We ended up having to buy the 8 missing pieces online in order to correctly complete the butterbeer cart. If you're going to host an event, make sure you have enough pieces or better yet coordinate the event better. I'm not sure I would attend another event at this store, as it was supposed to be free and we ended up having to buy the pieces.
