For electricity billing, I did not transfer ownership of apartment back to DTN since I left our 2…read moremonths before my lease ended, so I assumed I would just pay for what little electricity the apartment used during that time (refrigerator). Around one month later, I checked electricity billing again, and it showed that I had used $100 of electricity for June (and 80 for July), despite the fact that I moved out in August. The electricity spike occurred around the time they did the move out inspection. My best guess is that they turned on the air conditioning, and only turned it off like a month later. I have proof from daily electricity billing from the utility company that I turned off electricity after I left at the end of August, only to spike again after I surrendered the apartment back. I am going to have to go to small claims court since dealing with Debbie from corporate is an nightmare. I explained to her in detail how I turned off electricity after I left, which is proven in utility billing. After listening to all that, she responded with "it's your job to turn off the electricity when you leave," like she didn't just hear a single word I said.

Disappointing experience, paid over $25,000 to Hagan over 3 years (this was 25% of the rent for a 4…read morebedroom house so over $100,000 total revenue) and during that time there was zero maintenance or upgrade to the property. The bathrooms need to be redone, shower was nearly impossible to clean and drains were constantly clogged. When the kids left, Hagan kept part of the security deposit based on (1) smoke damage . . . the girls don't smoke so we assume from candles but painting, which had not happened for three consecutive years, should solve, (2) scratches to floor in a bedroom that had a carpet under the bed for the duration of rental, and (3) tape to a window which was probably legitimate as the house was sweltering hot upstairs and unit air conditioning was used. There was also a mouse issue, which Hagan responded probably came in through an open door. One of the parents came out and filled a small hole behind the dishwasher. This is a low effort landlord who is making a killing on rent charged to college kids. We have moved on to a nicer house with air conditioning, lower rent, snow removal included, and a responsive landlord.

The nearby neighborhoods are part of a historic district and have a lot of character too. It's a great area to walk around or run. Frandor isn't too far and offers a lot of food options and some shopping. I loved the area so much that I'm actually moving out of Hillcrest and into a condo close by. The apartment interiors are unique. They have nice hardwood floors and big windows that bring in a lot of natural light. I didn't have any major issues, but even minor repairs were completed during the same business day and done well. They also do not require a security deposit which is pretty rare. The office staff are really friendly and helpful. All and all, I've loved living here. My only suggestion would be that the rental office stay open till 6pm on weekdays. I'm not a student so it was hard to make it there after work. The staff was accommodating though and often available on Saturdays if I needed to stop by the office. If you're looking for a unique place to live that has some character at a good price, Hillcrest is a great option.
