However, no property manager living on premises, washing machine & dryer constantly not working, management doesn't respond to requests unless you make a big fuss. Recently everyone got a very aggressive letter regarding dog poop outside and that we were being 'watched' by a vigilant neighbor. I'll preface this review of Rose Gardens by sharing that I've lived in about 8 different apartment complexes over the last 12 years and have paid 0 cents in security deposit. I'm very clean and thorough. The apartment manager Robin was great but I learned that you have to research the management company before living at an apartment. Maintenance was substandard, it took many requests to fix problems and they were not addressed promptly. That being said, the apartment price was very low for the area and it was a good value. If you want to live in an updated apartment your feelings may be different from mine. I had no qualms living in an apartment which, I believe, was constructed in the 1960's. I would give Rose Gardens a 4/5 since the value is high, maintenance issues notwithstanding. However, the 1/5 review is for their policies with the security deposit. If you want to have the condition check done in your presence, you have to have the apartment completely emptied 2 weeks before your move out date. I left my apartment pristine and was charged a few hundred more than I should have been. There was a bogus inspection charge, a toilet seat charge (the toilet seat was working great and had no stains), light bulb charge (I installed new light bulbs before leaving), as well as a very high curtain/window charge when the curtains were literally like new. The charges imposed were a few hundred dollars *over* the obligatory $300 cleaning fee and I strongly considered taking Barbera Management to small claims court but decided against it due to the hassle. I did take many pictures of the apartment after leaving but cashed the remaining deposit so couldn't pursue legal avenues. Moral of the story: document everything, take a ton of pictures, and read your contract very thoroughly. I'd also recommend not living at a property managed by this company. read more

We lived in Crepe Myrtle for 1 year, with an onsite manager for half the time. when moving in we did an initial inspection, and everything looked fine. However, within a month two of our blinds fell off- it turned out they we're repaired with SCOTCH TAPE. During our tenancy the onsite landlord moved, and never was there a replacement. It was near impossible to get anything fixed, AND the first month we used mail rather than handing our deposit to the manager, they lost our check. They charged us 275.00. That was my first red flag. Fast forward to our move out after 1 year, and we left the apartment in the same condition as we found it. We hired professional cleaners, and took pictures. I still have the move in pictures- and the place was IDENTICAL. Ive never had a deposit kept, but its clear through reading the earlier comments, that this is a racket. And just let me just start off by saying - I have NEVER heard of not receiving your whole deposit back when leaving. They have a mandatory $300 clean up fee when you leave (ok understandable, as it was clearly stated in the lease) my deposit was $2,500 (highest deposit I've heard of) so I was expecting to receive $2,200 back after the clean up fee. I received much less than that.. to charge a previous tenant to replace light bulbs, toilet seats, etc seems absolutely outrageous to me. Why should I have to pay for new a toilet seat for an incoming resident? All that B.S aside, I actually enjoyed living here for the first two years, our two bedroom was a large apartment & was a very quiet community until we had construction literally right outside our window from 6:45 am (technically they should start at 7am) alllll the way until 5 pm, 6 days a week, & dealing with non stop construction/noise/chaos. It really made my last year there miserable & all this was going on during the very stressful time from the start of COVID. It seems everything started going down the drain. Fair word of warning to those looking to rent from Barbera Management... stay away no matter what. If you want the long version, read on... A bit of background, I have rented for the last 16 years, from college, to grad school, to obtaining my doctorate, and I've never had a management company try to scam me out of my money. In the beginning, we rented from one of their San Gabriel properties, and everything seemed to go well. The manager was quick and responsive, and we were able to get our application approved relatively quickly. During the course of our 2 year rental period, we had little to no issue. Aside from our pot-smoking neighbors, and the occasional domestic disputes next door, we were fairly tolerant. We made a couple of complaints (which were initially addressed, but led to no amelioration), but mostly kept quiet since we were rarely home with our busy work schedules. When it came time to move out... we realized we should have heeded the warnings from the Yelp reviews. First, submitting our 30-day notice was met with some issues. The management pushed an immediate (quite literally within 3 hours of my notice) "inspection" of the premises, to which I objected to without a 24 notice. And of course, they pushed for an inspection the next day. For the next 30 days, I was plagued with constant notices about potential new tenants wanting to view the apartment. Weekday, and weekend. By the time I had finally moved out, I cleaned and scrubbed every corner of the apartment, leaving nothing behind (mind you, I've NEVER lost a cent of my security deposit in the 16 years and 6 management companies I've rented from). During the move-out inspection, the manager and I signed and filled out the inspection report with ABSOLUTELY zero issue. She even responded with praise on how clean the apartment was, and how I should receive all my deposit back. Fast forward to 21 days later (and not a day sooner), I received an itemized bill with $530 deducted from my security deposit. Various fraudulent charges such as "broken window" screen, "broken toilet seat", "cleaning fee," "$50 inspection fee," and other various fake charges. I was furious, but thankfully I had done my due diligence and took all move-in and move-out photos, and made copies of all signed documents. I immediately responded to management in awe of all these fraudulent charges, and let them know my intent to pursue legal action if the choose not to return my money. I sent them copies of the signed move-out inspection by the Manager and me, and waited. Of course, they chose not to respond in reasonably amount of time, so I continually called and texted the manager of the property. Thankfully, 2 months and several days after I had moved out, I finally received my deposit back. Minus $10 because those scam artists decided they could get away with it. I have been living at Wisteria Gardens Apartments in Sierra Madre for almost 6 years and I have been impressed with the quality of service provided by the owner. There is a maintenance crew that regularly maintains the grounds and keeps the place looking nice year round! (see picture!)This is a nice service that I enjoy, but what really inspired me to submit this review is the service that was provided to me recently when I called the management office to report an issue I had with my apartment. Recently my sink began to malfunction, (the garbage disposal would not work correctly) and I called the office to see what could be done about it. They were very polite and professional and asked me when I would be home and what would be a good time to send someone to check out the issue. Within an hour from my call someone had arrived to repair the sink and he did a wonderful job! This kind of quality service is what I have come to expect since moving in here and I continue to enjoy the professional atmosphere and pleasant surroundings! Honestly in the beginning it was great I really liked it and it was a nice small community but during the winter apparently a neighbor left trash and attracted rodents. In about March a rat had eaten one of my Tupperware containers and I called the property manager she was helpful and helped me get traps. A few days later I caught a huge rat in my apartment. During this ordeal they did not contact a exterminator. I had the bait they gave me for a few months then they requested it back because another person was having a rodent problem. Surprise surprise the rats came back. I asked them if they would get a exterminator the second time and they said they would have someone from the office to look at it (not a exterminator) they put more traps down and three weeks later a rat got into my things for the third time in less than six months. Mind you this entire time they deny that there is a rat infestation. I called them and told them that they needed to comp me rent and they said they wouldn't because it hasn't prevented me from living the apartment. As if there was an alternative. I called them the office woman said that at first they didn't call an exterminator and that a exterminator would do the same thing they did. Then it went to well we aren't going to fumigate because we would have to fumigate the entire building and it's a isolated issue. Then they hung up and didn't answer my calls. I am a current residence at Willow Apts in Sierra Madre and this management has been nothing but unprofessional. Beatriz who handles the bookkeeping lacks any intelligence. If you try to call and email them they won't respond. They only respond to rudeness and vulgarity. As of this year they violated fair housing laws and were reprimanded for it. We have lots of parents with kids here and were told that they are only allowed to be in the courtyard with supervision. But one thing is for sure they love to shovel money into the common areas. In fact, they have made landscaping changes on several occasions but when you ask for an extra air conditioning unit because your apartment is too hot in the bedroom. Good luck with that. read more

I recently moved out an apartment managed by Barbera. I lived in the apartment for almost 2 years and I am not a happy camper with their expensive charges and not-so-efficient services. I paid a total security deposit $1,800 when I first rented the apartment , by the time I received my deposit refund, the amount returned to me was just $1,150. When I moved out, the on-site manager and I had an apartment walk through inspection, the manager said the condition is good and the apartment will be ready to rent out again after a light painting and carpet cleaning job. (Not replacing carpet.) However, I have been deducted $530 (!!) for the paint job and $50 for apartment inspection fees and $70 for cleaning fees. I called and emailed Barbera but didn't get any answers or explanations from them. Stay away from this property management company! I rented a unit from them around 2008-2009 and just thinking back to the experience brings back such bad memories. The unit was spotless when I left it and they still charged me all these bogus fees. This was the first time in my years of renting that I was charged more than $50 upon move out. At the time, I was too busy to try and get back the $700 they took from me when I moved out. And looking back, I do regret not pursuing it further. I'm totally rooting for those of you who are going after them! They're ridiculously hard to get ahold of. Back then, I got their number by emailing them, but was told to put it in writing (via email). After doing so, I received a 3 sentence response in the mail saying that I agreed to all these charges in the rental agreement. They also sent invoices/receipts to try and validate the charges (some of which looked pretty sketchy). Interestingly, they use a LLC to collect fees from themselves for the inspections (the invoice had the same address listed for both sides). And for the cleaning bill/invoice, you can see that someone used white-out and then wrote $80 - not very smart when you're using colored paper. From others' experiences, it sounds like you would definitely have a case in small claims court. Don't be lured in by the landscaping. They spend more time making the outside look nice than actually taking care of the unit. And they will definitely rip you off when it's time for you to move out. He then disappeared and shortly after his return we were given a notice that a new property manager would be assigned. 1) Mold. I've got mold in my bathroom and have requested a vent/fan for it to keep the room dry. The property manager has yet to get back to me about it. The location is nice, very quiet, walkable and close to lake street with lots of restaurants, coffee shops, and retailers. The apartments have an older charm but are well maintained by Barbera. One of the best parts about the property though, is that it is managed by two of the most capable and warm humans - Jesus and Fabian. Whenever I reached out with a maintenance request or otherwise, I always received a timely response (within 1-2 hours) and prompt action. Jesus and Fabian are kind, professional, and accessible. As others have noted, the company hits you with a bunch of completely bogus charges when you move out, even if you leave your place, as I did, in excellent condition. $40 for an "inspection fee." I should have charged them for that when I moved in. They charged for "patching" holes in the walls, when they are going to paint the entire apartment. And they charged me for opening a plugged drain - the pipes in the place are notoriously bad. But the most ludicrous of all, a charge for light bulbs. All told, all these little nits and picks added up to more than 200 bucks. If the company had not fleeced me on the way out, I would have left a good review here - overall living there was fine, and the resident managers are great. Apparently, they don't care about Yelp reviews, or about their reputation as a landlord, or about common decency and fairness. So, here's another one-star for your collection. Basically, I moved out of North Hollywood just to move on with this location. I lived with the 999 Locust property or the one that goes with Magnolia. It started out okay with the old Manager Named Craig. However, 3 Months in... He moved somewhere in South Pasadena and the new Landlady moved in named Natalie! She is a bit extreme with some of our neighbors and she raised the price by the time the Contract ended for the year! Seriously, a $100 increase which is a bit extreme for anyone who just past their 1 year Agreement! I lived in that Property specifically for 2 years! After the 2 years, I returned back to my hometown temporarily and ya know what? The horror still continues. For some reason the Manager Think is Funny to Let the City of Pasadena extra charge me one more month worth of electricity! This is Deceptive and I paid it all, regardless of their B.S. First, the rent is extremely high for what you get. By the time I moved out the wahser and dryer were out of order for over 2 weeks. Next I had an old and broken AC unit during the heat of summer which they refused to replace or repair. It took them 3 months to finally replace it after me telling them literally every week that it doesn't work. When I got my deposit back they charged me for the toilet seat (which was not broken when I left, blinds (uh what? I had zero broken blinds), small repatches on the walls, paint, an inspection fee (what?), light bulbs (I put in all new ones when I left). They basically charged me for all basic housing usage. Not to mention when they finally put in my new AC unit they patched the wall around the unit and never came back to repaint while I was living there. Oh, I almost forgot to mention, they gave us old broken garage openers when I moved in and when I let them know they don't work literally days after my move in date they told me it would be $50 to get new ones. WTF! You gave me broken ones to begin with. I could go on and on about the shit they pulled while I was there. This is just the big ones I can remember. They are cheap AF and criminals. I can't say much about the exit from here because I have yet to move out and I hope it's not true that they don't return the deposits. I can say that I've never had an issue getting things fixed and they were also very accommodating when I transferred from a one bedroom to a 2 bedroom. I will say this we got a new manager a year ago and since her arrival things here have gotten so much better. She gets things done the place looks so much better than it did before she addressed many issues that were a little bothersome in the past...I feel much safer and comfortable since her arrival...any maintenance issues are now handled in a more professional manner and very quickly they made a nice area for the kids to play basketball and a nice little area if you wanted to entertain outside...she lit the place up outside in the parking and inside the complex as well as it was very dark before at night...our previous manager was a very nice lady she just wasn't on top of things the way the current manager Michelle is. I love living here now more than ever before...I would recommend anybody to live here if you want a quiet, clean, safe complex to live in: UPDATE: They really do screw you upon move out...sending a bill for over $1000 when then had a $2100 deposit that never got returned to me...charging me for broken blinds which were the way they were when I moved in...numerous charges when I transferred from the one bedroom to the two bedroom...I was charged an extra $500 deposit on top of the $1600 deposit i paid originally...the two bedroom had shampooed carpets not new had broken tiles in the bathroom that never got fixed and the blinds that go out to the patio and the ones in the kitchen were damaged and never replaced...so they keep my deposit and send me a bill?? I rented from Barbera for nearly four years. The onsite manager was absolute great - just as nice as could be and very invested in trying to keep the building nice. Repairs were always handled promptly. However, they continued to raise our rent once a year even when the economy crashed, and they were renting identical apts. for 200 dollars less to get them occupied. They charged a "inspection fee" when we left, which isn't at all legal under CA law. They are obligated to do the final inspection and list all repairs they will be charging for up to two weeks before your notice runs out, as long as you request it. They're not allowed to charge for this, by law. But they figure that you won't go to court for a lousy 50 bucks, even if you know the charge is illegal, which most people don't. Management companies need to be penalized for these kind of flagrant legal violations. "You can spend a full day off work to just get back the charge" isn't enough penalty. While that kind of abuse really angers me, they did maintain a nice building which was clean and quiet. read more

Barbara management is so unprofessional and inconsiderate. Beatriz who is the manager of the leasing office is not a leader at all. She is rude and doesn't know how to treat people. We moved out of the apartment before June 1st and our lease was up on June 14th 2020. We have tried calling the leasing office several times and no response. We moved because I wasn't working and couldn't afford to live there due to the pandemic. They still made us pay $1000.00 for 2 weeks of June knowing we couldn't afford it. To this day we still havent received any documentation stating how much they will take out of our deposit. There was a few scuff marks on 2 walls because of some mirrors we had leaning against the wall, but other then that our apartment was immaculate and left it great condition. We never put any holes in the wall. Chris the apartment manager who is the son of Beatriz (leasing office manager) sent us a text saying that he was going to charge us a removal fee for keeping our bed there but it was the last item we took from the apartment. If Chris would have paid attention to when people's leases are up then he would have known the end date of our lease. We removed the bed a day before our lease was up he contacted us the following week and stated that we would get charged for leaving it behind, this doesn't make any sense!!!!!!! Well, I went to Small Claims court, and Barbera Management refused the certified letter of notice sent by the court to their PO Box. So, according to the court, they weren't served. I had to get a new court date. I did, May 10th. And, I also hired a process server who will serve them face to face. Worth every penny of the $65! These people are crooks! Went to court May 10th, and they didn't show up.... I got the judgment for the full amount plus all court costs! The Clerk also told me that they have "a lot of lawsuits against them"..... imagine, a clerk in the Pasadena Superior Court recognizes these crooks by name! I currently live at one of the Barbera bulidings, the building is always in good shape and with a really good manager. I've talked to Vanessa and Beatriz and they are always helpful, respectful, nice are and always accommodating with my request. If it were possible, I would give Barbera Management negative stars. I had a similar experience as Kesh. I rented from Barbera for a year, and left the unit in immaculate condition, which the on-site manager stated in his report. Consequently, they couldn't ding me for bogus damage charges (although they did charge me $40 for unclogging a bathroom sink that was clogged when I moved in, as well as the same dubious fees that other reviewers have noted ). I won't go into the lack of response to maintenance requests. I will say -- and this is what I find utterly unethical and arguably immoral -- that they charged me about $1,000 for moving out two days early, despite the fact that my rent was paid for the entire lease term. There are many things I could say about this company. Many strong words that I could use. Instead, read the reviews here and draw your own conclusions. If you choose to rent from them, if you choose to enrich this rapacious firm with your hard-earned money, don't say you weren't warned. We lived at a Barbera property for a little over 2 years, and when we were preparing to move out I started to get nervous reading all of their bad reviews about security deposits. I thought I could kiss my security deposit goodbye, even though the damage to our unit pretty much fell under normal wear and tear (except for some light carpet damage caused by kitty). We just got our deposit remainder returned and I thought I'd post it here. Some of these charges are bogus: a $50 fee for them to inspect the apartment--is that even legal?? $10 for light bulbs? There weren't any bulbs out. $20 and $30 to replace an old toilet seat and an old, cheap vertical blind that was already busted when we moved in? Lame. I had also painstakingly patched every tiny wall hole and was told by management that that would suffice and we wouldn't get charged. Nope! $166 charge for prep and patching of walls...and then just $30 for painting the apartment? The charge for unclogging the kitchen sink also seems unfair, since this was 6 months ago as the result of a broken garbage disposal. I guess we're lucky they didn't charge us to replace that, too! The one nice surprise is that they put our $500 pet deposit toward these "damages." Other places I've lived they typically just eat that. read more

If I could have give a 0, I would've. This is a horrible management company. Money hungry bastards!!!! We lived in their Sierra Madre property and every year they raised our rent by $100-200, every single year. At the same time they did not do anything to make the living more comfortable. At the end, they deducted $500 from my deposit when we moved out, even though I cleaned that place spotless and even got rid of a stain that was there when I moved in. The neighbors were loud and living was unmanageable. They even deducted from my deposit for a small fix of kitchen sink- garbage disposal. Looks like maintenance is Not included since I had to pay $70 for them to fix the sink because the water was going down too slow. Never heard of that and didn't know thy will charge me until I moved out, if I did I would have probably fixed it myself. I'm telling you, money hungry bastards! I lived at Evergreen Apt on Longden Ave for 4 years. I read about bad reviews on not getting security deposits back after I moved in so I knew they would do it to me. I was charged $1,000 in fees, for a broken AC vent, inspection fee of $50, cleaning fee $300(I was told this was an automatic charge unless I could thoroughly do the cleaning), trash, light bulbs, blinds replacement, and I even put in a work order 30 days in advance to have these repairs done. I was ignored. Then, I was told, they would be fixed after I moved out and I would not be charged. You're not getting away with this. Besides the carpet and the cleaning, I should not be charged. I will sue for my deposit!!!! read more
