When I first moved in, the experience--from the front desk to management and maintenance--was truly magnificent. Unfortunately, I have noticed a significant decline in quality recently. It often feels as though the newer buildings are receiving more attention while the standards here have shifted. Having been here since the opening, my perspective comes from long-term experience, and there have been several valid issues that have led me to change my view of the property. Furthermore, I must address the situation regarding the parking garage. While I understand it is under separate ownership, it is an integral part of the resident experience, and the service there is currently unacceptable. As a customer paying $350 a month, I have found the treatment of both myself and my vehicle to be outrageous. There are significant communication barriers with the attendants, and the overall level of service warrants a serious investigation.

Full disclosure: I am an owner occupier who has lived here for over 20 years, not a renter. The…read morebuilding is not perfect, but the building is a better place to live than it looks. The staff is great, and the gym is wonderful, particularly the pool, which is almost Olympic sized. Most of the people in the building are young families, but there is a mixture of older folk(like me) and singles, too. Since this is mostly an owner-occupied condominium, moving in and out can be a problem, and don't let an owner or realtor get away with not telling you about the fees for moving or for lease renewals. However, I think you'll find that once you are in you'll want to stay. Each apartment is individually owned so to a certain extent you experience will depend on who you rent from. Some landlords are very responsive, and others will do nothing. Get the landlord to agree that you can have any repairs that the building will do done without his or her permission. The building will complete a replacement of all of it's heating pipes by or about Summer 2015, and heat is included. The back of the building faces a rooftop garden and is very quiet. The front is sunny but noisy since it faces West 96th St. and Broadway. The garage is privately owned and not part of the residential condominium. It is VERY EXPENSIVE. You can rent space in other nearby garages for less. But if, like me, you don't own a car, the public transportation couldn't be better. Express subway stop, crosstown and up-and-downtown buses. The bicycle room is a blessing, too. I've kept my bike there for about 18 years with no problems. And if you buy, not rent, you can apply for and get a storage area for much less than renting from public storage. However, the storage spaces aren't available to renters. Apartment measurements are real, and unlike most modern rental square footage spaces do not include public areas.

Ruppert Housing Company has a huge presence because of the Ruppert Beer Company legacy to my…read moreneighborhood. I've got several elderly friends that live here after moving in many years ago. Two use walkers and they enjoy sitting outside with me chatting. I know one big benefit of residing in Ruppert House is free electricity. It has something to do with the construction of the buildings years ago. Also Ruppert Park and James Cagney Boulevard are right at your doorstep. Grocery stores and cafes are also surrounding the area. Plus there's the Ruppert Parking Garage. I have no clue if there's vacancies. I'm not interested in moving right now. If you like the area get on their waitlist if they have one.

We exchange favors and share extra homemade desserts. The kids all mingle on the playground - and learn to share their toys and play with kids of all ages. The apartments are the most affordable in Astoria. 3 bedroom 2 bathrooms can sell in the low 300s (unrenovated) and 2 bedrooms can be had for under 300K. There are a lot of rules as it is a co-op. The lack of a buzzer is the most annoying thing. But on the scale of possible annoyances... these are pretty mild. Costco, Socrates (farmers market, free yoga and other classes in the warm months), Noguchi, Express bus are all nearby. N/W is a 12 min walk and the F is 13 min if you don't want to wait for a bus.

The elevator project has been a joke, already it's more than a year behind. Thanksgiving morning, we had no functioning elevators. I had to tell people coming over to make other plans! Does that sound like a luxury rental? They only seem to try and correct problems when you make a big stink about it, and everything has to be "approved" before any Acton takes place. It's amazing how fast a place can go to crap. I've also been told by a new resident that they aren't disclosing the elevator issue to new residents, although at this point, that doesn't surprise me. It's too bad. The doormen and maintenance people here are like family, and I think are just as disgusted as the residents.
