Over the phone, he explained everything he would need from me and told me what to expect from him. He shared how he would help, providing best and worst case scenario. And a timeline. Joe moved away from California, but does return regularly as he's a Ducks fan and has season tickets. He may have been worth the price he quoted. I don't know. The two other quotes I got were more than 50% less than what he quoted. It does not make sense for me to pay 2x as much for somebody living in another state to do my taxes.
