But after the work was completed the owner would call/text several times a day looking for payment. So he clearly knew how to call and text just not when I was calling and texting trying to figure out why they were not showing up to finish the job.

I called earlier and scheduled an appointment and they provided a window of when they would come. They arrived and quickly got to work. The process was quick and the cost was about the same as it was 5 years back! Glad it wasn't too expensive otherwise I would've had to call someone else.
