rent or fulfilling your American dream by buying a new construction home out there - we had that new home owner mentality and glad we rented for 2.5 years out there and waited until the 91 expansion was completed. It's not worth it. Peace! BTW, they've installed multiple new car level cameras and exploring infrared tech to catch all you 3+ occupancy and dealer plate cheaters, you know who you are! The 91 is gonna be insane. PS - Also, when you close your account, OCTA takes 35 days to fully close and refund your account. So if you closed your account and the 35-day "cooling period" overlaps an entire calendar month, they will charge you a $7.00 non-use fee, EVEN WHEN YOU CLOSED YOUR ACCOUNT AND TURNED IN YOUR TRANSPONDER. Only way around this is to pop in the toll lanes at the cheapest possible period, or go on the 3+ lane, before closing and returning your transponder at the beginning of the month. Why there hasn't been a class action lawsuit for this practice I know not. PSS - If you're looking for a fantastic moving company in the I.E., read my review on "IE Movers." Update 9/7/2017: The regular lanes are actually much faster than waiting in line for the 91-W Toll at McKinley, M-Th mornings! How do I know? I look for a distinguishable box truck in the toll line, "mark it" and see how long it takes to pass me. It's usually around the same time, or they never pass me by the time I reach Green River, about 25~35 mins. You will be in standstill traffic by the time you reach the toll entrance. With jackasses dead stopping in the #2 lane trying to merge from that point on, you'll be boxed in with NO escape. The toll line wait these days have been at LEAST 50+ minutes (I've only done the wait twice, Wed morning is the worst). You're better off using the regular lanes and hopping on the toll at the county line. It's stress free, flowing albeit slowly, and faster than the toll. OR you can be the jackass that cut in the toll line last minute risking a road rage incident. You need to be on the road well before 5:00 AM M-Th if you don't want to wait. No wait on Friday mornings. Just a little longer before I'm outta Corona :) EDIT 8/30/2017: First week of school, major accidents along the Corona Crawl. Commute time to the South Bay was 2 hour and 45 minutes. The 91-W FastTrak at McKinley didn't help today. Hopped on the 91-W on Pierce St. at 5:50 AM. It was never this bad before. EDIT 8/28/2017: Guys, I'm reporting that as of 8/28/17, the morning rush hour line to the FasTrak 91-W at McKinley starts well before 6:00 AM and begins right beneath the electronic toll board. Brace yourselves for the 2nd week of September because that's when the bulk of the CSU begin fall 2017 quarter / semester! The regular lanes will be toast. It's just a bad situation all around. I'm glad I'll be moving within walking distance to my job soon and rid myself of the forsaken Corona traffic that is -guaranteed- to worsen due to more transplants moving into the IE because of rising rent in L.A. and OC; AZ, NV and TX peeps, you too (these peeps have absolutely no idea what they're getting themselves into) - stack and packs like One 11 and Metro on Main doesn't help either! The process of applying for my 91 Express Lane Special Vehicle Access transponder was quick and thoroughly satisfying. In and out in 15 minutes with the transponder in hand. No waiting days or weeks for processing and delivery. This new county line entrance/exit connection is a huge hazard the way some idiot engineer designed it! I have almost been hit 3 times while trying to exit the 91 express west bound to exit at Green River. The lane to exit the W/B 91 Express starts too soon and no one on the regular lanes respects the solid white line, they jump into your merging lane trying to beat the traffic in regular lanes! You are forced to either slow down to a dangerous speed and risk getting rear-ended to try to merge into regular lanes or stay at normal speed and risk hitting some idiot that crosses the solid white line to jump into your lane! It needs to go back to the old way, it worked just fine for everyone and there was no need for this complicated and dangerous highway merger! read more

We are cancelling our account due to moving out of the city and the website says you can send the transponder back free. That is NOT the case. There is no explanation of how to do it if you are miles from a walk-in center. The website is terrible. FAQs are badly written and not explained with any care for facts or the whole story of processes and how the company actually functions. It's time these companies put some people to work as paying customers to go through first hand experience. And THEN write the website in clear English/Spanish. This website assumes a lot is already known. The road system is OK but with poor signage considering the speed on a freeway so often there is inadequate warning, especially for new arrivals to LA or out-of-towners of which there are many. read more

This is the second time this year we have received notices of unpaid tolls from Linebarger and we have an active, valid FasTrak. The run around is ridiculous. I've spent hours talking with both FasTrak and 91 Express Lanes, having them fax necessary documents, etc. Then every time they say it will take 7-10 business days for things to clear. I'm not sure if the 15-30 minutes saved using the express lane is worth this hassle! This company sucks. read more

Beware of getting stuck in the far left lane by the construction on the 15 N by Corona!

New toll lanes in corona on the 91 freeway are Joke. I leave my place at 540am in corona off of Mckinnely and the lane to get on fast track is already backed up. It starts to get backed from the 15 overpass to McKinney. It's a zoo! You got cars jumping in cutting off other cars to get on corona tolls. It sucks because if you don't cut through you end up waiting 45-63 mins in the lane to enter corona toll lanes. Keep in mind, this is JUST to get on tolls- I clocked it for one full week where I didn't cut through like the other cars.... it's about an extra hour wait (45-63mins). HOWEVER, I decided NOT to take the CORONA toll lanes and instead stayed on the 91 regular freeway lanes, and it ended up only being a 33mins wait: Then I was able to jump on the Riverside toll lanes. So my Corona peeps, it's safer to just wait an extra 33mins in regular traffic to green river, then take the Riverside TOLLs. Plus it saves you $12. Also, another option is to take the train. I get to sleep for an hour on way to work- it's kinda nice. It is sad though, that corona city doesn't do anything about the CORONA toll lane entrance traffic in the morning. That whole process in the morning time is Hazardous. read more

I can't believe the 91 express lanes can get away with this Fraud. Let me tell you, I am a daily driver from Riverside to Fountain Valley. When the Corona Extension first opened the prices were a bit more than I'd have liked....but they were manageable. Now 7/3/2017 the prices are outrageous, it makes me physically sick at how much they charge me. My average price to work is about $6-$8 dollars, and my average roll on my way home at around 4:30 ( 4:50) when I enter the express lane is now averaged at about $12-20. It's usually about $20 a day and as high as $30 a day. I usually spend around $100 a week for this express lane. Today on my way home at 3:40pm with no traffic I spend $21 dollars. That's outrageous, and I don't understand how we are supposed to continue to pay these crazy prices. read more

Very crooked scheme going on here... if you try and dispute a violation as I did for $1.40 which turned into $26.40, they have you fill out paperwork and mail it in person and then they decide if your dispute is worthy of their standards of being waived otherwise if you try and call them to dispute you get nothing but automated voices and if you write to their customer service email they never will respond. Garbage company. I will never use their tolls again... they also sent my violation to the wrong address so by the time I finally got it the due date to dispute was passed... worthless read more

For years when the cones end at Green River you were allowed to move into the carpool lane from the "free" lanes. Now you can't as they're including it as Express only but there are NO cones and an "out of the way" sign stating this. They need to extend the cones or NOT fine people that move over. I have never had any trouble with the 91 Express Lanes. They answer questions promptly with correct information. They send out new transponders when requested. Now they have sent out the latest transponders without even being asked. When I have had an uncalled-for violation, they took care of it quickly and satisfactorily. All in all I find it a good operation that should be commended. read more

91 Express Lanes charges customers by when you entered their express lanes, because each hour has a different rate. For example, entering McKinley entrance on Tuesday morning at 5am costs $22.80, at 6am costs $17.45. Last October, I accidentally found that every time I entered McKinley entrance between 6:00 and 6:10 am, 91 Express Lanes charged me for the rate of 5am's rate by saying my entering time is 5:58 am or so, then stated I spent 15-20 minutes in the toll road and reached the toll plaza after 6:13 am. By this way, each trip I was charged $3-6 extra. I contacted 91 Express Lanes's customer service since October last year. First, they said the riverside portion is operated by a different company which doesn't have its customer service. Then they said they only refunded me the extra charge by courtesy, and no more future extra charge would be refunded. One customer representative even said they had the picture of my car, but no time stamp on it .... I submitted the pictures to prove I entered the 91 express lanes after 6am, they still said their timer is correct. So, if you use the 91 Express Lanes riverside portion, please check your statements carefully!! I wonder if some one can recommend a lawyer who's interested in starting a group case for that issue? Huge Scam! Had a $2.25 toll fee charged to a different fastrak provider. There was a lack of communication between the two companies, and I now owe $57.00. Due to no fault of my own. They put a Lien on my car! For $2.25! Customer service, led by April, was no help. And I'm stuck with a $57 fee. Avoid this company at all costs (I-15 express lanes are horrible too). read more

If you reach the west bound entrance at McKinley in Corona any time after 5:30AM, you are screwed. BUT...... I have had nothing but 5-star customer service. Granted--I'm a (BMW--quiet, non-noise-polluting) motorcyclist & therefore--technically use HOV "free"--however, we DO have to keep money on account...and I DO occasionally use bridge tolls up around San Francisco......so I DO have "money 'in the game'." Also, full disclosure--I've never had a penalty to pay. SEVERAL times I needed to communicate with people (e.g., about average business--getting a replacement of an old transponder, etc.); EVERY time the persons answering and/or writing were mature, articulate, 100% satisfactory in getting my business done. In fact I commented "what's the deal with all the bad Yelp comments?--response--we don't know why either..... Just today--I'd convinced myself they'd mistakenly charged me $30--(for a not-mailed-back old transponder, replaced by a new battery-accessible one); my email was responded to, thoroughly, within hours. (And by the way, I was wrong--money needed to be replenished for my reserve--for the same $30 fee I thought had been the non-mail-back penalty). ........ Just mistakenly hit the toll line and called the service 2 hrs later to ask how to pay it. High speed road is not the one to change lanes while driving. I was told, the only way to pay is a violation fee, no so called once a year allowed mistakenly driving and paying regular fee within 24 hrs. It was my mistake, yes. Double billed a few times. I noticed if you go slow and that most of the time at pick hours, the system will charge the transponder once and a second latter the license plate. I wonder how many people pay their hard working money in double fees to these thieves? Always check your bill. You can not trust them. And take the battery off your transponder so they will charge only the license plate. read more

I do not know if the operators of this business are intentionally scamming people; however, I just received my FIFTH toll evasion notice from them and I have NEVER been on the 91 Express Lanes. I have called each time this has happened. I am always told that a computer is misreading the photo of the license plate taken at the site; however, this excuse makes no sense because the license listed on the toll evasion notice is not even close to my actual license plate number. After the third erroneous notice, I called and was told that I would be put on a "do not repeat" list. Then I received a fourth notice and called and was told there is no such thing as a "do not repeat" list. At worst, this is a fraudulent scam; at best; the customer service is deplorable. My next action is to file a complaint with the CA attorney general. read more

This is maybe the most predatory and vapid business in California... Before reading further you should know that you can set up a relationship with many other organizations via thetollroadsdotcom... I had a Carpool plan that came with no monthly fees. Someone in my family... apparently in 2017 used the standard lane. The account was immediately and automatically changed to a "standard account" (without notification) incurring a monthly $29 Fee... I was never notified and have not since used the 91 Express Lanes... This is Feb 2019 and I have been charged $29/month for all of 2018. I am moving and called to cancel/return my transponder and was notified of all of this. I asked that since I had already been charged for the transponder (for no apparent reason) if the final of the $29 fees could be waived and was told no - that I needed to pay that balance. I then asked for the document that I signed authorizing for an automatic change of account type without notification which they could/would not provide. Then I asked to please speak with a supervisor for which I was told she had gone on her lunch (@ 10:00am)... I was told I could leave her a voicemail to which I said ok... then I was told that I could not leave her a voicemail but that I needed to call OCTA (an organization that I had previously not had a relationship with)... Then when I asked for clarification on who OCTA was and why I needed to speak with them I was hung up on by the customer service agent @ 91 Express Lanes... Incredibly poor customer service and pervasive and toxic business practices. Unfortunately this organization makes you feel as though you NEED to deal with them and play by their absurd... Fortunately you have options. If you are a 91 Express Lanes subscriber I suggest you cancel your relationship immediately and switch to another option at thetollroadsdotcom. The transponders are accepted on all toll roads regardless of who your relationship is with and friends of mine have said they have much better service and policies at the other organizations. read more
