We discussed our concern over the phone, received a quote to come by our house, write up a detailed report/analysis and provide a few Contractors who may be able to assist in resolving the issue. Mr. Mugnier came by our house and looked at the issue. He answered our questions and, in addition, he insisted on inspecting our basement (which was unrelated to the issue). When we received his report one week later, we were quite surprised to read just three sentences with general comments about the issue we hired him for. We reached out to request a more detailed report and received a few lines back which simply stated the area in question was "presently dangerous and cannot be used". Yeah we knew that) In addition, we requested the names of Contractors, and as of yet (we are just over a month out from his visit) we have not received any. Since Mr. Mugnier insisted on payment after his visit/before the report the written we have little recourse but to share our experience with the hope that others will take note.

We had multiple issues with him not showing up for scheduled services, while either the DEM or his staff would be at the site waiting for directions, which is a major setback when you're on a timeline. When you do finally get hold of them, it is impossible to get a straight answer regarding the project or the delays. To top it off, their services are very expensive--you definitely don't get the professional quality or reliability that you're paying for. I would recommend looking elsewhere for your engineering needs.

He recently inspected a home I planned to purchase in western Mass. Throughout the entire process, from our initial phone conversation, the onsite inspection, to his follow-up outreach after receipt of the thorough home inspection report, Ed strived to ensure that I felt secure that he held my best interests as his highest priority. He truly works for the prospective homebuyer and not the agent. Ed is an educator at heart. He teaches homebuying workshops for first time homebuyers in the area, and this propensity to inform shines through during his inspections. He explained every aspect of the inspection to me in detail, regularly asking if I had questions or needed clarification. He not only explains the what, but the why and the how when examining the home. He takes pictures of all high-level inspection findings to include in the report and he categorizes findings by "note," "repair,' "upgrade," "maintenance," "aged." I hired Liang (Andy) Cheng as a structural engineer to inspect the property. He was running late, so we told him to call/text when he arrived at the property. He didn't do that. Instead, he performed the entire inspection with the listing agent (aka not our realtor), not calling until he was done. When I got there, he told me that "everything was fine" and that there were "no problems". He took no photos and said it would take 2 days to have the report. Later questions uncovered the fact that he neglected to inspect many of the problem areas, for which I have attached some helpful reference photos. When I asked why, he said that he "didn't know he had to inspect [those areas". I reminded him that if he had done the inspection with me, instead of with the SELLER'S REAL ESTATE AGENT, he would have known. He seemed put off by this notion. Since he had an incomplete inspection, no photos, and no ability to generate a written report before our deadline, we were left with no choice but to terminate our professional relationship. I have no way to judge the quality of his work, as no service was performed. I can only recommend not hiring him.
