I finally tried Citizens & Culture for brunch + day party after being on the fence for a while due to mixed reviews from friends. My cousin and bestie were in town and wanted a true DC brunch/day party vibe, so we gave it a shot and overall, it was a good time. When we arrived, we ordered mimosa pitchers and were directed straight to the buffet. The food spread was huge: waffles, pancakes, French toast, made-to-order omelets, chicken sausage, pork sausage, bacon, fried chicken, jerk chicken, shrimp, grits, collard greens, mac & cheese, breakfast potatoes, salmon, fresh fruit, and more than I can even remember. The variety was definitely a highlight. I wish they had real food utensils instead of plastic. The mimosas, however, were very juice-heavy and pretty weak . We ended up switching to bottle service so we could enjoy real champagne, which was much better. The absolute best part of the experience was our server, Noah kind, attentive, friendly, and fine AF . She made sure our drinks stayed flowing and kept us informed about our table time so there were no surprises. Top-tier service. The space itself is large with two levels. We initially thought we'd be seated downstairs, but due to a private event, we were directed upstairs. You pre-pay for the food at the door before being seated, while drinks are paid for at the table. Hookah is also available for an additional cost. Overall, I'd definitely go back especially on a Sunday when I don't have work the next day. After walking up a lot of steps you are greeted by plastic card tables and plastic fold up chairs. The buffet is mediocre at best and the flatware is the plastic takeout utensil pack (the cheap one). The mimosas are incredibly watered down. 2 Don Julio shots was $50 and served in plastic cups. The restaurant downstairs looks more VIP in comparison. A more appropriate name would be: Fight Club. Let's see: Bathrooms neither close nor lock. There's one with a 3 inch hole on the door so you can be a spectator to someone's toileting. You're not gonna be able to use the restroom unless you have someone else blocking the door. A woman approached me, incredulous that a man busted into the bathroom while she was actively using the toilet and cussed her out for being in there while her bare a$$ was hanging over the toilet. She said she was going to have to get out of Citizens and Culture before she gets into a(nother) fight. Seconds later, a fight breaks out in another area of the venue (unrelated). Soon after, a woman projectile vomits and chunks of partially digested food land on me, my shoes, and large swaths of floor. I go behind the bar to find an employee and someone comes out with a roll of paper towels. They throw a bunch on the floor and walk away. Another employee comes and moves the paper towels around and trashes them but there's definitely a lot of vomit residue still on the floor - they just dried it up some to reduce slip and fall risk. I found it disgusting that people were walking through, standing on chunks of vomit, completely unaware. The most annoying aspect was the super thick smoke. It was like every person but me was smoking constantly the whole time we were there. There was no type of ventilation. I was very nauseous and for the first time in my life, my throat/chest hurt because of the heavy smoke inhalation. Hookah, cigars, cigarettes, weed, were all in the mix. People were bumping into my friend so much that she became irrationally angry and aggressive - it wasn't just her, it was a whole angry, aggressive environment. It was very crowded and there was no clear pathway to exit. My friend and I left early (we usually stay til the end) because of the negativity of the environment. My friend said she's never returning to this sh!##ole and I understand. On my way out, I was blocked from leaving because there were so many broken bottles at the top of the stairs that lead to the exit. There was a substantial puddle of beer, and already having shoes soiled by other people's vomit, I waited for them to clear a path on the stairs that was less wet and had fewer glass shards. I can't imagine being drunk and trying to navigate that obstacle course to leave the venue. While outside, I noticed multiple police vehicles and a crowd of police officers walking over from having parked across the street. Glad I didn't stay longer! They changed the party from a dancehall vs soca party to a 95% dancehall party with several Jamaican artists performing - without notice. It was a nightmare. This was my second time coming here and the first time was also bad but the vibe was less violent as it was more of a soca party. My other friend that I came with that time said she would never come back to this venue - I'm disappointed that I didn't have the same discernment and ended up having a more dangerous and unpleasant experience than before. If you want a consistent vibe in the silver spring area - this is where you want to be! The rooftop has a unique covering which gives it an open air feeling and an uncovered patio for those that need the fresh air. The downstairs is kind of small but more of a restaurant than nightlife. The food is good - the salmon sliders are my fave - and the bartenders are heavy handed with the drinks. While the wait staff is pretty pleasant, between smoking hookah and taking shots - orders have been delayed or forgotten without acknowledgement. As far as the music, the DJ has great energy and plays a good mix of Afro beats/ hip hop/ old school & go go. We went for Mothers Day brunch. We had a reservation. When we arrived right off the bat they wanted to charge us $50 per person plus an auto gratuity for the buffet. We couldn't see the buffet or à la cart menu before making a choice. We opted just to go to the table and order from the menu. We were seated but not given menus. At the time of seating we were told we had a 90 minute limit. A porter filled out were glasses. After 17 minutes a server came. She was very nice but admitted they only had two severs for the packed restaurant. We order bar drinks and waited another 15 minutes. Our food came and was overall good. We did have to ask several times for syrup for pancakes and French toast. We ended up having a fine time but probably won't go back. read more

EHHHH. 1st time here. Made a reservation on RESY for a 2pm Sunday. Now, you could walk 10+ mins from the metro, or park for free in the lot behind Kaldi's. The restaurant was HOT for a 75 degree day. I was sweating lol. I don't think there was any AC. We sat in the dining room, downstairs where the Ravens-vs-Redskins game was playing on the TVs. Had a short wait to get shown our seat. We sat along the windows to the front of the restaurant. Hella hot! No shade when the Sun started beaming. We had to flag down a bartender for service. We didn't see our waitress until about 40 mins after we sat down. I had the 2 Eggs option. I got Maple sausage, honey biscuits, over medium eggs and cheesy grits. 2 Sausage links were good Honey biscuits were only good with the sides that had butter/honey. The rest was hella dry Over medium eggs were good Cheesy grits. Good portion. Delish. Prob could have used Sugar! I got the unlimited mimosas/sangria. During our time there, I had 2 mimosa and 1 red sangria. Mimosas was good, sangria was okay My friend had the steak & eggs. I really like this place! I went on a Thursday evening during happy hour and it was completely empty, which I was shocked about. Maybe it was just an off night or people were coming later for the Commanders game? A few more people trickled in closer to 6:45. It worked in my favor because everything came right away. I got two different flavors of margaritas, which were both good and solid pours. I also got the crab fritters and salmon sliders. Both were delicious! The salmon sliders were well seasoned, but I would have liked a little bit more aïoli. Although I'm not a wine drinker, I noticed two boxes of Franzia on the bar counter. Service When we arrived, the restaurant was empty, but the manager greeted us coldly and wasn't very welcoming. After being seated, we had to ask for the happy hour menu, which should have been provided immediately. The waitress, who seemed new, wasn't familiar with the deals and took about 10 minutes to get answers. Unfortunately, she kept getting our order wrong, and we had to remind her multiple times. While we understood she was in training, writing down the order would have made things smoother. Taste The food came out quickly--within 15 minutes. We ordered spinach dip, sliders, potstickers, and wings, but nothing stood out. The dishes were subpar, and none were particularly memorable. Our drinks also took a long time to arrive, and we had to ask multiple times before they were finally served. Ambiance The restaurant was empty when we arrived, which gave it a somewhat cold vibe. It felt like the staff was more focused on setting up for a big event, which impacted the service and overall experience. Recommendation While the setting has potential, Citizens and Culture didn't deliver on either service or food during our visit. They charged us as we walked in before being seated for $75 each and forced to pay tip before services rendered. *Food was buffet style, bland and cold. *Mimosas were pre-mixed and watered down. *DJ was trash. *Atmosphere was horrible, there was no one else there, totally empty. *Bad service, even with no other customers being served. I am certain it was empty due to overpriced, bad food and watered down mimosas for $75 + tip before seated and served. We will never return!! So I came for brunch. The venue is very spacious. There are two components of the venue. They have a main dining room that you can book through Resy. However, they also a day party that you have to book through a phone number which is very inconvenient and annoying. I checked out the day party and it seems like it would be a good time. So will try to book it next time. For brunch they offer a buffet. The buffet menu consisted of pancakes, waffles, sausage, potatoes, fried chicken, eggs, collard greens, jerk wings, mac n cheese, grits, and Cajun shrimp. The food could've have been a lot better. Some of the food was cold. Some options like the collard greens weren't refilled in a timely manner. The fried chicken and jerk wings were probably best food options on the menu. They both had great seasoning and were at a good temperature. The vibes were great. They had a good DJ. He didn't interact with the audience but the music was good. A lot of customers were dancing and enjoying themselves. I am not sure how the atmosphere would be if the audience was different though. Overall, it was a good experience. Some improvements need to be made such as making sure the food is hot when served and make the day party more accessible when reserving a table. I would return to see how the day party is. read more

I came here for a work mixer on a Thursday night. The place was relatively empty, with only one other party dining in. We decided to order apps & drinks. After trying to order, we were told they were out of Caesar salad (because the lettuce was frozen), and nachos. Pretty disappointing, but we made it work. We sampled all of the apps we could. Everything was decent, but nothing really stood out. The spinach dip was probably my favorite. We also ordered the crab balls, crab fries, steak frites, garden salad. Went with a group of friends for brunch on my birthday on 2/1... walked in the door to the hostess with an attitude. Got taken upstairs to our reserved table. The decor is giving backyard picnic with folding tables and chairs& plastic utensils. It was 20° outside and NO HEAT! The subpar food couldn't stay hot because the entire room was freezing. The power kept shorting out on the DJ equipment and the omelette station. Unlimited mimosas come premixed so it's mostly juice, no champagne. I would give this experience a ZERO if I could. Don't waste your time or money. Horrible food, horrible service, horrible ambiance. The only redeeming part was the DJ music, which unfortunately couldn't even stay connected. read more

I attended a birthday brunch on a Sunday at Citizens and Culture and had a mixed experience. While the DJ and atmosphere was fun, the brunch buffet was disappointing. We had a confirmed reservation for 30 people, but once we arrived upstairs they sat us in an area that fit maybe 15. They eventually cleared a couple other areas for us, but they seemed unprepared for our group. The cost for the brunch is $50 at the door for unlimited food. We got in the buffet line and waited quite a while because the people in the front were waiting for the food items to be refilled. Once I got to the front of the line it was the same thing. Many of the food items needed to be replenished, and it was another 15 minutes of waiting once I was at the front of the line. The food was labeled on the tops of the trays, which were open, so you couldn't see the label unless you pulled the whole top down to look. The food tasted fine, but the waiting was a huge turn off. Of course by time we got to eat, brunch was over so there was no time for a 2nd plate. If you're doing the unlimited brunch, go early ! Drinks were not included. I got a strawberry lemon drop for just over $20. I believe bottles of champagne were $30. Parking wasn't too bad on the side streets, and I also saw a garage nearby. read more

I was invited to this brunch spot by a few friends to check out. There is tight street parking along with a small garage behind the restaurant. The restaurant has an upstairs rooftop area however, we needed to have our name on the list to go upstairs where they had a DJ with club vibes. I love the ambiance of the interior with the bar step and stage area for live entertainment. The buffet brunch was not as exciting to me. The food had different temperatures will some of the food really warm while others was lukewarm to cold. The sangria was delicious. The omelette was good. Some of items from the menu is not included and need to be ordered from the kitchen as Ala carte. My review is for brunch on the 1st floor on Saturday. The rooftop was not open yet. I met up for brunch today and they need some work on customer service and good food! The host were not the best and told my friend I had to be there to be seated. For a party of 2?!! Ok. Once we were seated we were informed it's only buffet or a la Carte. We both opted for the buffet. Our server was Binti. It was $35 for brunch which is great. It's $25 for a bottomless cafe. Major plus for the pineapple option for juice. So, the buffet. was pitiful. It was like being in a cafeteria. It wasn't many options other than meat (jerk wings, bacon, sausage, beef). It was a container for salad and fruit. So I have been to this lounge twice so it's going to be a combined review. The first time I came here was for dinner with my man, as we are trying to get in the habit of trying out new places within downtown silver spring and not feel like we have to go into DC. The food was good, 10/10. But what surprised me was that when I asked the waiter for a cocktail, he told me to chose from three right side of the menu because the left side the menu of cocktails, they cannot supply those cocktails as they have sold out (left side has 80% of the cocktails listed, for context). I thought that was extremely weird and strange. I came to find out that the restaurant is BRAND NEW (they opened this summer), so there is ALOT that they are still fine tuning with their menu. Overall it was a 4/5 dining experience and the time I dined here was in July. Came here again for drinks two weeks ago and was able to check out the second floor. The second floor was beautiful and spacious, and I can really see the potential of this spot. But even then, I still experienced the feeling that this restaurant/lounge has a long way. Their happy hour drink options are limited, so I wouldn't recommend coming here so HH in my opinion unless they expand their options. All in all, the aesthetic of this place is really nice but they fall short in the experience and I think alot of that has to do with the fact that they are new on the scene. I have been hearing a lot of buzz about Citizens & Culture, so I went for Sunday brunch over Labor Day weekend. I was pleased to discover that they have a parking lot right next to the entrance. This is a luxury in downtown Silver Spring. Upon walking up to the entrance, I was impressed with the decor. It's a modern industrial look with exposed pipes. There's a wraparound floral bar in the front, with the main dining room in the back. There is mixed seating with chairs and padded booths. I must highlight this is an open air venue. It was 90 degrees on Sunday and I was hot and sweating. I hope they have plans to install ceiling fans. Let's get into the food. You can have the buffet and/or order off the menu a la carte. The buffet area was clean and replenished. There was a decent selection of items. Sadly, the buffet missed the mark. It wasn't good. There is so much room for improvement. - Shrimp in sauce --not flavorful - Jerk wings --could not taste any jerk spice and it was cold. Probably would have tasted better warmed. - Potato hash --was dry - Bacon --perfectly crisp - French toast --tasted okay, but was dry. I like that they used chunky slices of bread. - Mac and cheese --very good - Biscuit --hard - Lemon drop --Yummy. The bar was on point. - Scrambled eggs a la carte--made well and was fluffy. My friend ordered steak off the menu and loved it. It seems food cooked to order is prepared better. The table next to us was overheard complaining about the buffet too. I really was looking forward to a gastronomic experience, but I had to settle for great company instead. Note that gratuity is included. I was told they couldn't seat until everyone in my party is present. But they relaxed this policy. There is a rooftop. I couldn't sneak a peek because they were setting up for a party. I'm willing to give this place a second chance when the weather cools a bit and order off the menu. I love a good rooftop and the parking convenience is clutch. read more

I came to an event here on a Friday evening. The event was in the bar area at the front of the restaurant. The decorations were festive and half of the very large bar was dedicated to the party. The restaurant allowed the event hosts to make a special drink menu and there were appetizers served. I felt that the service for a party could have been better, there were no plates, serving ware or silverware to get food or eat it. I ordered the French 75 and it wasn't good the champagne was flat and had a strong lemon flavor. My boyfriend had a margarita and said it wasn't great. The appetizers that were served were pretty tasty (beef empanadas, potstickers, spinach and artichoke dip and crab balls). Some live music started around 8pm but the light could have been dimmed so that the ambiance was right. This place is so cute by the bar and the TVs are huge! You can watch tv from pretty much anywhere in the restaurant and the kitchen is open so you can see the chefs preparing your food. I sat at the bar and the bartender was great. She wasn't shy with her pours and she was just really friendly. She also had recommendations for the food which I appreciated because I was able make my entree decision based off that. The open windows are a nice touch as far as the aesthetics go but the mosquitos tore my ass up so that is the reason I won't be returning. My burger was good but I felt like there was more bread than burger. My husband got the lamb chops and they were over cooked and he said there was very little meat on them. Overall the food was decent but I've had better and the food was very overpriced. The burger alone was $23. I heard the happy hour is good so maybe I'll try that out one of these days. read more

What a beautiful space!I have not personally been to Kaldi's yet, but I saw the owner was opening this spot and I had to hop on it!I There's a garage nearby, so parking was easy enough. I walked in, and wow... the place is definitely a classy vibe!! There's a bar area, which I sat at initially... but for the first time in a while I decided to dine in at a table by myself. So I sat down, and looked over the menu. There's a variety of interesting appetizers, small and large plates to choose from. From where I was sitting, I could see a little bit of action going on in the kitchen. Not in like an open setting, but I caught a peek every now and then. I decided to do the spicy harissa wings and Moroccan baby carrots, which came out more quickly than I expected! The wings were delicious... not too spicy, and the flavor was on point! The carrots were sweet and just... satisfying. At some moments they tasted too sweet, but not to the point to take away from the whole dish. I got a flavor of margarita that isn't quite coming to mind, but it was delicious. The ingredients tasted high quality and I really enjoyed. Now, I will tell you the place isn't all that cheap -- they do have a happy hour though, which I'll have to return for. And I hope that brunch gets started soon! read more

Interior has a beautiful and modern design, very inviting and welcoming. Staff was equally as hospitable. Food menu was eclectic (has standard comfort food like burgers and steaks as well as fusion fare like Bangkok bbq and Chinese style ribs). We shared a few appetizers. One companion loved her burger and another loved the steak frites. The shared dishes were the hummus, fried green tomatoes, guacamole and calamari. All were very good. The hummus had a garlicky touch without being overpowering and came with flatbread. The guacamole was creamy, topped with cilantro and tomatoes and came with giant fried thin tortillas. The calamari was light and crispy. My favorite was the fried green tomatoes, which were tender and in a flavorful buttermilk like sauce and corn. read more

It's a great brunch and day party combo. You will have a good time if that is your primary concern. The karaoke is a vibe. But, be warned the $30 bottomless mimosa option is not a great value. The communal drink dispenser that you go to for refills is a lot of juice and very little champagne. For the quality of the mimosa, it should definitely be included in the $50 that you already pay for the rooftop brunch. I do appreciate the heat in the venue. Giant screens like it's a sport bar but the seating and menu has more of a fancy lounge/restaurant feel. The vibe just feels off. I ordered the C&C Jalapeño cocktail, and it was underwhelming for a spicy drink. I ordered the Devil's sour cocktail instead and the description really hyped it with the bullet rye, mezcal, averna, st. Germaine, and aperol. it taste like an old-fashioned. For food, I went with the Lobbyist (crab cake sandwich), which came out quicker than I expected and it tasted rushed. The crab cake was falling apart and was not solid or crispy enough, just taste too wet. The French fries were good though so no complaints there. The bartenders are nice, but inexperienced and the service is slow. It tastes a while for them to notice your presence. Oh just know they mentioned they switch their menu up so the food you see may not always be the food they serve depending on the time of year you go! The food was delicious and at a decent price point and it was some of the best food I ate in silver spring. The lamb chops and salmon did not disappoint at all! And they know how to cook rice ! I really wanted to love this place, but they definitely have some growing pains to get over before I return. Ambiance: This restaurant is surprisingly large on the interior. This a half wrap bar area, 2 top tables, boots, and long tables that I imagine would be perfect for family style gatherings. My date and I came around 10:30 on a Friday night. We didn't have a reservation, but we seated promptly at a booth in the middle of the venue. From our vantage point, I could see 3 large tv with different sporting events, which was nice. They also had music playing in the background with a great playlist reminiscent of my college party days back in the early-2010s. There's greenery and cute signs all already, so definitely a place to get cute and enjoy good company. 5/5 Service: After being seated, our service experience went downhill from there. It took close to 10 minute for someone to acknowledge our table and being water. 10 minutes! I set a timer when I set down and in any other instance, I would have left. But since I know this is a new restaurant, I wanted to give the team some grace. When our waiter finally did stop by, we order drinks, an app, and our entrees all at once bc we didn't know the next time we would see him. Service throughout the dining experience was consistently slow so that was disappointing 3/5. Food: Dinner itself had potential, but overall missed the mark for me. We ordered the crab elote dip as an appetizer. Like any other elote dip, it was creamy and packed with corn, but we were definitely missing the crab element. I also would have appreciated a little lime or some other acid to cut down the fat and round out the flavor. For entrees I got the lamb chops and my date got the salmon with curry. The lamb chops were cooked well were brushed with a nice soy glaze. It also came with crab fried rice, which was tasty and what was supposed to be broccoli rabe, but I was served spinach. I love broccoli and part of the reason I ordered the dish was because it came with that particular vegetable, so to get a substitute without being informed in advance was weird and frankly dangerous. Though it's rare, folks have food allergies, so disclosure from the wait staff or kitchen staff should be the bare minimum. My date said his salmon was cooked well, mashed potatoes were cold and the yellow curry lacked flavor. 2/5. Overall, Citizens and Culture is a beautiful venue with a ton of potential. I'll give an another chance and hopefully with time, they work out the kinks in the kitchen and front of house. read more

Went for the Rose brunch and I would say the place is pretty cute. The service was mediocre for the place not too be so busy and buffet style. Like people wasn't checking in and took a long time to bring beverages. The buffet food some was cold. The waffles was decent. The grits tasted and looked like mashed potatoes. The bacon was probably the best thing and even that was cold. The Mac and cheese was next best thing. Everything else I wouldn't suggest the shrimp cold and lacked seasoning, fried chicken cold, greens terrible. Just need to figure out how to keep stuff up to temperature and flavorful. New bar in Silver Spring, it's so cute in there. Service was great; Alberto was on point and bright everything is timely fashion. French 77 + Lemon Dtop was great. Island Passion was good as well. We tried the Fried Rice, Truffle Buffalo Wings + Truffle Fries, Dip and Shrimp. Everything was hot. Notable was Truffle Fries with their mango sauce was amazing and fried rice.. Shrimp could've been fried harder it's kinda tempura style.. I would come back! read more

It depends on what your vibe is for Citizens and Culture. I went for the Sunday Brunch rooftop experience. I made reservations and had a group of 15 women (various ages). The ambiance was very green with fake plants etc...one of the hostesses was very helpful but the tall African man was quite rude. On Sundays they have a buffet brunch serving typical brunch food: waffles, pancakes, sausages, eggs, grits. Some items tasted better than others. Overall, it was subpar for $50. I did like that they required all guests to paybat the foot of the staira before coming upstairs. It alleviated me from figuring out the bill with 15 different women. Drinks were separate. I should have eaten downstairs (quiet and regular restaurant vibe) instead of the rooftop area (turnup...twerking near my waffles). The music was very loud, shaking the tables. I did like that there was a saxophonist playing upstairs, but it didn't fit the twerk atmosphere. There were A LOT of women patrons and most of them were scantily dressed. If that's your vibe,you will love it. However, it's not my vibe. So I will NOT be returning. I didn't take pics because it was pretty basic and makeshift. Extremely disappointed in my first experience here for the Sunday brunch. I received several text messages to confirm my reservation for Sunday and even one from someone that I didn't know & not using the restaurant number asking me about my reservation..which is not good at all. I was not given clear instructions on how the reservation was to go for my party of 6 people, so upon my arrival I was not that I had to have at least half of the party before I could go up to the rooftop area. The restaurant has an extreme set of stairs and no elevator which was unsafe for one of my friends in my party that has a broken foot and was wearing a medical boot on her foot, which is dangerous and a liability. The restaurant makes you pay before you even go upstairs, which is not good especially for those coming to the restaurant for the first time as you have no idea what to expect. After we got upstairs and paid additionally for the bottomless mimosas ($25), we were told by the waitress that we would have to constantly get up to refill our on mimosa glass as they couldn't bring any pitchers to the table unless everybody paid for the bottomless mimosas. The silverware or lack of was plastic ware and the chairs at the table were the plastic folding chairs that we use outside at the cookout or card party. After 40mins of being at there, we were informed that we only had 90mins before we would have to get up from the table as our reservation would be up. Wow! This is an experience place. We wandered in on a whim on a Saturday night and quickly wondered if we were too old for it. Spoiler alert: the answer was sort of. lol. The vibe is upscale bar. The bar is what you walk in to but the back of the restaurant is dark, modern, and expansive. The ambiance is very nice (especially for the area), and the lighting is very much suited to date night. So we stayed. Location - right on Georgia Avenue, it's easy to find and convenient in downtown SS; menu- the food options are varied enough that there is likely something for everyone, vegans unexcepted. Parking is trash. First impressions-DISCLAIMER- we went on a Saturday night at 9pm so if you're considering a Tuesday lunch, your experience might be entirely different. The wait staff are slow and unable to be brought to the point of botheration. Unless our waitress was picking up tables in the bar, there is NO REASON we should have waited 10+ minutes for someone to GREET us. Then, when we expressed that we weren't drinking she moved from apathetic to dismissive. The table was dirty. She never came back after we ordered- someone else brought us a little carafe of water which was never refilled despite the fact that we did finish it, rather quickly- so the table never got cleaned. The menu was FILTHYYYYY. There was sticky stuff and food on the front and back of the menu and the drink menu looked like it had been on the floorboard of someone's car AND IT IS LAMINATED LOL. As a former food service worker I can say I would have been ashamed and embarrassed to put that on anyone's table. Clearly the standards must raise. The restaurant is clearly in a young hip area so there were lots of parties and birthdays but the birthday protocol is unsettlingly loud and really hard to handle back to back to back. The music which is already loud and geared towards the youth (yes I will reveal my age here) gets DOUBLE LOUD and everyone starts clapping. It's awful. If you have sensory issues, no. We tried to order a starter but it took her so long to come back we just went with the blackened chicken sandwich (hubby) and the blackened salmon Caesar for me. THAT FOOD WAS BANGING. It tasted like the salmon had been caught, fileted, seasoned and cooked while we waited. And yes, we did wait THAT LONG lol. Everyone around us was drinking and we don't so we were able to enjoy leisurely conversation, but if you're on an uncomfortable date and just want to eat and bounce, this AINT IT AT ALL. We waited and waited and waited on the food. Finally, it came. And the portions were ... European. While I appreciate that American portion sizes are massive and restaurants shouldn't encourage food waste, I was beyond disheartened to get my salad in why felt like a side plate and while there was a SOLID portion of salmon (6-6.5oz) I ran out of lettuce before the fish!!! I've also never had tomatoes in my Caesar, it was not unpleasant! They were grape or cherry tomatoes and quite crisp. My husband's sandwich fit in one hand and was eaten in about 6, deliberately truncated, bites, because it was DELICIOUS but quite small. We were both still hungry but again our waitress was nowhere to be found. We did catch her circling the bar on her cell phone several times but I'm definitely above chasing waitstaff unless I have a hangry kiddo with me. Twenty minutes later she reappeared and we asked for the dessert menu. I KID YOU NOT: She disappeared AGAIN. It took her over 15 minutes to bring the dessert menu. I was mad but still hungry ... and they had bread pudding with VANILLA ice cream. 39 minutes later our tiny triangle (I've never seen non-square bread pudding before) of bread pudding comes out. Clearly microwaved within an inch of its life, doused in chocolate syrup and served with FREEZER BURNED BUTTER PECAN. Baby, I like butter pecan as much as the next person, but that tasted like it'd been in the freezer since 2009, it had whole ice chunks, 5 pecans, and we kept trying to guess the year it was made (2009 won but probably for other reasons lol). As long as we waited for it, they could've WALKED across the street to the 7-11 and gotten some Haagen Daaz... they could have MADE ice cream with rock salt lol. There was just absolutely no excuse for any item of food to be bad with the length of time it takes them to fulfill an order. I was bemused. And not pleasantly. Overall this place is trendy and aesthetic. It's for the youths because who else is putting up with the noise, uncleanliness and terrible service?!? Not I!!! The food was good and we found street parking fairly close so that rounds it up to a 3/5. Do with this what you will. lol read more

Not my favorite or worst experience - C & C has a great design. Very modern to todays night life with neon signs and plant walls. The servers and staff were extremely kind and helpful with taking away plates and even let us take pictures in a space which is usually closed off. The guacamole was tasty! The elote and shrimp combination was an interesting combination - the jalapeño added a slight tangy flavor. Cons: inconsistencies in dishes (3 plates of steak frites were ordered by our table. 2 were well done while 1 was medium-well) Additionally, a few of the shrimps had the shell/skin left on them. There were increments of slow service here and there, our appetizer took about 30-40 minutes to come out but the entrees came quick Overall average experience but I've heard a mixture of reviews where some have had great experiences too! read more

Loving this new restaurant with an upstairs lounge in downtown silver spring! Citizens and Culture is a whole vibe! The ground floor allows for an open air concept (where the walls are windows that open up when the weather is nice). There is outside seating and indoor seating. The decor and vibe is eloquent and modern. Upstairs is seat yourself with full service and it provides a more sultry vibe with dim colorful lighting. Yet there are also has large tv's near the bar for those interested in following games. Upstairs is particularly great for groups and birthdays. I've been here a couple times now and both experiences are quite enjoyable. I've sat upstairs both times and have thoroughly enjoyed the quality of food and drinks. I've had the guacamole, wings, and 3 different drinks (forgetting the names). Please note that this place is new and the service comes at a casual but steady pace. The waiters I've had have been generally attentive and kind so I have no complaints. I definitely recommend you give this place a visit! read more
