Case in point: I was helping a friend with her moving (a hellish experience to begin with) I have to pay a $65.00 "overnight parking" ticket. This, despite none of the neighbors parking their cars on the street getting ticketed, AND despite my friend who has lived there for years not knowing anything about any overnight parking regulations, AND despite she had roommates and NONE of them ever got ticketed. Adding inconvenience to injury, heightening my anger, and tainting what should have been an easy, restful, pet sit gig in Los Angeles, is the fact that on Saturday for 30 minutes (before I gave up) the Arcadia ticket pay-site froze "processing" my card information. I could not "refresh". I was warned, or it might charge me double. Which forced me to go through VM hell. I TRIED TO CALL THE NUMBER ON THE CITATION. JUST GOT VOICEMAIL. WORSE, I KEPT PUSHING THE BUTTON, IT TOLD ME TO PUSH FOR THE DEPARTMENT AND IT WOULDN'T TAKE IT. I HAD TO HANG UP AND CALL AGAIN. THIS TIME IT TOOK IT BUT INSTEAD OF GETTING SOMEONE I GOT MORE VM THAT TOLD ME IT WAS AFTER BUSINESS HOURS. IT IS NOON! MUST BE NICE TO HAVE SUCH A CUSHY JOB THAT YOU CAN BE CLOSED ON A SATURDAY WHILE THOUSANDS SWEAT OUT MENIAL JOBS 24-7, AUTHORITIES GET THE LUXURY TO CLOSE ON WEEKENDS. NOW I WILL HAVE TO WAIT TILL MONDAY AND THEY WILL SAY "OH, YOU ARE NOW LATE AND HAVE TO PAY A LATE PENALTY. SUCH A SCAM!!! AND THESE TICKET AGENCIES MIGHT EVEN BE A FRONT FOR THE MAFIA!!! (it's a thing, do the research) An hour wasted. Day has been ruined. I am warning all of my journalist, video production, acting and writing friends NEVER to do business with Arcadia. I give all of you the same warning. Do not shop there. Do not live there. Do not do business with them. They are actors of bad faith and every red flag imaginable is in plain view and proudly being flown. Today I got a call from City Hall FINALLY returning my call after the fact and the destruction of my Saturday. I knew the call would be completely unproductive. Instead of explaining why they give out overnight parking tickets in secluded cul de sacs that have zero warning signs. They explained it is a city ordinance and it is marked on a sign on the entrance and exits of the freeway. They expect you to know this and to seek out the sign in the jumble of signs in the 5 seconds you have entering or exiting a freeway. More to the point, the law obviously exists, as most things, because the wealthy are so worried about the homeless parking in their neighborhoods. If the city REALLY wanted people to know, they would issue warning tickets. The fact that they don't, means this is really a covert cash grab by the city as well as a homeless deterrent. Because logic only points in that direction. There is no other reason that this law exists except for fear and hatred of the homeless. Once again I urge you not to do any business with Arcadia.

You can choose from many programs and courses, which - except for Bingo - are free. There is free computer and internet use (even printing up to 5 pages) , and there is also a small mini gym. You can apply for food assistance once a month, and they help make the utility bills affordable (for those below a certain income limit). The building is very clean, tidy, and in the bathrooms always is plenti paper towel and toiletpaper, and also, very clean. In this crazy hot weather I can't imagine a better place than this.

Staff are mostly friendly and helpful and I enjoy visiting - it's really interesting to browse all of the historical photos along the walls of Monrovia in past eras! The building is large and very well laid out with lots of signs indicating the department and the various city officials' offices. They have an information desk in the lobby as you walk in and the staff there are always happy, welcoming, and helpful in directing you. I've encountered some staff a little annoyed to have to help me at first but they always warm up and the interactions have always ended on lovely notes. Going in person is always my last resort but has always been the best way to get results. I always start with emails - and they always go unanswered. Next I move onto phone calls which almost always go to voicemail and again, never get a return call. This is why I'm knocking off a star. Going forward I will probably just save myself the headache and go in person to begin with lol. Otherwise the city is mostly great to interact with on a "business" level. On a personal level the city does a great job fostering community and we absolutely love living here! They pride themselves on their "small town" vibes and have pursued and won a top 10 spot as an "all American town" several years running.

Available 8am-4:30pm via phone (213) 974-9759, different locations, and at building across from this building (Kenneth Hahn Hall of Administration Basement-96 Consumer Affairs). Small Claims Advisers: They mostly help with only filling out your small claims (you need to bring in the copies/they do not have prints), explain what the small claims can be used for, etc. No legal advice so they can not help you organize your evidence, or such. Bring in multiple copies in case you mess up. DO NOT RECOMMEND E-FILING!!! (unless your case does not include a business, entity, trust or such). Staff: Receptionist Diana is nice. For forms, any staff could help. But regarding more detail situations, I noticed the law students are more empathetic and maybe more educated on maybe other ways around things? Overall, they can't legally advise you on anything so they are limited. BUT still very resourceful! Wait Time: The wait could be quick or slow depending on how many people there. Privacy: None since its stalls to talk to everyone. OTHER: Assessor's Office is located in Kenneth Hahn building, on the 2nd floor, Rm225. Must have address for them to look up. You can take pictures of the screen (prints cost). Wifi: No reception. You must accept the building's wifi to get reception access. Cafeteria in Basement: Prices range from $4-$12. Most items are around $7-$9. When exit elevator, make a left then another left to find it almost down the hall. I wanted to submit feedback regarding who seems to be a recent new employee working on Tuesday…read moreevenings - a white male young adult in his early twenties with curly blonde hair This male employee at the Community Center at 375 Campus Drive on Tuesday evenings is extremely aggressive. As part of the Beginning Line Dance Adult Class (SU26-4219), our class's official schedule is from 7:15 PM - 8:15 PM PDT. Last week on Tuesday, July 21, this employee in question, barged into the class slightly past 8:00 PM PDT and started yelling at us that class is over, with no respect or regard for the teacher either. He then started moving chairs every which way to begin stacking, except as a full class of 35 people, and on many occasions, over 35, we are already jam packed in there, so this male employee swinging chairs around carelessly in an attempt to rush us out of there while we are in the middle of class is extremely reckless and dangerous. Especially since this class has multiple students who are elderly. Is it a value of the Arcadia Recreation Team to have employees be rude to students who largely are from the young children and elderly age group? Is there a lack of training to this team, such that employees think it is okay to yell and disrupt a class that students have paid for and has not reached the designated ending time set by the city?  I feel in danger when I see this male barge in, as he clearly has no respect and is extremely hot headed. If he is in such a rush to end his shift, perhaps he should not be assigned to this evening time slot.  My family and I have been students in multiple classes since 2017, and never has there been an employee who treated a class with this level of disrespect. Multiple other students in this Tuesday class were unhappy with his behavior and called him out, only for him to continue shouting at us as he ignored us and stormed out of the classroom. If these are the values shown in experiences at Arcadia Recreation Center, I will have to end my time taking classes here this season, even though we have attended classes since 2017 and have taken Line Dance Class for the last 3 years. This is extremely disappointing service and disturbing behavior for an employee of the City of Arcadia to have.
