Feelings about that Express lane is that it has a high risk of getting a speeding tickets since they always got CHP hanging out on the lanes. When entering the Express lane during traffic hour its always backed up for a few miles, and during off peak hours its worthless cause flow of traffic is as fast. The cost keeps growing and the amount of people using it keeps growing. You pay more to not safe as much time. I only use it now when I got 3 plus or in a rush to get somewhere, but other than that its a rip off in my opinion. read more

Like so many others, we had no idea these were toll-only lanes. We live in San Diego County, where there are FastTrack lanes free to use, without tolls, for carpools/HOVs as well as for those solo drivers who wish to pay for lane use. When we encountered the 91 Express Lanes, we thought it was a similar sort of situation. We had no idea, until we received a notice of violation, that these were pay-only lanes. If so many people are similarly confused, that, in my opinion, puts the onus of responsibility on the city/county to clarify usage parameters. read more

There were only two people working when I walked in this office in Corona. One guy was helping a customer who seemed to be having some issues with his account. So I approached the other fastrak worker to see if she can help me. She said she only takes care of I-15 accounts not the 91 fastrak. This company has sending me endless bill because they read someones license plate wrong and think it is my car. The car in their surveillance picture for the violation is a different make and model! So because of a shadow on the plate number...I get the bill. I NOW HAVE TO CALL THE ENDLESSLY TO HAVE THE VIOLATIONS REMOVED EVERY MONTH. I have had a Toll Roads Pass for years. 12/31/22 I went though the 3+ lane and received a violation for a toll of $0.00 with a fine of $25.00. I have contested this and have had The Toll Roads so everything in they can to get this violation removed. 91Express has refused even thought they have received all the documentation and updates as requested. The 91Express Lane is a total scam on violations. The rep told me how many times this happens and everyone gets stuck with fines that are absurd. They sent a letter stating I can have a 3rd party review and to pay it. The letter came after the "15" days I had to dispute. There has already been so many law suits. I received a toll violation notice in December 2022, and it took some time and repeated communications between 91 Express Lanes and Toll Roads to have clear expectations of what needs to be done to resolve issues. From the customer service perspective, 91 Express Lanes do pull through, even though it is understandable that the violation mishaps happen too often. read more

Welp, I just got a toll violation in the mail. Well, guess what? Yeah, I'm guilty, but that's because I realized too late that the HOV lane was turning into a toll lane, and it was not safe to exit the lane, due to cars in the regular lane. When it was safe to leave, I could not, because of physical barriers that prevent you from leaving. On top of that, I already have an express account with The Toll Road, but these guys don't accept that. What a rip. Legalized theft is the way I see it. read more

These lanes are a nightmare! I was in town visiting from the Bay Area. Stupid me thought these lanes were just a carpool lane. I should have known better. I hopped on over into the lanes thinking it would be faster than the normal traffic. Oh boy I was wrong. Almost as soon as I got into the lanes, the normal traffic starting going 60+ mph while we were stuck in these express lanes going less than 10 mph. What a joke. I can't believe people in Southern California pay more to be in "express" lanes only to be stuck in more traffic than what you get for free! A few weeks later to my surprise, I got a $32 toll violation in the mail. It looks like the toll was only $7, but they charged me $32. $32 for a $7 "express" lane that isn't express at all. What a horrible experience. I have had their "package" for about 6 months and Its cost me over a months wages. Before I get to the huge Monetary rip off, here's my first gripe If you aren't paying a fine, their website DOES NOT WORK. I have been unable to get into my account for over 6 months. It wont take my password, then when I reset it tells me my security questions are wrong. Then it freezes and wont work. You sit on the phone, get it all fixed, its works then BOOM next time, again, doesn't work. I really think this is a scam to keep you from watching your account. I've never seen a site so useless. I've NEVER had issues like this with a website. When I signed up they couldn't explain to me what I'd be charged, not even a ballpark. It started at $40 a WEEK which I was horrifed at already, thinking it would be about $70 a month give or take. Its now up to $160 A WEEK and there has been NO CHANGE IN USAGE, if anything we cut back after the bill got so high. RIP OFF RIP OFF RIP OFF. It goes up every 2 weeks. I'm ready to cry just thinking about it. I'm going down there tomorrow in person to get it turned off because they don't answer their phone and their website wont work. read more

91 will scam you and take a fee for many reasons. They're system is way behind they need to upgrade ASAP. They'll notify you when they can't take a payment right away but won't notify you or can't when you have low balance in your account in order to save you from additional fines The system is designed for customers to forget the toll fee until its to late and the 91 adds fine violations .The reason is once you go through it takes 3 to 4 BUSINESS days to find your plate number to pay. It shouldn't be like that. You should be able to pay right away and not have to wait. Taking the regular freeway vs the express is about the same time. Me and my wife did a test. She got the express I stayed in regular lanes. I got to the destination 10 minutes before her. Started off in Anaheim ended in riverside Arlington and ban Buren. Think about it next time. read more

I would rather sit in traffic. They are greedy and just looking to charge whoever they can for as much as they can. We just moved here and saw a sign saying 3 or more free. Hopped in, $25 charge each time since we had no transponder, on top of being charged for using the lanes since there are times when it is free and you must use a specific lane, the far left to be exact... So if you want to get out and it's heavy traffic. Good luck. Also, throughout the 18 miles, there are sections that are not free for carpools, because that makes sense. If you're going to have that many rules and regulations then your sign should say FasTrak ONLY ON EVERY SINGLE SIGN. We entered with the sign that said 3 or more free OR FasTrak only... that's not a deceitful sing at all... Their customer service is a joke too. We went to Disney 2 days in a row. No notification or sign anywhere on the road to alert us we needed a transponder. We had one from a different state, but they don't care. Four fees, for the record our total charges for using the actual lanes were a total of $8.55... but they charged us $100 on top of it!!!! I use the toll road because dealing with 2 lanes is better than 4 or 5 lanes. It's worth the cost for less stress. The only reason I didn't give it 5 stars is because the speed limit is only 65! It should be 70 like the rest of our freeways. Using the toll road helps me visit my elderly mother without having to deal with pockets of standstill traffic. 90 percent of the time, it saves me time. read more

I'm seriously not one to complain but the 91 Express Lanes are indeed an engineering nightmare! How in the world do you spend MONTHS and untold amounts of money to build EXPRESS lanes you can't even get in to? I'm talking early morning rush hour traffic. I've spent 40mins patiently waiting to merge on the the lanes. Part of the issue is amazing amount of truly inconsiderate, rude, selfish _________s who think they are superior to the rest of the human race. They wait until last minute then hold up regular traffic cutting in to the express lanes. Not one car, but like dozens of *&^%$@'s!! I'd hate to be the 91 Express Lanes when someone is killed because of this incredible design flaw. I'm not a road engineer, but c'mon. The regular traffic moves better than the tolls and are FREE!! We have a FasTrak account already with TheTollRoads but they refuse to accept it unless they use the old outdated transponder vs optical reading of your plate which they obviously have no problem doing since we got a fine :p You can not just log in and pay the bill either. They force you to wait till it has a fine to pay. Why they will not share accounts with The Toll Roads or why it is even a separate entity when its part of the same chain of roadway is beyond reason. We have a business with 2 vehicles we use almost daily along this route. They say they are connected to the Toll Roads of OC, are one in the same. We received a notice of toll violations and I called immediately. I was told they would forward a statement over to OC Tolls and it would take about a week to get fixed. The original toll was for multiple days, $7.65. We have a sticker on each vehicle and the license plates are clearly visible. The issue was not fixed a month later and now those same tolls are over $145.00. I was treated rudely when I called in and was told there is nothing they can do even though I called the month before and was told it would be taken care of. Multiple calls and each time I am told something different. They need to train their employee's to be on the same page when talking to customers and follow through when they tell a customer something. read more

We recently had a family emergency (son was involved in a motorcycle accident) that lead us to drive towards Riverside County, not being a frequent driver that commutes that way. We had the need to use the " toll road "my understanding was that I had 7days to pay the toll fee without any penalties. FYI: Called and mentioned I was not from the area and had no idea these were toll lanes and they waived both my penalties ($50). Still had to pay $7.40 for the tolls for "two" violations in 5 minute span. For anyone facing a similar issue I recommend trying the above. Also note that there is 2 class action lawsuits pending against them -- hopefully we'll all see some respite from these. Good luck. read more

Recently moved and now I'm part of the traffic on the 91 freeway. Signed up for the Fastrak thinking it was going to be great. Well, during the morning drive the toll can be 25 dollars or more one way and the return later that day isn't any better. That's a lot of money weekly and I'm surprised they can charge it. The best part and I wasn't expecting it was you can wait 30 mins or more trying to get in the Fastrak because everyone cuts at the entry point and a long line forms in the carpool lanes. Here's another thing I don't understand. Why did they remove the carpool lane from the 91? So even if you are doing your part carpooling on you get on the 91 from the 55 or 15 your going to be stuck in traffic like everyone else unless you pay 20 plus dollars. I'm very disappointed and going to get involved because this literally is highway robbery. read more

Constant toll violations being sent while using the transponder. One way, it'll pick up the transponder and charge accordingly, then on the way home it won't register at all. The vehicle plates are listed in their system...so why are they sending me constant violations? Absolutely absurd system they have and a real pain to deal with. read more

This BS system takes advantage of the poor and those out of town. I was visiting from AZ and saw a carpool lane. Didn't know you needed their POS equipment to use it. Even after you appeal and let them know they didn't give all the information to drivers, your ticket is still found to be valid. F U CA and 91 Express way. Absolute crap how the signs clearly state no trucks over 5 tons and yet as you can see by the pictures attached, the rules don't apply to most. And getting charged even when there is a broken down car or accident making us sit for more than a few minutes is ridiculous. read more
