After buying a replacement bulb (which is getting harder to find as they are "outlawed" now by the folks in Sacramento) I learned that it was not the bulb as the flashing continued. I decided to bite the bullet and upgrade to LED rather than chase a second ballast. This was about a 10x difference out of pocket but as I just got paid by a couple of side jobs, we could afford it.
