We have worked with other HOAs for maintenance requests in the past, but a request we submitted last year which was supposedly "approved by the board" is STILL unrepaired and it has now been 8 months and counting... We have called them several times AND emailed info@bluemountaincommunity.com to find out updates, yet I can never to speak to anyone beside the receptionist and the email responses I receive are senseless excuses and outcome is unchanged. Blue Mountain manages my HOA and it is horrible. The cost has more than doubled in the past 4 years and nothing is ever done. The only thing I get is violation notices that include pictures of someone else's house. I have called them 4 times and left messages over the past 2 months and they have not returned one of those calls. incredibly unprofessional. We pay them monthly to hire a person to drive around billing us for leaving the trash can out for 1 day. Edit: to respond to BM's reply; if the people we work with now are from BM and somehow we are thriving and getting the support we need, doesn't that say more about the ineptitude and management at BM more than the people that work for them? Blue Mountain Management was all we knew when we joined the neighborhood. It wasn't until the HOA Board was turned over to the neighborhood residents, that we discovered truly how bad BM is. They barely respond to requests, from both the Board and residents, they don't pay vendors on time, they use their own "in-house" maintenance teams that don't do the work, they confuse funds between neighborhoods they manage (e.g. using funds from one HOA to pay for items in another HOA nearby because they don't understand the boundaries) and they flat out give you wrong information over and over again. We got a glimpse of what a good management company can do and jumped ship as fast as possible. Even the handover from BM to the new HOA Management company was like putting a cat in a bath...painstaking. Even now, we continue to uncover items that we paid for that were never done. While I was HOA president of our community, we had Blue Mountain as our community management firm. They were absolutely terrible. They took forever to respond to issues, they messed up, practically everything that was their job to do, they harassed people for minor offenses and completely ignored other things that were rather large offenses. When we had people not paying their bills, they just shined it on and took no action but then recommended that we up the cost for everyone else. These are people that want to collect money but actually performance his little work as possible. For me the last straw is that I've been trying to get somebody on the phone with them for over a week now and nobody ever calls me back. Don't work with this company. Blue Mountain takes our money but doesn't pay our bills. Our garbage bill is included in our condo's HOA fees. Our service was canceled for non payment. There's 12 families in just my building alone and overfilled dumpsters. We cant get our basic needs met while they are sure to pay themselves, for what no one knows. read more

I would send checks by billpay and Arissa would claim she never got it and charge me a late fee. There was a ton of mail that never got to me but Arrisa would claim that "the mailing was considered a success" and stop talking to me. Other owners claimed similar accounting and mailing problems. My HOA and I are at loggerheads (to state it mildly) but they made the right choice in ending their contract with this company for their accounting inconsistencies and their mailing inconsistencies. read more

The Property manager we have, Alexis, is poorly trained and not knowledgeable about property management. Blue Mountain is good at preparing budgets that raise HOA dues, but poor on the services they provide. They prefer to use their in-house maintenance people. rather than soliciting outside bids. They are good at advising homeowners when their office will be closed, but poor on responding to homeowner concerns. read more

I would strongly suggest you avoid this management company. Eight weeks ago Blue Mountain tore my condo apart in order to fix some plumbing upstairs. For the first four weeks they told me that they were waiting to hear back from a plumber, but would repair the damage soon. Tor the last four weeks, I have not heard from them once. My condo has been uninhabitable for nearly two months and there is sign that they are even still in business. Update: As predicted, I received a notice saying that I didn't pay my HOA, but I sent them a check 10 days before it was due with the bill and the envelope provided. Now I have a late fee and another charge. If there was an issue, it would have been helpful to receive a call. Very disappointed in the services they provide. This is the first year that we have used them. They do not monitor the yards and notify owners of necessary home repairs, such as exterior rotted wood and painting. They screwed up on the HOA fee billing. We are not getting the services that the previous community management company provided. Very disappointing. I would suggest checking reviews of other management companies or at the very least taking a tour of some of the properties that they manage. read more

The HOA was great when first moved in 3 years ago. However, the past year has been atrocious. Company just gets worse and worse and has unrealistic expectations for home owners. Don't be so picky about every little thing. Are you seriously going to give every house in the neighborhood a violation letter because their trash and recycling cans are visible?! You also want us to park in our garages, which means there would not be enough room in there for the cans. Which side note, have not seen any changes regarding cars being parked in driveway vs garage. Doesn't the CCR also say something about cars being parked in garages. As for the fence, not everyone has a big enough area there for them to go inside the fence area alongside the houses either. I rather doubt anyone actually cares or has made a complaint because you can see the trash cans in front of the garage or fence. If I look out my windows I can see almost every house has their cans visible and it looks just fine. It feels like targeting at this point. read more

This HOA is the worst, constant badgering of us with spurious fines and charges without warning for "landscaping violations". We have been consistently maintaining our garden and lawn (the HOA can check our weekly 90 gallon yard debris garbage can which is always filled to the brim with lawn clippings, hedge clippings, and pulled weeds every week). Yet the fascist HOA is fining us $50 a pop for tiny patches of yellow grass which are sometimes unavoidable in the hot summer sun. We have also received $50 fines for "weeds in the lawn", with a picture attached of our pristine lawn with 2 weeds in it. We weed our lawn/garden every week, but as any person with functioning mental faculties knows, weeds can easily sprout in 1-2 days. Who the hell has time to weed every day, we work full-time, this is Orwellian harassment from an HOA that ignores basic biology and botany. In addition, there are many houses on our same block with worse landscaping, completely yellow dead patchy lawns for weeks. We don't complain about them to the HOA because we are not nosy busy bodies, and also because the HOA sucks. But we highly doubt that our neighbors are just eating $50 fines week after week, this HOA is discriminating against us for some unspecified reason (probably racial) read more

We live in an Blue Mountain Community, an Associa Company and I have to say that they are the absolute worst. We got notice that as of January 2023, our Belmont Place community HOA will raise our monthly payment to $66.85! Are you kidding me, $23000.00 for Storm System/Pond Maintenance? They do nothing to the Pond are, not cut landscape, nothing! Landscape, $10757.18, which they come I swear once very 6 months. Sidewalks uplifting, trees so overgrown where delivery people can't even see the signs where packages needs to be delivered. I work for a big and popular construction company here in Vancouver and they would never use Blue Mountain on any of their subdivisions cause they are absolutely horrible. If any members of my family or myself trips on these lifting sidewalks or broken sidewalks, I will have to contact our Attorney for sure. read more

When my house and neighborhood was considered a new build years ago Blue Mountain Property Management would emailing weekly or at least monthly reports along with landscaping, Maintaining yard integrity, trash can and recycling watch and all other general maintenance. But after a number of years it was Incredibly difficult to get things accomplished or just simply get anyone to answer the phone. Such examples would be trying to hire a new landscaping company since the weeds and common areas were completely overgrown.For the more simple tasks it would take a week or more to have a response or answer. Very little sense of urgency. Just answering general questions seemed to be difficult. As of late they have hired new staff and management and things have improved but this coming from multiple years of the last lady (I will leave nameless out of respect) supplying some of the worst customer service I have experienced in awhile. read more

Residents were charged a convenience fee. Then, when the balance of the dues was paid, they were charged an additional convenience fee. This is bullsh!t and a poor way to do business. This is my first HOA. Two of the board members and our community manager seem to be issuing violation letters to every minority in our community. For reference, half of us are minorities. My family and I happen to be the only Latinos. One home owner moved out because of the harassment he was getting. I would like to believe that this isn't racial. In my original ARC app, I made a mistake of where the front of my house is located. Mind you, NO WHERE IN THE CC&Rs DOES IT STATE WHERE BLUE MOUNTAIN CONSIDERS THE FRONT OF THE HOUSE. We are suppose to have our side fence at least 5' from the front of the house. After my contractor finished the project I got a violation letter stating my fence is only 4' from the front of my house. I submitted an ARC app asking to correct/amend the front of the house location. It was denied. I went to the city building department to ask where the front of the house is located. The plans examiner stated it was the longest part of the house. Which means I am not in violation of the CC&Rs and my fence IS 5' from the front. I submitted ANOTHER app to amend my first with the Plans Examiner's card and the site map highlighting where the CITY states is the front of my house. The community manager denied it stating "Side yard fencing on any lot shall maintain a minimum five (5) foot setback from the front of the home...However, your contractor failed to reinstall the fence pursuant to the ARC approved design originally presented. Section 6.1 of the CCR states: "No improvement shall be commenced,... and proposed LOCATION of the improvement have been Submitted to and approved in writing by the ARC...Since the final design was not approved by ARC and does not conform to the CCR's your project is declined and will need to be returned to the approved design." So, now I'm confused. Does my house have two different fronts? One the City of Camas considers and one the HOA/BLUE MOUNTAIN considers? Fencing on outer part of our community has had graffiti painted on it for weeks and signs hanging on it. Trash in guest parking areas looks terrible. The IRS needs to do a financial audit of this company. They are all talk NO delivery. I could go ON AND ON about what a let down this company is. Add on zero customer service and zero follow through. Our common areas havent have not been trimmed back since JULY and I had to nag and nag for that one. Our community appears as if there isnt an HOA at all. What a sham of business that just wants to collect money...if only we knew what they DID with the money. We pay 60 bucks a month- there is no one cutting our front yard, there is no pool or amenities just 60 bucks a month for landscapers to come around every 4-5 months. this appears to be FRAUDULENT. read more

BMCM managed our Association for +10 years. During that time period the Board managed the Landscape services and also prepared the yearly budget. BMCM resigned from managing our account when the Board began to ask specific questions regarding townSq, Avid strongroom and the PPB bank account management. BMCM pays themselves in 1 to 2 days after invoicing but pays other vendor +/-30 days after invoice receipt. Additionally, BMCM was carrying large cash reserves in two checking accounts that were not needed. NO miss management of funds was ever found. It just appeared that BMCM was somehow making $ on the cash on hand versus placing this money into a CD. Further, at year end, BMCM didn't clear the invoices in hand but rather held some over for payment in the next FY even though cash was in the account to pay these bills. This led to the next years budget being bust in several categories. Regarding contracting repairs, the BMCM recommended contractor bid $21,000 for vinyl siding repairs and the Board bid the work and got it accomplished for $7,000. The Board noted to BMCM that one unit owner was several months behind in their assessment payment and questioned what BMCM was doing to collect this money. BMCM said they were awaiting direction from the Board. BMCM didn't tell the Board they needed to be looking at the delinquency report on townSq. The Board thought this was the responsibility of BMCM since they choose to use the townSq software package. Looks like BMCM uses a batch entry system whereby they only enter bills at certain times of the month, versus as they are received. The Board asked for specifies on this and never got an answer from BMCM. Conclusions: 1) BMCM staff may not have the training to be able to answer client questions in the best case or they just are making money on the client's money and just don't want to explain how this is being done under the worst case. 2) The basic BMCM contract, as well as other community mgmt contracts are basically a unit rate contract whereby they bill for every item and service provided. Very much like attorneys. So, when evaluating the cost of your contract with BMCM, create a spreadsheet and extend each unit rate by your required service to arrive at your final cost, the monthly LS cost is just the beginning, 3) Look at the contract to determine the hours included in the LS price, as this number of hours will most likely not cover the work required by the Board and the written scope of work contained within the contract. So.....budget this extra money. Also regarding this extra work/time billed, I suggest you agree on a written scope of work for the additional service with a description of the finished product and a requirement that the finished product must be complete before payment is authorized and 4) Make sure someone on the Board looks at each and every invoice and approves them before payment by BMCM so that the Board can become knowledgeable on how the contract allows BMCM to bill the Association legally. read more

Blue mountain claims that all roofs of our association were done in between 2011 and 2014 through they claim that we got new garage doors in 2021 not true also how do you write that we got them when you wrote the reserve study Guide packet thing in 2020 BlueMountain took money, made claims of updating and remodeling and repairing things that did not happen and claim that they spent an exorbitant amount of money on doing so however, our new management says now our HOA fees are going to more than doubled in two months for the next 25 years so that we can pay for the roof and the garage doors and stuff that we've already paid for I asked BlueMountain for a copy of the permits for the Ruth because they're not on property iq.com, and I can't seem to find the permits anywhere. They respond. I wanted me to sign up for town Square. I can't set up town Square. I'm not a member.. also the last month that they were our property manager there's no record of my payment on their file and no record of my payment on the new associations file. However, there's record of it in my bank So I posted this on here 3 months ago. they did what aparently is an automatic response and said email them directly to address the issue and I did and they told me to log into my account with them.........I haven't had an account since they stopped managing our HOA and still no answer as to if the reserve study they wrote in 2021 is correct or not. We have been subjected to Blue Mountain management at two properties. They are very effective at searching for any infraction they can (even if it's only visible from on your property) and then collecting fines or sending out the patronizing letter about living in a planned community because you have a rake leaning against your garage when they drive by. I could understand real infractions that detract from the property or neighborhood, but honestly, the experiences we've had have been utterly ridiculous. Now, A decent company would have called and asked why I was not paying after 2-3 months.. you would think correct? Well, with Blue the answer is no, they waited about 13 months to contact me with HUGE lawyer fees attached... and when I tried to communicate with them, they would ignore my question and increase the fees by a few hundred bucks, sending me a note says, when we take time to read your emails, we bill you. with no answer! I would never recommend this company. They are awful. We're in our 3rd community manager now which is kind of a misnomer since they don't really "manage" anything. It was so gratifying to come here and see the negative reviews and know that I wasn't crazy by thinking that this is a terrible company. I agree with pretty much everything everyone else has said. The only thing they're good at is collecting those dues every month. I am pushing my board to terminate the relationship with them. If not, I will try to get myself on the board and push it that way. They do absolutely nothing. Whenever I am able to get someone whatever the issue is is always pushed off on the HOA board...then wtf do we pay Blue Mountain? There's a community dumpster I didn't want but was outvoted...it's a terrible pig sty now as half of us pay WM for trash removal and the other half uses this dumpster. Trash everywhere...old furniture. Zero enforcement from Blue Mountain. Parking has always been an issue here and after a year of bitching they finally had a tow away zone sign out up. That said, to my knowledge, 1 car has been towed and that was because I emailed, send photos, and they finally called a towing company. The other issue is short term rentals. I didn't mind them at first if they were going to regulated but, as pointed out above, BM doesn't seem to care about enforcement (my community is 6 mi from their offices, mind you). Since the AirBnB renters don't live here and neither do the people who own the house, it turns into a shit show. This company is awful...they must just be inexpensive. I would rather pay $500/mo. for a competent management company than continue using these clowns. Also, whoever the person is who is responding the negative reviews with the "contact us" nonsense, miss me with all of that. Don't even bother. If it was possible to reach you then I wouldn't be on Yelp. I've attempted multiple times to reach the community manager Christine, left voicemails, messages and still no response. I've resolved the garbage can issue that I was cited for 2x but need clarification on the parking and project submission. Not to mention they are still sending these notices to my old address, which means I'm not receiving the citation until 7+ days later, then being hit with another one before I can correct the issue. I've already been told that each community is different so I'll need to talk to Christine...this was over 30 days ago. When I sent an email Friday 1.22.21 that I filed a formal complaint with Blue Mountain HQ, the Assistant Community Manager, asked Christine to respond. She then emails me "How can I help you". Wow! After 5 weeks of no communication, the nerve. Now I'm waiting on HQ to respond back with the documented process and steps I should follow to conduct my Q&A in a way that will provide validation to their responses. I specifically said in my email "Who can I speak to above Christine to make this complaint. I will post this review on Yelp, Google, BBB, and any/all applicant sites. I no longer want to speak to the community manager rather a Director or above. I need to know the communication process from resident initial contact to response timeframe. 30 days+ is unacceptable." Blue Mountain has started charging everyone in community (East Highlands in Eugene) $40 a month for crap they aren't even doing. Community landscaping? Non existent. Community irrigation? Non existent. They don't care I have a neighbor with dead grass they haven't mowed ever. Plus we're living in a construction zone. When asked they said delaying charging fees until after those services could actually be provided would require a community meeting (i.e. work on their end) so they were going to keep charging us for shit they haven't done. As others have said, they suck and only exist to legally extract money out of your HOA. As soon as the community is finished, and therefore the developers loses their votes, we will collect enough signatures to give these a-holes the boot and administer the HOA will reasonable costs (maybe $50 a year, instead of $40 a month for absolutely nothing). read more
