The apartment buildings...
Gary E.

So when we moved out here from DC, we needed to find an apartment. With the wifey working in Marin, we decided to look in the San Rafael area, and settled on Deer Valley - mainly because they'd allow us to break our lease. (For a one month penalty, of course.) The area is pretty serene - stashed in the rolling hills of northern San Rafael. And the rent was pretty decent: $1,915 at the time for a 2br 2ba with a washer dryer. It has a small pool, and a pretty modest fitness center for the residents. Unfortunately, for us, that's where the good stuff ended. Trash pickup happened EARLY on Saturday morning - which we didn't appreciate - and once during the week. But with a couple of small dumpsters serving a complex of this size, they were always overflowing and stinking long before they showed up. The buildings themselves are paper-thin, so much so that every movement from our upstairs neighbor sounded like an elephant doing Riverdance. (We were convinced she was 300lbs, but when we met her, she was barely 5 feet tall, and weighed 100lbs soaking wet.) The staff were hit and miss - the maintenance guys were friendly, but not 100% on their game, and tended to take a while to show up. The management office made promises that they rarely followed through with - it was very much intimated to us that although we wouldn't get most of our security deposit back (since they ALWAYS paint, clean the carpets, and have a cleaning service come through no matter what condition you leave the place in) that we wouldn't be held responsible for the entire one month's rent penalty, since they had people waiting to move in. Most likely we would be getting a check for $1,200 or so back. (That never came.) But the thing that bothered me most about living here was the complete lack of any sense of community. I've lived in enough apartments over the years where I've made at least a couple of friends in the building pretty quickly, but it seemed like at the very least we were placed in the anti-social building. I rarely saw people cooking out together, I never saw people hanging out at the pool, and whenever I said hi to anyone while getting my mail, or walking around the property, they'd generally keep their heads down and mumble a response. They do accept pets (healthy deposit) which is a plus, and all in all, Deer Valley is a reasonable place to call home - as long as it's temporary.

But all of them were posted before the current on-site manager, Frank Remeneski, took over about 3 months ago. The previous managers were diligent and responsive to immediate issues, but they were unable to make any of the much-needed permanent changes or effectively manage bigger issues, such as installing security cameras throughout the building (in response to many reports of stolen packages, as mentioned in the older reviews); causing residents and package carriers to use the security lockers; adding music streaming and TV to the rooftop common area; and commencing the gym construction. Previous managers blamed their employer, the management company, for refusing to do those things. Frank has gotten them all done in the very short time he has been at the helm. Frank has also been exceedingly effective in handling immediate problems. My breakers recently started tripping when using my dryer or running the microwave and air fryer at the same time. He engaged an electrician very quickly to replace several inadequate breakers. When the elevators or garage gates break down (frequently, unfortunately), Frank has been able to get them repaired within a day or less. One of his predecessors oversaw an elevator repair that took several days, during which residents had to walk the stairs as high as four floors. If you're looking for a well-managed, very nice (and dog-friendly) building in a great location in San Rafael, you should check the place out.

You see and feel the relationship[s build between us. The attention paid to preferences and recognition and care of physical conditions. However the garden is really lovely - a green and peaceful place where the birds come and drink at the fountain where we can sit with our friends and family and watch entertainment provided by the management. And the FOOD (no small matter) is good! Definitely several cuts above what one expects of an institution of this sort. All in all, by most standards. Make no mistake this property is a nightmare run by SACK MANAGEMENT, just google them. They have absolutely horrible reviews and are known for ripping people off and are verified SLUMLORDS! When I applied for this apartment, I was applying for a certain unit that I viewed on the tour which is self guided because there is no management. The unit I viewed on the tour said if you moved in within 30 days, you would receive one month free rent. I applied for the apartment and waited close to thirty days. The day I moved in or the day before when I went to go look at the unit. It was a different unit than what I looked at when I took the tour at that point, I had no choice then to just take the unit I had nowhere else to go.. also they never gave me the free months rent. It was a complete LIE. Blair is horrible at her job and has trouble completing simple tasks. The positive reviews on here are from the section 8 residents. Wonderful to be paying $2500 for your rent when your neighbor on section 8 pays $500. They don't have to work so they can keep you up all night so you're nice and fresh on your day at work . Blair cannot be reached on the phone. She does not accept phone calls or make phone calls. Blair only is able to be reached via text. Sometimes you will never hear anything back or hear from some random person that seems to have taken over the text thread . There is INFESTATION in this building AGGRESSIVE, NOT FRIENDLY DOGS. The elevator is disgusting with spilled drinks other bodily fluids left on the floor. They will charge you $300to $400 a month for rip off fees boiler fee sewer fee painting the curb fee. AVOID THIS BUILDING AT ALL COSTS it's a nightmare. I'm so grateful I am out of this building!!!!!

Beyond the EXTREMELY reasonable rent, Oaktops has the greatest community. Everyone looks out for each other and that includes Management. Let's take a moment to talk about "Management" At Oaktops we have Jana and Heather. They along with the Super, Manuel, have created the nicest, cleanest, safest environment you could ask for in Apartment Living. Nothing is ever an issue when speaking to them. If you have a problem....they fix it, that's it. That simple. I have been here 4 years. I moved in to clean carpets, freshly painted walls and great appliances. My dishwasher started acting funny and Manuel came to look at it. He made an adjustment and it went back to working again. But then it did the same thing. Fix it again? NOPE!! Not doing that. They just ordered me a new dishwasher. Now, let me just say it wasn't ANY dishwasher. It was a top of the line all stainless steels gorgeous and SILENT dishwasher. I was in heaven. And when my refrigerator started making "lakes" in the bottom under the produce bins. Same thing. Brand new, peal the protective plastic off it (I didn't have to I requested to lol) even better then the one before Refrigerator!! Bottom line there is a reason we have tenants here for 20 plus years. Because we are seen as people, not tenants and that is a culture the Owners started and I hope spreads like wildfire. It's a joy living at Oaktops and I doubt I never leave. Oh and they have great reasonable amenities that are logical and useful unlike the places charging for community living rooms. We have free laundry and the option to rent a storage unit on site. Oaktops makes apartment living not only easy but enjoyable!

I had a similar disappointing experience the previous day at the Pier apartment complex; readers can refer to that review for details. Both properties rely heavily on AI chatbot systems to schedule and confirm showings, with little to no opportunity for direct human interaction by phone. As a prospective tenant, it is extremely frustrating not to be able to reach a real person when scheduling or confirming appointments. That said, unlike my experience at the Pier, I was eventually able to reach a very kind and helpful agent at this property's leasing office. While they were unable to arrange a showing that day, she made a genuine effort to help and tried to locate another agent to assist me. I appreciated her prompt response and willingness to resolve the issue--sometimes that effort alone is enough to restore confidence. That's why 3 stars were given instead of 1. I drove an hour to see this property, so it's disappointing when companies fail to respect a prospective tenant's time. I'm not sure if this lack of reliability is common among Sausalito properties, but it has certainly been my experience so far.
