Avoid Budget Car Rental at Cancún Airport. On December 12, 2025, we reserved a car through Travelocity with our Visa card. We already had full auto coverage, Visa's rental insurance, and we also purchased a rental protection plan at booking. The total was $319.18, including $136.40 for the car rental, $61.78 in taxes, and $121.00 for rental insurance. When we arrived at the Budget counter in Cancún, the line of customers stretched out the door even though only six people were waiting to pick up vehicles. Despite having four counters open, it took nearly an hour to reach an agent. The delay was caused by constant disputes: every customer ahead of us was arguing with staff about a clear bait‑and‑switch, and many were visibly upset and raising their voices. After about 40 minutes, I asked my wife to hold our place in line and walked to a neighboring rental agency. An employee there urged us to rent from them instead, warning that Budget would try to charge us around $800. I explained that we already had a confirmed reservation for much less, so we decided to wait and see what Budget would do. When we finally reached the counter, the Budget representative told us we were required to buy their insurance or they would not release the car. We explained the multiple layers of coverage we already had, but he insisted it was not acceptable and presented a total of approximately $790. At that moment, it became clear why every customer before us was so angry. We objected and told him we could easily call for a ride and rent elsewhere for less. The agent said he needed to speak with his manager to "see what he could do." After about five minutes in the back room, he returned with a "best offer" of $669.08--still more than double our original confirmed price. He also confided that he had raised concerns with his manager about these practices but had been ignored. Even though I had a letter from my insurance proving full coverage and had booked through Aeroplan using points--PLUS a second letter from Aeroplan confirming my coverage--he still refused to accept my insurance unless I put down a $22,000 USD hold on my credit card! Then he told me I had to pay $750 USD for insurance--which was twice the cost of the car rental itself! When I protested, he arrogantly told me, "Too bad, you had free cancellation, but I already started the paperwork, so it's too late." After scamming me into paying, he pretended to do me a favor by lowering it to $350 USD ($549.50 CAD)--still completely unnecessary and a blatant rip-off. Why did we not read this first. Rented through Expedia, as we normally do with all our rentals all over the world with no issues. Way ahead of time. Still expensive for what you get, as usual in Mexico, but borderline reasonable $778 for 10 days of a small SUV. Then we get there with our young daughter who's already out of patience and bam! We are immediately treated to the "your insurance is no good you MUST get OUR insurance for $1,300 for the 10 days ON TOP OF the original rental." Other customers screaming around you as well. We left, took a taxi (also scammish but not as bad) and the next day just went to an Europcar in Puerto Juárez and got a car for $850 for the 10 days. Highly Unprofessional and Potentially Abusive Practices - Avoid Budget My experience with Budget raises serious concerns about their business practices and treatment of customers. Upon returning the vehicle, I was informed that one tyre was slightly under-inflated. Based on this, Budget refused to release my guarantee deposit, claiming they needed to "inspect" the tyre. I formally submitted an appeal explaining that a minor pressure issue is easily correctable, that I was never informed of any defect at pickup, and that the tyre had been gradually losing air throughout the rental period, indicating a likely pre-existing issue. Despite this, Budget proceeded to charge me for a full tyre replacement -- an excessive and unjustified action that bears no proportional relationship to the alleged issue. A slightly deflated tyre does not constitute proof of irreparable damage, nor does it justify full replacement without transparent technical evidence. Crucially, after submitting my appeal, Budget collected my email address and phone number, explicitly stating they would contact me with the outcome regarding my guarantee. They never did. No written response, no explanation, no evidence provided. Instead, they unilaterally deducted the cost of a full tyre replacement from my guarantee deposit without notice or consent. This lack of communication, absence of due process, and unilateral financial action is deeply troubling. Customers are given no meaningful opportunity to challenge the claim, no inspection report, and no proof that the damage was caused during the rental period rather than being a result of wear, defect, or poor maintenance. The overall impression is that Budget operates in a manner where minor, unverifiable issues are used as justification to retain customer guarantees, effectively shifting vehicle maintenance costs onto renters. Whether intentional or systemic, this practice is unethical, opaque, and potentially abusive. Worse ever! They don't have anyone at the counter to check in the customers. Their van takes over 1 hour to pick people up from the airport and take to the actually place where the vehicles are. Hands down, the worst car rental I've ever had. They're crooks trying to sell timeshare meetings while they "clean" your car in preparation to over charge you later. You stand outside as they keep buying time to figure out how they're getting more money. It's unfortunate, but we had to spend more on car insurance than we did on the car itself. Beware - your credit card won't cover anything and neither will your American insurance. And they know it. We finally got our car an hour later, watching other guests get their car long before we did. I had many suspicions. Took tons of photos and videos before we took off because hey - have u read the reviews here? My friend didn't before she booked. Group of Asian women with designer bags? We looked like an easy target, I'm sure. Fast forward, we return the car and to our delight, they don't try anything. I was surprised actually. Welp, after they clear us, one guy suddenly changes his mind and says in Spanish, "wait - don't give them their deposit yet. let's find something." Little did he know my friend could speak fluently. SHADY. AS. HELL. They come back and say we messed up the tire, and that insurance covers 90%. Our deductible was $1,000, and WE NEEDED TO PAY ANOTHER $390. Um one tire is NOT $3,900 USD, and why would we pay on top of the $1000 deposit? We refused to sign their fake bill, grabbed our luggage, and literally walked to terminal 2. They refused to shuttle us to the airport as promised but screw it, it was only a 12 min walk. We just wanted out before they tried anything else. We ended up contesting the charge and even Chase agreed it was shady and we got our money back. So if this happens to you, I hope you have a good card! Better yet DO NOT COME HERE. At the counter there are no prices, so they write in ridiculous prices #1, #2, #3. If you don't want these options leave a $15,000 USD deposit. I wish I had read most of these reviews before renting from Budget at the Cancun Aiport. This franchise is practicing absolute thievery. My rental car ended up being almost 3X more expensive than estimated on my original online Budget.com reservation, and there is nothing I can do. Firstly, the staff are rude and unhelpful. Buried in their Terms & Conditions are "Asset Monitoring Activation Surcharge's" of $25 USD per day that you are forced to pay at the counter, regardless if you have your own insurances and deny theirs. When I called Budget Customer Service, the agents did not even know what this meant, they had never heard of such a thing. The franchise employees played it off like it was differences in rental car laws across country borders. They will also try to lie to you that your insurances won't work in Mexico - don't buy it! Better yet, don't go here at all! But it doesn't stop there - even if you deny their insurances, they will still charge you for them when you drop your vehicle off, and of course, you are unable to leave until you agree to these charges by signing. I have documentation proving I denied their insurances, but because I signed the final bill (just so I could go home), Budget International Customer Service won't do anything for me - they support the franchises that steal from innocent customers. During my absolute several month debacle with Budget CS and their collaboration with this franchise, I believe somebody at this franchise went as far as forging my signature on a document. Budget CS sent me a document that has a signature with patterns that differ from mine, in which I also have an un-signed copy. Finally, when I dropped the car off, they tried to pin damages on me that were present before I received it. THANKFULLY I had timestamped photos of these damages. Take your own photos of the vehicles!! A few months later, the credit card that I used here had the information stolen and was attempted to be used to pay taxes in Mexico. They stole my credit card info. I only used this card one time while in Mexico. This is a card I only use for one thing - my Amazon purchases. 2 months later I see my card has been used in Mexico to order flowers online. The employees scan your card in case there are damages to your car and they have dishonest employees that steal card info. Also, the cars are absolutely busted. My rental had damage all over the car and had 3 donut spare tires. Those tires are not supposed to drive more than 50 miles and they rented me a car with 3 of them. read more

Doors wouldn't opened , seat belt broken, USB for car play broken, several plastic panels inside were detached, Hidden cost. Been renting here for 5 years, all of a sudden new staff and HUGE problems as of January 2024 1st this is NOT a corporate Budget office it is a franchise and Budget USA has NO control over them, call Budget USA and check 800-214-6094 Any reservation you make on line will be almost doubled by this locations BS add on's,. They charged me all kinds of extra fees and coverages I did NOT want, such as NOT needed insurance and then a remote activation fee so they know where the car is. Counter person said they have to add this manually and made us wait but no one went to the car to add any tracker. I asked they said they put it on before I got there I asked please show me he said NO it's a secret I only accepted the car because this office is far off site near nothing else and agent said if I didn't want the car I could go elsewhere but I could NOT take their shuttle back to the airport because we were not a customer, the nearest other car rental is maybe 1/4 to 1/2 mile and we were not going to walk in the heat after 8 hours of travel They lied and said they only put a hold on your credit card and contract is an estimate but they charged my card same day. They show exchange rate of 19 peso to the dollar but I pointed out the actual exchange rate was closer to 16, they said NO problem only estimate. Guess what exchange rate was 16.5 driving total cost higher. We had to go home early and brought the car back a day early but would not give me credit, said call USA and that is when I found out they are franchise. An on line reservation for 7 days I booked was $ 296.00 actual bill on my credit card $ 503.00 and my credit card company won't do anything because I signed the contract. This was due to the forced extras and their fraudulent exchange rate they put on the contract. If you do rent take photos of the car and gas, I saw another poor bastard getting screwed for damages because they didn't have photos. They argued the contract showed marks that were damage when they picked up the car but check in person said no its new damage. Upon arrival, they delayed delivery of the rental car so an employee could try to sell us a timeshare. Another couple was able to leave within 15 minutes and we were stuck for 45 minutes. Upon return of the car, we were running late for our flight. Initially, they said everything was fine and we could go. ( I speak Spanish and could understand what the employees were saying).They delayed and delayed taking us back to the terminal until they could find something that they could charge us for. They told us there was damage to a tire. There was none. They would not process our paperwork until we paid another fee after already paying for supplemental insurance, on top of my regular and credit card insurance. I made a NO FEE reservation a few weeks back and today they sent an email that I needed to pay the full amount if I wanted to keep the car and reservation. When I called I told the agent I had some questions and without letting me talk she just kept asking for my credit card number, until I abruptly interrupted her. She told me once I paid the $600 + dollars over the phone there would be a fee of $800 dollars as deposit, I said "no, excuse me." this is my fourth rental in Mexico and I've never had to leave so much money. She then told that it must of not been in Mexico, because is a standard $800 dollars everywhere, I explained that I rented with Avis in September and last month and they charged me between $80 and $40 dollar deposit. She then proceeded to try to discredit my information, what a rude person, I told her I had receipts to prove it and she just proceeded to tell me that she could lower the deposit amount. No thank you, I'm out! Please be aware, what they do is hold a large amount and probably say the car is damaged when you drop it off. If it looks too good to be true, it is. That is the lesson I learned after my experience with Orbitz and Budget Cancun Airport. I reserved a mid-sized car on Orbitz for an insanely low price the also included an extra driver. Everywhere on the Orbitz site it says, "Price guarantee". I expected to pay more as I was going to get the additional insurance most people recommend for Mexico. Upon arrival we were greeted at the counter and walked to the shuttle bus by a very nice lady who gave us travel recommendations. When we got to the rental agency, that's when the good old bait and switch happened. We speak Spanish and the guy we had ran through his sales pitch so quickly our heads were spinning. I told him I'd get the insurance and a $9 car rental suddenly became $183. As most people stated, our gas tank was not full when we received it. The moment we drove off the lot it dropped a bar. But don't try to return it that way, they will charge you. Other than the feeling of being taken advantage of, the overall service was good, but I won't be using Orbitz or Budget after this sour experience. It shouldn't matter if Budget is in Manilla or Mexico. The same standard and ethics of service should apply to all their locations. read more

BUDGET RENTAL CAR LEFT ME AND MY DAUGHTER STRANDED. Be aware, in Tulum, your legally parked car can be towed for no good reason (there are numerous threads online detailing this issue - know before you go). We were eating dinner, parked next to the restaurant, no NO PARKING signs anywhere, completely off the road, etc. TOWED! If this happens to you, you are on your own if you've rented from Budget. The restaurant staff immediately called Budget. No response. Within an hour of the event, our hotel front desk crew called Budget. No response. We spent the next 23 hours pleading for help - NOTHING in response. We called their 24-hour line, we emailed, we sent messages on Facebook and Twitter (and other platforms). When we finally got a response on Twitter (the only response I ever received), it was too little, too late. Budget left me to figure this entire thing out on my own - Thank God for the kindness of a complete stranger at the hotel front desk who, first thing the next morning, ON HIS DAY OFF, went with me to the police department and tow yard to "negotiate" (yes, negotiate) the return of the vehicle. This process added another $230 to the cost of my rental. If I had waited on Budget, it would have cost even more as the tow yard charges parking/storage fees at extortionist rates. Which brings me to the second thing you should be aware of ... The advertised weekly rental rate was $127. I knew going in that there'd be some hidden taxes/fees (ugh) and then the extra personal liability insurance, which Mexico requires. However, the rental ended up costing $320. More than I expected - and more than they quoted (even with add-ons). One reason, according to the onsite staff, is that they charge your credit card in MXN at an exchange rate FAR WORSE than the official rate. This practice will add significantly to your bill. Just so you know. Finally, to say this rental cost me $550 USD for one week doesn't reflect the real cost. You can't put a dollar amount on the frustration, fear, and anxiety that came with it. Not only was Budget's lack of responsiveness enormously stressful, it was potentially dangerous! And, since this happened on day two - every day after that was full of anxiety, knowing that if something else went wrong (in or out of our control), Budget would NOT be there to help. When we arrived they tried to add an additional $400 dollars to our 5 day rental despite our agreeing to a $2000 damage deposit on top of the reserved price. I called Budget customer service while there and suddenly the $400 was reduced to $189. We paid that just to get a car and start our vacation. While we were there every customer was experiencing these surprise added charges. Every staff person had nearly the same script that Budget charges a tracking fee of some everchanging amount. Horrible service, it took me 1 hour to check out my rental car. Their shuttle does not regularly circle the airport like all the other rental shuttles do so make sure you tell the airport counter when you arrive so they can pick you up. Do not rent at the airport counter, just take the shuttle to the main office. The good is that they are the only rental place that I've seen that will allow you to decline the insurance if they can put a $2100 deposit on your card. read more

Terrible rental experience. First they wanted to give me a totally destroyed Renault Duster that smelled terrible inside saying it's the only SUV they had (I reserved a VW Tiguan). When I said I'm not taking it, they gave me Kia Sorrento immediately. The Kia Sorrento after some time started loosing a plastic shield on the bottom, which was very dangerous, especially on a highway. I had to go to the Budget office in Tulum and have this shield removed. Finally when I returned the car, they found some minor plastic damages in the bottom of the door. The car had scratches and dents on the doors when I took it. I'm pretty sure those minor damages were there too when I rented the car. On my credit card there was an extra charge of over $700 for that! I requested a repair report a few times, but got nothing. Do not use this company. read more

They wanted us to spend 300 on theirs. Sorry, no. Then charged us 80 as a fee for "not having insurance". Also put a 2000 hold on our card. Tried to talk us out of taking photos of the dinged up vehicle "don't worry we'll take them and email to you!" Of course they didn't, luckily we didn't fall for it. When checking out, we noticed their own materials said that there was no fee for not having insurance. We pointed this out, they said "actually, the 80 fee was for having 2 drivers" (we didn't, my wife was the only driver). One way or the other they were going to scam our 80 bucks. Fine, have it. TLDR: * Tell them you have AAA or American Express for a discount * Book somewhere else if at all possible There is fraud that is happening at the Budget Mexico Rental Counter at the Cancun International Airport. I rented a car from May 14th-May 29th, 2021 using reservation 38436825US0. On May 14th, my mother and I arrive to the Cancun International Airport and went to the Budget counter. I had paid Southwest $300 for my reservation for two weeks on Budget so I was expecting to simply pick up my car and go on my vacation. However, that did not happen. Instead, we were told that the absolute cheapest rate was over $830 (almost 3x the original cost), and it wasn't until we started looking at taxis that the man miraculously reduced his price to double our originally quoted price. While the Budget attendant was initially helpful, he then went into an elaborate sales pitch, and told us that for a mere $150 hold on our credit card we could have a 100% protection of the car. Or we could put $1000 hold on the card to have the car protected at 0%. He made it sound like the credit card hold had something to do with the actual amount we would pay, which was not the case. At 0% protection we would be charged over $830, almost three times the cost of the actual reservation. What's even more ludicrous is that he held up a printed-out page from Expedia that said that you had to pay for any local taxes and fees, and when I noted that that wasn't from Southwest he said that didn't matter. The Mexican liability insurance requirement essentially more than doubles the cost of the reservation. However, when it became clear we were willing to walk away and get a taxi, the man changed his tune. He let us know that because we had AAA or American Express, he could add on the second driver for free and brought the price down to $638 USD (again, for 0% liability). We never mentioned having AAA or American Express, but he decided that he didn't want to lose the sale, and brought down the price drastically. Completely unethical. While $638 was still more than double my original cost, it was much better than the original $830. I felt deceived by Southwest for publishing prices that were not accurate, and deceived by Budget, who clearly does not care about their customers getting scammed at the airport. The man had done this many times and I watched it happen right before me with a young African-American couple going to a wedding. He did not offer the AAA discount to them. As there was another couple behind us waiting to get fleeced by the same man, I let them know to request a AAA discount. The attendant got angry and let me know in Spanish (I speak both languages) that the discount was only for us because we had so many days reserved and that I shouldn't be sharing it, and that it wasn't for everyone. Strange, considering that AAA discounts are usually for people who are members of AAA, not based on any sort of usage with the provider. I proceeded to let the couple know about the AAA and American Express discount. The attendant then had another Budget employee escort my mother and I to the parking lot so we could not tell anyone else about the discount. Completely unprofessional and fraudulent. Once we got to the car lot, it was clear they had picked up picked out worst car possible for us. I also observed that the two men that were getting the car ready seem to take a long time and we're talking extensively amongst the two of them. We got a car with squeaky breaks, no radio, a trunk that didn't close consistently, and no lights when you open the car door. Plus, there were zip ties attaching the hubcaps to the wheel. There was also marginal AC. Considering I paid for a mid-range car, this was clearly unacceptable but at this point, I was already enraged and clearly dealing with morally questionable people who were delaying my vacation, so I took the car and left. Then, when I got back to the Budget rental car location, I was charged an extra $70 for a missing hub cap which they had clearly designed to fall off due to the zip ties I previously mentioned. I argued with the attendant but had to get to my flight. I let the other people in the area know. The man who took my credit card was polite but firm that he had to charge me. I was then taken by the shuttle the airport. In the shuttle, the man driving the shuttle was on a call in Spanish and I overheard him say "Don't worry, she can't do anything, but I can't talk too much because she understands Spanish". This type of customer service is disgusting and clearly the staff know that they are perpetrating fraud if they are concerned about the consequences. I've seen all the negative reviews but I have to say, my experience with Budget in Cancún was excellent. I speak Spanish so I don't know if that makes a difference and I was offered insurance and opted for the midgrade insurance because you don't take that risk in Mexico beacause yes, you can be detained and/or throw in jail of you cannot prove you can pay for damages. We did have to wait a bit for someone to appear at the counter in the airport. But once he showed, he walked us to the shuttle which was outside waiting and the driver quickly tended to our luggage. The Budget rental place was only a 5 minutes away. We got there and in about 30 min, we were driving off. Yes, an employee there was trying to sell us vacation packages but it's Mexico. Basically I was charged around 150 drs more that what I signed for. I rented the car through Expedia. I was supposed to pay 681.24 dollars at the end of the rental. Once I returned the car they gave me a bunch of papers to sign for the amout of 722.48. They said that since I had declined their protection service they had charged me extra for monitoring the vehicle. I signed the documents agreeing to pay this amount but when I checked my back account I realized thay had actually charged me 839.66 drs. This is 158 dollars more that the original 681 dollars I was expecting to pay. read more

Dishonest thieves who will not respond to my messages on WhatsApp (their chosen way of communication per the contract) and keeps me waiting on phone calls for 30 minutes (despite them saying "hold on for one second") then hangs up! I've started recording everything as proof (see pictures). We were involved in a car accident where the other driver was at fault as determined by the insurance company. I was told by insurance AND Budget that we should not be charged, but, if we do, we'll receive an itemized list by email. No email was received and over $1200 charged on my credit card! Although we read online about the scams associated with car rentals here, we fell in the trap. When we arrived, the car rental associate kept pushing for us to get the insurance. He kept insisting and trying to scare us with the $4000 hold charge on the credit card if we chose to waive it, etc etc. Having read about these schemes, my fiance insisted we didn't need it, but in the mere moments where we were rethinking if we needed it, the associated had already charged our card for it. We hadn't even signed the form stating we wanted it yet! Too late now. We head outside to pick up our "midsize" rental which was a red Volkswagen Vento. The car came with the gas light on, and the attendant told us that this is how they come and to go to the gas station across the street. Seemed like other renters behind us were also doing the same thing and driving across the street to the busy gas station. Absurd and fishy. Sad that this had to be our first impression of a beautiful city like Cancun. **Update: Keep your receipt! Our receipt said $96 and we were charged $101 on our card. read more

Unfortunately didn't read the reviews as I've never had an issue with rental car companies. As with everyone else was made to purchase additional insurance, contrary to their website info, and a credit card deposit of $4000! The fuel gauge was at 3/4 full. Upon returning the vehicle just shy of the 3/4 they had the audacity to charge $60 USD! for 5 liters. Disgusting practice. Plus there's a $25 a day 'airport fee' that's not on their website along with other fees they will add on. read more

Total scam. I am suspicious of any reviewer who gives them more than one star. I speak Spanish and have extensive experience travelling in Mexico. First off they try to sell you timeshares. Like an idiot I got talked into the 'totally refundable' voucher to sit through a timeshare presentation.  After I picked up my car and drove to my hotel I looked online, and saw this place was a total scam. I was furious. On returning the car, just as predicted, they tried to point at a tiny mark as damage. I told the guy no way, and he backed off. Next I tried to get my money back from the timeshare guy in the back with the 'totally refundable'. He left the premise so I could not get his picture. If I had not arrived early ( and cut my vacation short ) I would have had to leave to catch my plane ( which I am guessing he was counting on ). Total scam - avoid this place like the plague. read more
