I took my behind the wheel test here this afternoon. The building looks like a prison from the outside, and the interior isn't much better. Everything is super janky and in need of repair, especially the parking lot which is riddled with holes and faded lines marking the spot. God forbid when you try to make your way inside. I was immediately accosted by three different petitioners before I could even get inside. There are three different doors to get in, each for a separate service. It is extremely confusing and I had to ask two different employees where to go. Thankfully the appointment line for behind the wheel was short and I was told to pull around the back after only a few moments. Finding my way back there was an adventure all it's own because there are no directional signs and the test begins on the opposite side of the building. Sheesh. After waiting a few moments behind a different driving, a well dressed Hispanic man came over and introduced himself as the examiner. I was really nervous, but he was so kind and friendly that I was put at ease before the test began. When I pulled back into the DMV lot, he listed off all the things I did wrong and needed to work on I thought for sure I had failed... but I PASSED! I probably made his ear drums explode when I shrieked with delight, but he was a real sweetheart and gave me a sincere congrats. Don't get me wrong. The staff is as friendly and as effective as can be under the circumstances. In fact, the guy at station 25 on the afternoon of May 14th was really helpful and friendly. I felt human for the first time in 5 hours. This review is aimed towards the higher management involved in setting up the DMV system. I have a few comments, suggestions and a need to vent here... 1. PLEASE! PLEASE! PLEASE! Bring back your previous customer ordering system. It's tortuous to be waiting in line having no idea when you might get called. For 5 LONG HOURS I thought I might be next. I think those involved in this change should be forced to wait in line on a Monday and see how it feels!!! 2. This experience was my definition of torture. Being forced to wait for a replacement license is bad enough (why can't this be done using a secure system on line?), but not having anywhere to sit or stand and constantly being told to move? Always feeling like your in the way and spending 5 hours hunkering down and apologizing to people? UGH!!! You can stand outside and listen for your number but I was paranoid I didn't hear it and kept walking inside to see if my number was on the screen until I was told to move again. 3. Why is getting a replacement license such a low priority? They take almost every other issue above this. Is it my fault my license and wallet were stolen? Have you ever tried to do anything without a license? Try going to a beer garden or getting on a plane---I can't wait 30 days for an appointment! (this is directed to the blunt speaking but seemingly effective employee managing the outside line). Talk about adding salt to a wound. Geez!!! 4. Get a concession stand brought in. Someone could make a killer business and you might cut down on "hangry" peeps. I never ate that day until 3pm. 5. I'm traumatized. This is a bad way to treat your fellow community members people!!! I had to renew my DL and this time, the letter told me I had to take a new photo and a vision test. I came here on a Friday which is usually DMV suicide, but the trusty website said the walk-in wait was a mere 7 minutes so I took a chance. When I showed up and got in line, we were told the system was down and they couldn't give out any numbers. I decided to give it some time and see if it came back up, and lo and behold it did! I got my number, sat down, and waited 10 minutes before being called to a counter. The lady who helped me was kind but had obviously had a rough morning and was braced to be yelled at so I went out of my way to be nice and polite and she returned the kindness. I got ym photo taken, the lady doing that was also really nice and complimented my photo, so hopefully it comes out well. I was done in under 30 minutes even with the system crashing. She was so considerate of my health and disability. Her personality was a great start to my visit. I knew I was in good hands. I've gone to this DMV before and had a decent experience. I went yesterday and i will never go back again. The lady outside with the cart was the rudest person I've ever met. Felt like I was talked down to the entire time and given 0 explanation on what I was doing and why. She basically laughed in my husband's face when he asked why we couldn't go with me through the DMV since we drove together and he wanted to stay with me to avoid us losing each other . I just needed an ID renewal and i don't even think it was completed because after filling out my info nobody was in sight to explain what was going on. I get the DMV is busy, but we're humans and there's no need to treat anybody as less than. It's fine to be assertive and give direction, but the way we were treated was so awful. I was at the DMV for close to an hour watching her yell at a high schooler (almost making her cry), basically called an elderly man stupid, and everyone in line was like "whats wrong with that crazy lady?" She was flipping out over the smallest things and went out of her way to show how angry she is. DISGUSTINGLY RUDE!!!! My elderly mother went to take a written test at this location on 7/29 around 1:30pm to renew her DL. While taking the test another lady arrived and made a comment to my mother when shockingly the employee at the test department shout at my mother and the other lady, creating a scene in front of every body: "HEY YOU!!! THERE IS NO TALKING WHILE TAKING THE TEST!!! GET OVER HERE NOW!!!!!" ... My mother and lady approached the desk, he continued to remove and tear apart the tests yelling "YOU ARE NOT TAKING THE TEST!!!" My mom was so embarrassed, she felt harrased by the way this man treated them. The other lady left crying. My mother respectfully try to explain him what happened but he continued scolding her loudly in front of other customers. He told her he would not remburse her money. I am so disgusted and disapointed to the unnecessary absurd customer service of your employees, specially to our elderly customers. My dear Mom left shaken, overwhelm, she felt harrased, elderly discriminated, abused by the way this man reacted and handle this situation. He could easily approached this in a more professional, civil maner. She forgot to get his name but he is a Caucasian, extremely obese man, huge stomach and with poor higiene. Very unprofessional. I came here twice this week to replace my driver's license. I would give this dmv a 2.1 stars for my overall experience. Monday Experience: Context- came here at 12:00pm with no appointment. Worst idea ever. Huge line, even the line for appointments was long. There was only one person manning both the appointment and non-appointment lines. I am assuming one person went to lunch...hence the huge bottle neck. It took me an hour to get a form- I had to leave and come back the next day. Why don't they have to Drivers License Application accessible online or in their Forms area? Not sure why... Tuesday Experience: Context- much better experience than Monday. I came at 8:15am. There weren't too many people in the 'appointment' line, which is why I think the 'non-appointment' line moved faster. The line was still long but it only took me a half hour this time around. The wait after you get your number also was relatively quick. Conclusion/Tip: don't come here during lunch. These workers have to eat so they will take their breaks... less workers = slower turnover. Also, coming to the dmv in the morning is way better because all the workers aren't in a terrible mood yet and there are less appointments so the line for 'no-appointments' move faster. I left around 9:30am and i saw the lines were getting ridiculous! How can the dmv improve? With the resources they have, they should have someone outside asking people what are they coming in for and giving out appropriate forms. This way, people don't have to wait to drop off something. Writing this because I feel the DMV does not get enough credit. Of course every dreads going to the DMV but the system they've developed here of the course of COVID has been smooth and efficient. I arrived about a hour early on a Friday but the line didn't start getting noticeably long until 8 o'clock hit. If you have common curtest with the employees they have no problem helping you. I was in and out w/in 15 minutes of opening. If applying for the Real ID or DL definitely fill out the online application first. They also put QR code stands throughout the line so you could do it while you waited. I've had bad DMV experiences but this was for sure the best. It was fast (for a DMV), and the staff was friendly. read more

We all know that... every single DMV in San Diego, is a nightmare. It takes months to get an appointment, and most of us just walk in, and its a super long line no matter what day or time you go. So the only really good time to go is, early, before they open. At least 1 hour before they open to be on the safe side. This place is old, run down, and sad looking. But at least they have a large parking lot, as well as street parking. read more

Biggest job ever. When trying to register my car from out of state I was asked to brag documentation showing my service connected disability. She clerk didn't like the wording of the letter and turned me away. This state's DMV system is complete ass. Two encounter with them and it's always something. Make an appointment online, you can check in 15 minutes before your start time. If you are looking at the front of the building, go into the door on the right and stand behind the red tape on the left side of the door. The person at the kiosk can check you in, and then you just go wait in the seating are for your number to be called. After that, it only took me about 15 minutes to get called up. The woman that processed everything was very nice and then sent me over to the gentleman that took my picture. He was also nice and quick. Less than 20 minutes and I was in and out. This is no longer a place to dread going to as long as you make an appointment, show up early, and check in. read more

Do your homework before you come so you have everything you need! I got there about 10am on a Monday. The line was out the door...awesome. After being in line for about 20 mins an employee was asking people what they wanted to do - which I greatly appreciated but wish he would have been out there from the get-go. I had to get new plates and register my car since I'm new to California, so he checked my paperwork gave me another form and told me to go to the vehicle inspection area and then said to just come back inside when I was done. PHEW, very glad I din't have to wait in line again. The woman who checked me in was less than friendly, the guy who helped me was fine - not super friendly but just fine and the lady who took my photo reprimanded me for not having my Illinois ID out, even though nobody told me to do so. I went in expecting the worst and left pleasantly surprised. Everything I had came for got taken care of and I was there about 2 hrs 45 mins. Yuck...but overall it was a decent experience for the DMV! read more

This DMV is terrible. I understand that DMV's are almost always going to take time to be done with, but at least give some good customer service. First, the lady at the front desk who helped me with my non appointment greeted me by saying "What?".... I'm not even kidding or exaggerating... I was so confused. Next, there was this tiny old man about 80 years old standing by the counter (because there were no seats available) and this man who worked here had the audacity to tell him he wasn't allowed to leave on the counter! She had a lot of angry people coming at her constantly due to everyone feeling impatient and tired of waiting but actually she was super patient with people and great at calling out everyone's number, giving directions and keeping things moving. This was the second time I've visited this office, both times with an appointment (that is the best way to go). Each time the individual listened to why I was there, conferred with someone else about my complicated situation, and solved my problems in an efficient, compassionate way (yes, I said compassionate and DMV in the same sentence). Michelle was the expert who helped me today. She was working in a noisy environment, during stressful times, trying to help people who didn't want to be there take care of system problems that the individual worker had no say in, and Michelle was able to do an outstanding job and still smile. I understand everyone's frustration with the system, but try to give a break to the people who are there every day trying to work under the same system. read more

The Department of Motor Vehicle (DMV) office on Normal Street has a professional, courteous and efficient staff. I say this even though I was initially turned away for not having required documentation (totally my oversight) and had to return later for process completion! Via postal mail in early January I received DMV renewal notice for my drivers license which would expire late February. Yelpers, here is KEY TIP: At least two months before your driver license is set to expire, go online at DMV website to schedule your renewal appointment. Don't be surprised if you have to check multiple DMV office locations to find an opening. Normal Street location was third office I checked to find an appointment before my driver license expired. First two DMV offices I checked didn't have openings until April! Note, my application faced additional challenges as I wanted to update from normal CA driver license to the new REAL ID. As you may know, traditional CA driver license does not meet Federal requirements for identification at airport TSA or other transportation sites. The new REAL ID driver license does meet Federal requirements and hence is very much in demand. Many people are requesting upgrade to REAL ID before their driver licenses expire. End result are DMV offices being overwhelmed with unprecedented demand. DMV offices being Government operated can't simply say, "Let's double our staff right now". DMV is constrained by taxpayer budget and therefore limited in hiring. So that's the story behind newspaper headlines of massive crowds at DMV offices. Smart Yelpers can avoid these lines by making an appointment online well in advance (more than two months). Here's a second TIP for DMV office on Normal Street. North parking lot is always 100% full with cars circling the lot waiting for an opening. Most people don't realize there is also a South parking lot which during my two visits was more empty than full. As I walked up to the DMV office there was a line of perhaps 12 customers waiting at a table setup outside DMV entrance. I walked around line and asked DMV representative if I needed to wait in this line if I had an appointment. DMV representative responded that I was free to enter if I had required documentation. DMV material for REAL ID clearly stated I needed three proofs: 1. Identity document 2. Proof of social security number. 3. Proof of California residency. I thought I had all three bases covered. My bad for not reading details of what would be accepted for each of three requirements. Turns out I had not brought one of specified proof documents for social security number. Again, my fault, advance documents and online material clearly stated what would be accepted. So back home I go to retrieve another document. Upon returning to DMV office I again bypassed line and introduced myself to DMV representative as having an appointment. I showed required REAL ID proving documents, was given a alpha/number which would be called over intercom, and was allowed inside. From then on everything was a breeze. My alpha/number was called in less than 10 minutes. Processing including photo took under another 10 minutes. In closing, the news shows many Californians are angry about long processing lines at DMV. I suspect these Californians didn't bother to make an appointment in advance! read more

Even though I know it's been said so many times before in yelp reviews, but I definitely would give 0 Stars if I could. And if you look at my Yelp reviews you will see that I'm not just a complainer. I post a review if something exceeded my expectations or was outstanding, or if it was extremely poor customer service or a horrible experience. Unfortunately this was the latter. Even though I made an appointment, I still waited for over a half an hour in line which makes me wonder what is the point of even making an appointment and found that annoying as I only had an hour for my lunch break. However that was not the real inspiration for my low review rating. Once I did get up to the window I was helped by the most miserable person I have had the misfortune to encounter in a long long time. Her name was Lisa. When I approached, I tried to be upbeat because I know what they have to deal with everyday and I wanted to brighten her day instead of be a drain on her energy or mood. She never gave me the chance and didn't even ask me how she could help me when I walked up. She just stared at me, reached over the counter, and hastily snatched my papers out of my hand, including a paper that had nothing to do with my visit. When I tried to retrieve it she argued with me, refused to give it back, and stapled it to my DMV paper that actually WAS related to my visit. She barked a few comments at me and I couldn't even understand what she was saying and I had to ask her to repeat herself. When she did, she acted like I was the most loathsome person she had ever laid eyes on. I left there feeling humiliated and my face was red and hot from feeling so disrespected and being treated so poorly. I know the DMV is not the greatest place to work, but her being a total jerk certainly does not help anything and probably brings her more negative energy coming back to her than if she was just a normal helpful employee, which is the whole reason they are there is to help people process their transactions and answer questions. Terrible terrible terrible customer service and completely unnecessary extremely rude treatment. I had a much better experience at the Clairemont DMV when I first moved to San Diego and in the future will go out of my way to go to that location just to avoid coming to face-to-face with this terrible person ever again. read more

I know people tend to bag on government facilities. Many times they're underfunded and this invariably leads to overworked personnel which invariably leads to user complaints. The Hillcrest DMV, however, has found new and creative ways to use what little resources they have to inflict as much anguish as they can. Today, my friend waited in a typically long line and when she reached the front at 1:56pm she was told to get in the back of the line because her appointment wasn't until...wait for it...2 pm. I know of two people who recently took their driver's tests at the Hillcrest DMV. The woman assigned to assess them were...how do I put this delicately? Imagine if Cruella de Ville had a sister with a low IQ and struggled with personal hygiene. That's who stands between you and a license at the Hillcrest DMV. Both people I know who went to this DMV months apart were each flunked for infractions re: the bike lane. In each instance they failed to check their mirror according to Ms. de Ville although both drivers believe they did. Verifying whether someone has "checked the mirror" is such a judgement call that no one should fail the test for this particular infraction unless the administrator is trying to make a point. My best advice? Pick another DMV. They may not be great but they will not be this bad. read more

1. So they have this thing where when they are experiencing a high frequency of callers you have the option of staying on hold or getting a call back. I chose the latter and received my call back hours later. Upon receiving this call, I just needed one question answered about a temporary operating permit and the man who called me back didn't know what I was talking about and that was that, no redirecting the call to someone who actually knew how to help me or anything . So I decide to go in and try to talk to someone face to face. 2. I patiently wait in line to finally get the answers I need. Finally am able to talk to someone and they don't even bother looking at my paperwork, she just told me I couldn't do anything without a smog test failed certificate. And she sent me on my way. After this I'm getting pretty frustrated (new car owner) and have to call a few places up in order to get a deal on a smog test because of course the one that is conveniently located right next door to the DMV didn't have the best prices. Whatever, so I go to National City, get my failed smog certificate and am about to go back when I decide to try calling once more (in order to avoid long DMV lines.) This next person who calls me back answered my question, tells me I didn't need the smog test after all. So all in all I think this DMV is absolute shit, I have no idea why or how nobody was able to help me and now I'm sitting at home with a failed smog certificate in one hand and an expired permit in the other still wondering what to do. I had a hard time sleeping last night, partly because I was sober but mostly because I was anxious about my looming visit to the DMV this morning. Is it just me or does everyone else always feel like the only normal person in the building? I must have a sign on my back that reads, "Will the strangest person in the room please talk to me". As I wander up to window number 21, a gentleman reminiscent of Fat Joe greets me with a smirk. Fat Joe: What are you hear for? Ryan: License renewal Fat Joe: Has anything changed on your current ID? Address or stats? Ryan: Does more handsome count? Fat Joe: (obviously not amused) Just fill in anything that needs to be updated. Ryan: Where, there is no space for that. You always seem to think that any DMV in the city (or, the "Barrio") will be bad news. I went to the Oside DMV 3x's, Temecula 1x, Escondido 1x and this one, 1x. Arrived at 3:45pm on Wed and didn't have an appointment (-I know, "ballsy", huh??). My non-appointment wait time was 6 minutes (0 if you had an appointment). My whole DMV situation took me less than 30 minutes (includes standing in line at the entrance, taking my written test, having it graded while I wait & arrange to have my new license sent to me- all in 30 minutes! -Go 'Head Hillcrest!! Every single person working there had a 'forced' smile on their face but dang- you gotta give it up to the employees who'll fake it until they believe it! It was packed with customers but the employees weren't unpleasant like in Oceanside, the parking wasn't non-existent like in Temecula and you didn't have employees making up their own rules like in Escondido (a 'Yelp' for another time). The only thing crazy as hell was trying to find the place. Google it / Mapquest it all you want, if you're not from the area you might get lost- oh, AND it blends! -it looks like everyother business in the area! The 'Upside' - it's very close to the 163. If you hate side streets like me, it's always nice to see a freeway close-by. read more
