There has to be a regulator to control incoming pressure to protect the pipe. The US Rooter insisted that it was repaired and that my water meter was bad or I just need to replace the whole water line leading to the house.   After months of having a continuous small leak it finally emerged into a much larger leak that needed repair. This time I used a different plumber (Roto Rooter) that found the leak (same one) and did a ROCK SOLID repair. My water meter dial doesn't move. NO leak!!!
