The manager still charged me a full price. I was fine with paying it, hoping a retest would be free of charge, but they wanted additional $30 dollars for a retest. He could have at least just offered to pay additional $8.25 for the smog certificate for the retest, but he still insisted on additional $30. He just didn't care about what I was trying to tell him.
