I had a Fairfax County inspector come in to see what had been done so far. It failed. The inspector asked if I was sure the person who did the work had been licensed. Some places he had used too small a cable, other cables went back and forth between boxes, and in some places he'd put three lines where only two should go. I hired a new company and they also asked if a licensed electrician had done the work they were so incredulous. It's cost me almost $5,000 to redo the poor work City Lights had done. And then I found out that when he pulled our meter in April he had put it back in UPSIDE DOWN. We have an old meter so it will let power flow while upside down but will not register any use. As a result Dominion thought we were trying to steal electricity and pulled the meter without warning. It took me hours of phone calls, the intervention of our new electricians, and $1500 in cash to get our meter restored. Of course that left a black mark on our credit report. This was to date the single worst experience I'd even had with a contractor. And yes, I have photos and documentation.

The work required was for three soffit lights installed in the 3 peaks of my home. Received quote very quickly with a discount of $50 per light from $400 to $350 per/ light and a very professional scope of work to include insurance information (my requirement was licensed and insured). I thought everything was good and attempted to make first installment. Quinn declined and told me to wait (1st redflag)-weird - who turns down $$$? Tim Eddings arrives on Friday (9/23/22) @4pm to commence work thinking that all I needed was bulbs changed. What?!!! Did you not read your own scope of work? I showed it to him and the cost went up by $450 from $1,113 to $1563. (2nd redflag) . Quinn Marcel is on the phone and states that he (Quinn) doesn't know this type of work - well how can you price it Sir? Once Tim realizes what the work entails, he then reschedules to 9/29/22 and states he will have help. I had already sent a picture of my house to Quinn - not certain if he shared it with Tim. Tim and Moses arrive at my house and ask me, "Do you have the lights?" No I don't - the quote states that you all will provide materials, labor and supplies. Tim then says, okay. I'll go get them - home depot. He comes back with floodlights VS soffit lights. (3rd redflag) . . eventually I'm going to stop counting the flags because there are too many . . SMH! Tim comes back with "acceptable" lights - his partner (Moses) is busy running wires through my attic and there are two hanging out waiting for light installs right now. Scary part(s) - my husband, at work, but calling with questions had me go outside and ask how they plan to seal the holes being drilled into our home to prevent leakage from rain. Tim laughs and tells me that that is not his line of work. Really?! and he proceeds to drill right through the BRICK of my garage which is 2 feet below the peak of where the light is supposed to be. He tells me that he can't reach the peak but didn't ask if this was okay to install the light 2 feet lower than my request and outside the scope of work! I told him this is UNACCEPTABLE and he informs me he needs a taller ladder. My husband tells him, he will pay for the rental of a taller ladder from Home Depot and Tim calls and finds they don't rent them anymore. Today is 9/30/22 and we are expecting the remnants of Hurricane Ian for the next 4 days (rain) so work cannot be completed until next Wednesday (10/05/22). Tim thinks he has another 3-hours of work ahead of him to complete this job. I currently think this job was too big for him and now I cannot reach Quinn Marcel or any other person at their "headquarters". Tim also asked me, if I believed in Conspiracy Theory? What? Not when my home is being hacked and drilled in areas that I cannot see! Very unprofessional. Update: After providing feedback to the contractor, we went in another direction and had the job completed by another contractor within 3 hours and they UNDERSTOOD THE ASSIGNMENT.

Bad news--The mistakenly noted my appointment as canceled then corrected it only to do an estimate, not the actual work. Electrician that showed up didn't blink his eyes like he was high on Vicodin.
